TheU.S.NuclearRegulatoryCommission(NRC)issuesregulatoryguidestodescribeandmakeavailabletothepublicmethodsthattheNRCstaffconsidersacceptableforuseinimplementingspecificpartsoftheagency’sregulations,techniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,anddatathatthestaffneedinreviewingapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsthatdifferfromthosesetforthinregulatoryguideswillbedeemedacceptableiftheyprovideabasisforthefindingsrequiredfortheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.TheNRCstaffencouragesandwelcomescommentsandsuggestionsinconnectionwithimprovementstopublishedregulatoryguides,aswellasitemsforinclusioninregulatoryguidesthatarecurrentlybeingdeveloped.TheNRCstaffwillreviseexistingguides,asappropriate,toaccommodatecommentsandtoreflectnewinformationorexperience.WrittencommentsmaybesubmittedtotheRulesandDirectivesBranch,OfficeofAdministration,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001.Regulatoryguidesareissuedin10broaddivisions:1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.Requestsforsinglecopiesofdraftoractiveregulatoryguides(whichmaybereproduced)shouldbemadetotheU.S.NuclearRegulatoryCommission,Washington,DC20555,Attention:ReproductionandDistributionServicesSection,orbyfaxto(301)415-2289;orbyemailtoDistribution@nrc.gov.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailablethroughtheNRC’spublicWebsiteundertheRegulatoryGuidesdocumentcollectionoftheNRC’sElectronicReadingRoomat’sAgencywideDocumentsAccessandManagementSystem(ADAMS)at(DraftwasissuedasDG-1146,datedOctober2006)APERFORMANCE-BASEDAPPROACHTODEFINETHESITE-SPECIFICEARTHQUAKEGROUNDMOTIONA.INTRODUCTIONThisregulatoryguideprovidesanalternativeforuseinsatisfyingtherequirementssetforthinSection100.23,“GeologicandSeismicSitingCriteria,”ofTitle10,Part100,oftheCodeofFederalRegulations(10CFRPart100),“ReactorSiteCriteria”(Ref.1).TheNRCstaffincorporateddevelopmentsingroundmotionestimationmodels;updatedmodelsforearthquakesources;methodsfordeterminingsiteresponse;andnewmethodsfordefiningasite-specific,performance-basedearthquakegroundmotionthatsatisfytherequirementsof10CFR100.23andleadtotheestablishmentofthesafeshutdownearthquakegroundmotion(SSE).Thepurposeofthisregulatoryguideistoprovideguidanceonthedevelopmentofthesite-specificgroundmotionresponsespectrum(GMRS).TheGMRSrepresentsthefirstpartofthedevelopmentoftheSSEforasiteasacharacterizationoftheregionalandlocalseismichazard.ThefinalSSEmustsatisfyboth10CFR100.23andAppendixS,“EarthquakeEngineeringCriteriaforNuclearPowerPlants,”to10CFRPart50,“DomesticLicensingofProductionandUtilizationFacilities”(Ref.2).In10CFR100.23,paragraph(c),“Geological,Seismological,andEngineeringCharacteristics,”andparagraph(d),“GeologicandSeismicSitingFactors,”requirethatthegeological,seismological,andengineeringcharacteristicsofasiteanditsenvironsbeinvestigatedinsufficientscopeanddetailtopermitanadequateevaluationoftheproposedsite,providesufficientinformationtosupportevaluationsperformedtoarriveatestimatesoftheSSE,andpermitadequateengineeringsolutionstoactualorpotentialgeologicandseismiceffectsattheproposedsite.Dataonthevibratorygroundmotion;tectonicandnon-tectonicsurfacedeformation;earthquakerecurrencerates,faultgeometryandsliprates,sitefoundationmaterial;seismicallyinducedfloodsandwaterwaves;andothersitingfactorsanddesignconditionsshouldbeobtainedbyreviewingpertinentliteratureandcarryingoutfieldinvestigations.RG1.208,Page210CFR100.23,paragraph(d)(1),“DeterminationoftheSafeShutdownEarthquakeGroundMotion,”requiresthatuncertaintyinherentinestimatesoftheSSEbeaddressedthroughanappropriateanalysis,suchasaprobabilisticseismichazardanalysis(PSHA).InAppendixA,“GeneralDesignCriteriaforNuclearPowerPlants,”to10CFRPart50,GeneralDesignCriterion(GDC)2,“DesignBasesforProtectionAgainstNaturalPhenomena,”requires,inpart,thatnuclearpowerplantstructures,systems,andcomponents(SSCs)importanttosafetymustbedesignedtowithstandtheeffectsofnaturalphenomena(suchasearthquakes)withoutlossofcapabilitytoperformtheirsafetyfunctions.SuchSSCsmustalsobedesignedtoaccommodatetheeffectsof,andbecompatiblewith,theenvironmentalconditionsassociatedwithnormaloperationandpostulatedaccidents.AppendixSto10CFRPart50specifies,inpart,requirementsforimplementingGDC2withrespecttoearthquakes.ParagraphIV(a)(1)(i),ofAppendixSto10CFRPart50,requiresthattheSSEmustbecharacterizedbyfree-fieldgroundmotionresponsespectraatthefreegroundsurface.Inviewofthelimiteddataavailable
