华中科技大学博士学位论文大学高层次人才引进政策的发展研究姓名:肖起清申请学位级别:博士专业:高等教育学指导教师:张应强20080529IIIIIIAbstractHigh-leveltalentsimportpolicyisbasedonthesystem,themarketandthepracticefortheuniversitytoadaptcompetitionanddevelopingrequirement.Itisatalentspolicybeyondthesystem.Anditisagradualprocesswiththedevelopmentofthehigh-leveltalentsimportpolicy.Duringtheprocess,manyfactorsaffectthemodelstructuresandsampleformsoftheimportpolicydirectly,suchastheindependenceoftheuniversity,theliquidityoftalentsandthematurityofmarket.Intheprocessofcountry’ssystemreform,thegovernmentdominatesthesystemreformandchangesitselffunctions.Thegovernment’sabsolutedominationischangedintomacro-controlandindirectmanagement.Andtheuniversitygainstheself-determinationrightwhichisseparatedwiththehostandmanagement.Liberatedfromtheplannedsystem,theuniversityresolvesthetalentsproblemindependently,facingwiththemarketrunningschoolsontheirown.Itisformedimportantpracticefoundationofhigh-leveltalentsimportpolicy’sformationanddevelopmentwiththeevolutionofsystem,thebasicframeofthispolicy’sformationanddevelopment,thescaledevelopmentofuniversity,theimprovementpersonnelpolicyatalllevelsofgovernments,theinternationalandmarketofhighereducation.Basedonourcountry’shighereducationdevelopmentandavarietyofpracticefactorsofthesocialdevelopment,high-leveltalentsimportpolicyisaffectedandformedtobeatalentsstrategy.Anduniversityhigh-leveltalentsimportpolicyisexperiencedanumberofstagesofdevelopmentwithChina’scontinuoussystemreform,themarketcontinuousmatureandtheinfluenceofinternationalhighereducation.Underthecountrydominationplannedsystem,theuniversityhigh-leveltalentsimportpolicyisjusttheseedofastrategy.Andintheprocessofthereformandopeningupandtheestablishmentofthemarketsystem,theuniversitygainsself-determinationspacebetweenthesubrogationofmarketandgovernment.Therefore,high-leveltalentsimportpolicyisproducedinthedual-tracksystem.Inhighereducationinstitutionalizedstage,theestablishmentofmodernuniversitysystemisascendedtolegalsystemwiththepopularizationofhighereducationstart-up.Therearesomebasicconditionsformedthehigh-leveltalentsimportpolicy,suchastheIVuniversitiesself-determinationright,talentsrequirementoftheuniversity’sdevelopment,talentsmarket.ThereisabackgroundthatTeachingEvaluationofundergraduatepolicyisimplicatedwidelyanditisapopularizationdevelopingstageofhighereducationinourcountry.Universityhigh-leveltalentsimportpolicyisbeingprosperity.Itscharacteristicsincludediversity,standardized,matchandsoon.WiththeresearchofattractingtalentandteachersemploypoliciesofAmericanUniversitiesandtheHongKongUniversityofScienceandTechnology,wecangetsomeinspiration.Inordertomakethehigh-leveltalentsimportpolicybecomeinternational,institutionalandindividual,ouruniversitiesshouldgainthebasethatisformedwithopentalentsmarketsystem,self-determinationright,stricttalentsemploymentsystem.Inthedevelopingofuniversityhigh-leveltalentsimportpolicy,wecanfindsomebasicdevelopingrulesandcharacteristics.First,universityhigh-leveltalentsimportpolicyisakindoftalentsstrategybytheuniversityusingself-determinationrightbeyondsystem.Basedontheexistingmanagementsystemofhighereducationandinternalmanagementsystemofuniversity,theuniversitycarriesouthigh-leveltalentsimportpolicytochoosetalentsinmarketandtoachievetheoptimalallocationofhumanresources.ofcourse,thisuniversityself-determinationrightisbeingstrengthenandprotectcontinuouslybytheruleoflaw.Andthispolicyexceedstheexistingmanagementsystemofhighereducation,personnelmanagementsystemandpersonneldistributionsystem.Second,thedevelopmentofhigh-leveltalentsimportpolicyisaMulti-Gamecomprehensivedevelopmentprocess.TheMulti-Gameincludesschoolrunningconflictbetweentheuniversityandthegovernment,theinterestbetweentheuniversityandtalents,theschoolresourcesamonguniversities.onlybythisMulti-Game,thereisadivisionandcooperationrelationbetweentheuniversityandtheGovernment;Andthereisaequaldevelopmentrelationbetweentheuniversityandtalentswithachievingtheinterestsofbothsides;Andthereisarealizationoftalentsallocationforthedevelopingrequirementamonguniversities.ThisMulti-Gameprocesspromotesdirectlythedevelopingandimprovementofuniversityhigh-leveltalentsimportpolicyfromtheinternaldemandandexternalconditionsaspects.Third,high-leveltalentsimportpolicyembodiesthetransformationofmanagementsystem.Firstofall,itshowsthetransformationprocessofourcountryhighereducation’sVmanagementconcept,“rule-management–governance”;secondly,itreflectsthetransformationprocessofourcountryhighereducation’smanagementsystem,“centralizationofpower-theseparationofpowers”;thirdly,itexpressesthetransformationoftalentsmanagementpolicy,“Plannedallocation-themarketallocation”;fourthly,itpresentsthetransformationofgovernment’sfunctions,“control–services”;fifthly,itoffersthetransformationoftalentsemploysystem,“subjecttodistribution-choosetheirownjobs”.Fourth,high-leveltalentsimportpolicyembodiestheevolutionofmultiplerelations.Thecorrespondingrelationshipbetweentraditionalunitsandunits’personsischangedtorealizetogetherdevelopmentwiththeequalne
