`U.S.NUCLEARREGULATORYCOMMISSIONOctober2008Revision3REGULATORYGUIDEOFFICEOFNUCLEARREGULATORYRESEARCHTheNRCissuesregulatoryguidestodescribeandmakeavailabletothepublicmethodsthattheNRCstaffconsidersacceptableforuseinimplementingspecificpartsoftheagency’sregulations,techniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,anddatathatthestaffneedsinreviewingapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsthatdifferfromthosesetforthinregulatoryguideswillbedeemedacceptableiftheyprovideabasisforthefindingsrequiredfortheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Regulatoryguidesareissuedin10broaddivisions—1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailablethroughtheNRC’spublicWebsiteundertheRegulatoryGuidesdocumentcollectionoftheNRC’sElectronicReadingRoomat’sAgencywideDocumentsAccessandManagementSystem(ADAMS)at(DraftwasissuedasDG-1194,datedJanuary2008)GUIDANCETOOPERATORSATTHECONTROLSANDTOSENIOROPERATORSINTHECONTROLROOMOFANUCLEARPOWERUNITA.INTRODUCTIONThisguidedescribesamethodthatthestaffoftheU.S.NuclearRegulatoryCommission(NRC)considersacceptableforuseincomplyingwithCommissionregulationsthatrequirethepresenceofanoperatoratthecontrolsofanuclearpowerunitandthepresenceofasenioroperatorinthecontrolroomfromwhichthenuclearpowerunitisbeingoperated.Inaddition,thisregulatoryguideclarifiesandprovidesguidanceontheacceptableboundariesofthecontrolroom.The“vitalarea,”asdefinedinTitle10,Section73.2,“Definitions,”oftheCodeofFederalRegulation(10CFR73.2)andin10CFR73.55(c),servesasthebasisforthe“controlroomvitalarea”asusedinthisregulatoryguide.Inaccordancewith10CFR50.54(k),anoperatororsenioroperatorwhoislicensedpursuantto10CFRPart55,“Operators’Licenses,”mustbepresentatthecontrolsatalltimesduringtheoperationofafacility.GeneralDesignCriterion19,“ControlRoom,”ofAppendixA,“GeneralDesignCriteriaforNuclearPowerPlants,”to10CFRPart50,“DomesticLicensingofProductionandUtilizationFacilities,”requires,inpart,thatacontrolroombeprovidedfromwhichactionscanbetakentooperatethenuclearpowerunitsafelyundernormalconditionsandtomaintainthenuclearpowerplantinasafeconditionunderaccidentconditions.Asdefinedin10CFR50.2,“Definitions,”and10CFR55.4,“Definitions,”theterm“controls,”whenusedwithrespecttonuclearreactors,meansapparatusandmechanisms,themanipulationofwhichdirectlyaffectsthereactivityorpowerlevelofthereactor.Under10CFR50.54(m)(2)(iii),whenanuclearpowerunitisinanoperationalmodeotherthancoldshutdownorrefueling,asdefinedbytheunit’stechnicalspecifications,eachlicenseemusthaveapersonpossessinganactivesenioroperatorlicenseforthenuclearpowerunitpresentinthecontrolroomatalltimes.InRev.3ofRG1.114,Page2additiontothissenioroperator,alicensedoperatororsenioroperatormustbepresentatthecontrolsatalltimesforeachfuelednuclearpowerunit.Thisregulatoryguidecontainsinformationcollectionrequirementscoveredby10CFRPart50,10CFRPart55,and10CFRPart73thattheOfficeofManagementandBudget(OMB)approvedunderOMBcontrolnumbers3150-0011,3150-0018,and3150-0002,respectively.TheNRCmayneitherconductnorsponsor,andapersonisnotrequiredtorespondto,aninformationrequestorrequirementunlesstherequestingdocumentdisplaysacurrentlyvalidOMBcontrolnumber.B.DISCUSSION1.OperatorattheControlsOperatingexperiencehasshownthataneedexistsforguidanceonacceptablemethodsofcomplyingwiththeCommission’srequirementthatanoperatormustbepresentatthecontrolsofafacility.Theoperatoratthecontrolsofanuclearpowerunithasmanyresponsibilitiesincludingthefollowing:•adheringtotheunit’stechnicalspecifications,plantoperatingprocedures,andNRCregulations;•reviewingoperatingdata,includingdataloggingandreview,toensurethattheunitisoperatingsafely;and•beingabletomanuallyinitiateengineeredsafetyfeaturesduringvarioustransientandaccidentconditions.Tocarryouttheseandotherresponsibilitiesinatimelyfashion,theoperatoratthecontrolsofanuclearpowerunitmustpayattentiontotheconditionoftheunitatalltimes.Theoperatormustbealerttoensurethattheunitisoperatingsafelyandmustbeabletotakeactiontopreventanyprogresstowardanunsafecondition.Thisisfacilitatedbycontrolroomdesignandlayoutinwhichallcontrols,instrumentationdisplays,andalarmsrequiredforthesafeoperation,shutdown,andcooldownoftheunitarereadilyavailabletotheoperatorinthecontrolroom.2.SeniorOperatorintheControlRoomAneedexistsforguidanceonacceptablemethodsofcomplyingwiththeCommission’srequirementin10CFR50.54(m)(2)(iii)thatasenioroperatormustbepresentinthecontrolroomatalltimeswhenanuclearpowerunitisinanoperationalmodeotherthancoldshutdownorrefueling
