U.S.NUCLEARREGULATORYCOMMISSIONSeptember2009Revision3REGULATORYGUIDEOFFICEOFNUCLEARREGULATORYRESEARCHREGULATORYGUIDE1.100(DraftwasissuedasDG-1175,datedMay2008)SEISMICQUALIFICATIONOFELECTRICALANDACTIVEMECHANICALEQUIPMENTANDFUNCTIONALQUALIFICATIONOFACTIVEMECHANICALEQUIPMENTFORNUCLEARPOWERPLANTSA.INTRODUCTIONThisguidedescribesmethodsthatthestaffoftheU.S.NuclearRegulatoryCommission(NRC)considersacceptableforuseintheseismicqualificationofelectricalandactivemechanicalequipmentandthefunctionalqualificationofactivemechanicalequipmentfornuclearpowerplants(NPPs).ThegeneralrequirementsfortheseismicdesignofelectricalandactivemechanicalequipmentappearinTitle10oftheCodeofFederalRegulations(10CFR)Part50,“DomesticLicensingofProductionandUtilizationFacilities”(Ref.1),and10CFRPart52,“Licenses,Certifications,andApprovalsforNuclearPowerPlants”(Ref.2).TheprimarysectionsincludeGeneralDesignCriterion(GDC)1,“QualityStandardsandRecords”;GDC2,“DesignBasesforProtectionAgainstNaturalPhenomena”;ofAppendixA,“GeneralDesignCriteriaforNuclearPowerPlants,”to10CFRPart50;CriterionIII,“DesignControl”;CriterionXI,“TestControl”;andCriterionXVII,“QualityAssuranceRecords,”ofAppendixB,“QualityAssuranceCriteriaforNuclearPowerPlantsandFuelReprocessingPlants,”to10CFRPart50;andAppendixS,“EarthquakeEngineeringCriteriaforNuclearPowerPlants,”to10CFRPart50.TheNRCissuesregulatoryguidestodescribeandmakeavailabletothepublicmethodsthattheNRCstaffconsidersacceptableforuseinimplementingspecificpartsoftheagency=sregulations,techniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,anddatathatthestaffneedsinreviewingapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsthatdifferfromthosesetforthinregulatoryguideswillbedeemedacceptableiftheyprovideabasisforthefindingsrequiredfortheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Regulatoryguidesareissuedin10broaddivisionsC1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailablethroughtheNRC=spublicWebsiteundertheRegulatoryGuidesdocumentcollectionoftheNRC=sElectronicReadingRoomat=sAgencywideDocumentsAccessandManagementSystem(ADAMS)at“Definitions,”ofAppendixSto10CFRPart50statesthatthestructures,systems,andcomponents(SSCs)requiredtowithstandtheeffectsofthesafe-shutdownearthquake(SSE)groundmotionorsurfacedeformationarethosenecessarytoassure(1)theintegrityofthereactorcoolantpressureboundary;(2)thecapabilitytoshutdownthereactorandmaintainitinasafe-shutdowncondition;or(3)thecapabilitytopreventormitigatetheconsequencesofaccidentsthatcouldresultinpotentialoffsiteexposurescomparabletotheguidelineexposuresof10CFR50.34(a)(1).SectionIV(a)(1)(ii)ofAppendixSto10CFRPart50requirestheNPPtobedesignedsothat,iftheSSEgroundmotionoccurs,certainSSCswillremainfunctionalandwithinapplicablestress,strain,anddeformationlimits.Inadditiontoseismicloads,thedesignofthesesafety-relatedSSCsmusttakeintoaccountapplicableconcurrentnormaloperating,functional,andaccident-inducedloads.SectionIV(a)(1)(iii)ofAppendixSto10CFRPart50requiresthesafetyfunctionsofSSCstobeassuredduringandafterthevibratorygroundmotionassociatedwiththeSSEgroundmotionthroughdesign,testing,orqualificationmethods.1Thegeneralrequirementsforthefunctionaldesignofactivemechanicalequipmentalsoappearin10CFRPart50and10CFRPart52.In10CFRPart50,particularsectionsincludeGDC1,GDC2,GDC14,“ReactorCoolantPressureBoundary,”GDC15,“ReactorCoolantSystemDesign,”GDC30,“QualityofReactorPressureBoundary,”GDC37,“TestingofEmergencyCoreCoolingSystem,”GDC40,“TestingofContainmentHeatRemovalSystem,”GDC43,“TestingofContainmentAtmosphereCleanupSystems,”GDC46,“TestingofCoolingWaterSystem,”andGDC54,“SystemsPenetratingContainment,”ofAppendixAto10CFRPart50,aswellasCriteriaIII,XI,andXVIIofAppendixBto10CFRPart50.Thisregulatoryguidecontainsinformationcollectionrequirementscoveredby10CFRPart50and10CFRPart52thattheOfficeofManagementandBudget(OMB)approvedunderOMBcontrolnumbers3150-0011and3150-0151.TheNRCmayneitherconductnorsponsor,andapersonisnotrequiredtorespondto,aninformationcollectionrequestorrequirementunlesstherequestingdocumentdisplayscurrentlyvalidOMBcontrolnumbers.1AppendixSto10CFRPart50appliestoapplicantsforadesigncertificationorcombinedlicensepursuantto10CFRPart52oraconstructionpermitoroperatinglicensepursuantto10CFRPart50afterJanuary10,1997.However,theearthquakeengineeringcriteriainSectionVI,“ApplicationtoEngineeringDesign,”ofAppendixA,“SeismicandGeologicSitingCriteriaforNuclearPowerPlants,”to10CFRPart100,“ReactorSiteCriteria”(Ref.3),continuetoapplytoeither
