上海交通大学博士学位论文高新技术产业人才结构的理论研究姓名:王少军申请学位级别:博士专业:企业管理指导教师:黄培清20030901IIIIIIABSTRACTIVThetopicfordiscussionofthisdissertationisstudyingthetalentissuesinhigh-techindustriesbythetalentstructuretheory.Thistheoryisakindofsciencetoresearchthetalentstructureandtheruleofitsdevelopment,whichregardsonesideorlevelinthegeneralsituationoftalentasanobject,andstudiesinthespecialpointofview—‘structure’.Inthestyleoftheexistenceandactivityofthetalentstructure,thestructurenotonlyshowsitsregularityinitsowndevelopmentanditseffectoneconomicimprovementinthesociety,butalsomakesuseoftheregularity,whichbecomesthebasicassignmentofthestudy.Thisdissertationestablishedthistheorytocontinuethestudyofthedevelopmentandoutcomeofhumanresourcesaswellastocarveoutthewayforthenewfieldinstudyasasymbol.Asanacademicbase,thewriteraimedtodoresearchoneveryprimarystructureexclusivelyorsyntheticallyinordertoprovidevariousevidences.Thetalentstructureanalysismethodologyproposedbythisdissertationnotonlyprovidesatheoreticalframework,butalsopragmaticguidancetotheimplementationoftalentdevelopmentstrategiesinthehigh-techindustriesinChina.Asaneconomicaggregation,industrystandsbetweennationsandenterprisestoprovidesamekindofproductsorservices.Asthepropping-upindustriesinthetimesofknowledgeandeconomy,high-techindustriesincludethegroupedorcollectivizedenterprises,whichareformedatthebaseofresearch,exploration,generalizationandapplication.Theyputtheirproceduresofproductionandfinalproductsuponthestrongtechnologyfoundation.Suchindustrieshavetwofeatures--‘high’and‘new’--whichdistinguishesitstalentstructurefromotherindustriesinadditionthatthestructureareconsideredasthekeyfactortohigh-techindustries.ThedissertationisdevelopedbasedonakeyMOP(MinistryofPersonnel)projectontheResearchofChina’sTalentStructuralAdjustment.Systemanalysis,empiricalanalysis,comparativeanalysisandquantitativeanalysisareemployedintheprocessofdevelopingthedissertation.Thedissertationaddresseshumanresourcesissuesinmezzo-levelsystems,ABSTRACTVconstructstalentstructuretheories,analyzesthestatusquoofthetalentstructuresinthehigh-techindustriesinChinaandproposesstrategicrecommendationsoneffectivetalentstructuraladjustment.Theresearchskeletonofthisdissertationarethetalentstructuretheoryandadjustpracticeofhigh-techindustries:Bringforwardthequestionsandliteraturesummarizer(chapterone).Establishthetalentstructuretheory,presenttheobjectives,conditionsandprinciplesoftalentstructuraladjustmentinhigh-techindustries(chaptertwo).Onthebasisoflevelclassification,analyzesandevaluatestheactualityofthetalentstructureofChina’shigh-techindustries(chapterthreeandfour).Bringforwardthestrategyofthetalentstructureadjustment(chapterfiveandsix).Takeapartinformationindustrybytalentstructuretheory,inordertovalidatethescienceandmaneuverabilityofthistheory(chapterseven).Themaincontentandconclusioncanbesummeduptosixaspects:(1)Analyzesthereasonsofthelow-efficienttalentstructuresinChinaandconcludesthatthestrategicadjustmentofeconomicstructurenecessitatestheadjustmentoftalentstructures.TheChapteralsosummarizesthestatusofresearchesontalentstructurerelatedtheories,introduceshumancapitaltheory,humancapitalgrowththeoryandnewinstitutionaleconomicstheory,andprovidesabasistoconstructthetalentstructuretheory.(2)Demographicstructuretheoryisusedtodeduceatheoreticalframeworkontalentstructure,whichincludesaconceptualframework,ananalyticalsystem,anevaluationsystemaswellasclassificationandadjustmenttheoriesoftalentstructuresinhigh-techindustries.Onthebasisofdevelopingthetalentstructuretheoreticalframework,theauthoralsoillustratesthetheoreticalandpracticalimplicationsofthistheory.(3)Onthebasisoftalentstructureclassification,theauthoranalyzesandevaluatestheresearch&developmentstructures,quantitativestructures,andgeographicstructuresinthehigh-techindustries,andvalidatestheuniqueresearchanddevelopmentfeaturesandconcentrationattributesofthetalentsinhigh-techindustriesfrommacro-levelperspectives.(4)Providesamicro-levelofanalysisandevaluationofthetalentqualitystructure,agestructureandprofessionalstructureinhigh-techindustries,confirmstherelativelyreasonabletalentstructures,andproposesthehypothesisofthedynamiccorrelationbetweenthetalentstructuralenhancementandtheindustrialstructuralenhancement.(5)Discussesthenaturaladjustmentoftalentstructuresinhigh-techindustriesusingtheenvironmentalself-adaptabilityhypothesis.ItalsostressesthatthenaturaladjustmentisABSTRACTVIorder-lessandlowlyefficientaseveryactivityrequiresmanagement.Throughthecomparisonoftwowaysofhumanresourcesallocations,includingthegovernment-drivenmodeandmarket-drivenmode,theauthoranalyzestheroleofmarketintheprocessoftalentstructuraladjustmentinhigh-techindustriesandcomposesasocialintermediarymodel(Principal-AgentModel).(6)Discussestherolesofgovernmentsintheprocessoftalentstructuraladjustmentinhigh-techindustriesusingthegeneralmanagementprinciplesandneo-institutionaleconomictheories,highlightsconcreterecommendationsonhowtoenhancetheoverallperformanceofhumanresources,includingthestockstructuraladjustmentusing
