U.S.NUCLEARREGULATORYCOMMISSIONNovember2008REGULATORYGUIDEOFFICEOFNUCLEARREGULATORYRESEARCHREGULATORYGUIDE1.212(DraftwasissuedasDG-1183,datedJuly2008)SIZINGOFLARGELEAD-ACIDSTORAGEBATTERIESA.INTRODUCTIONThisguidedescribesamethodthatthestaffoftheU.S.NuclearRegulatoryCommission(NRC)considersacceptableforuseincomplyingwithrequirementsandregulationsonthecriteriaforthesizingoflargelead-acidstoragebatteriesforuseinnuclearpowerplants.Specifically,themethoddescribedinthisregulatoryguiderelatestorequirementssetforthinTitle10,Section50.55a,“CodesandStandards,”oftheCodeofFederalRegulations(10CFR50.55a),10CFR50.63(a)(2),“Lossofallalternatingcurrentpower,”andGeneralDesignCriteria(GDC)1and17,assetforthinAppendixA,“GeneralDesignCriteriaforNuclearPowerPlants,”10CFRPart50,“DomesticLicensingofProductionandUtilizationFacilities.”(Ref.1):•10CFR50.55a(a)(1)requiresthatstructures,systems,andcomponentsbedesigned,fabricated,erected,constructed,tested,andinspectedtoqualitystandardscommensuratewiththeimportanceofthesafetyfunctiontobeperformed.•GDC1,“QualityStandardsandRecords,”requiresthatstructures,systems,andcomponentsimportanttosafetyshallbedesigned,fabricated,erected,andtestedtoqualitystandardscommensuratewiththeimportanceofthesafetyfunctionstobeperformed.•GDC17,“ElectricPowerSystems,”requiresthatanonsiteelectricpowersystemandanoffsiteelectricpowersystemshallbeprovidedtopermitfunctioningofstructures,systems,andcomponentsimportanttosafety.•10CFR50.63(a)(2)requiresthatthereactorcoreandassociatedcoolant,control,andprotectionsystems,includingstationbatteriesandanyothernecessarysupportsystems,mustprovideTheNRCissuesregulatoryguidestodescribeandmakeavailabletothepublicmethodsthattheNRCstaffconsidersacceptableforuseinimplementingspecificpartsoftheagency’sregulations,techniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,anddatathatthestaffneedsinreviewingapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsthatdifferfromthosesetforthinregulatoryguideswillbedeemedacceptableiftheyprovideabasisforthefindingsrequiredfortheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Regulatoryguidesareissuedin10broaddivisionsC1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailablethroughtheNRC’spublicWebsiteundertheRegulatoryGuidesdocumentcollectionoftheNRC’sElectronicReadingRoomat’sAgencywideDocumentsAccessandManagementSystem(ADAMS)at(withcertainclarifyingregulatorypositionsdescribedinSectionCofthisguide)IEEEStd485-1997,“IEEERecommendedPracticeforSizingofLead-AcidBatteriesforStationaryApplications.”(Ref.2)TheNRCissuesregulatoryguidestodescribetothepublicmethodsthatthestaffconsidersacceptableforuseinimplementingspecificpartsoftheagency’sregulations,toexplaintechniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,andtoprovideguidancetoapplicants.Regulatoryguidesarenotsubstitutesforregulationsandcompliancewiththemisnotrequired.Thisregulatoryguidecontainsinformationcollectionrequirementscoveredby10CFRPart50thattheOfficeofManagementandBudget(OMB)approvedunderOMBcontrolnumber3150-0011.TheNRCmayneitherconductnorsponsor,andapersonisnotrequiredtorespondto,aninformationcollectionrequestorrequirementunlesstherequestingdocumentdisplaysacurrentlyvalidOMBcontrolnumber.B.DISCUSSION10CFR50.55a(h)(2)and(3)requirecompliancewiththerequirementsforsafetysystemsinIEEEStd603-1991,“IEEEStandardCriteriaforSafetySystemsforNuclearPowerGeneratingStations”(Ref.3)andthecorrectionsheetdatedJanuary30,1995.TheIEEEStd603-1991statesthatspecificcriteriauniquetotheClass1EpowersystemsaregiveninIEEEStd308-1980,“IEEEStandardCriteriaforClass1EPowerSystemsforNuclearPowerGeneratingStations,”(Ref.4).Furthermore,theIEEEStd308-1980statesthat“eachbatterysupplyshallbecapableofstartingandoperatingitsrequiredsteady-stateandtransientloads”andrefersthereaderto“IEEEStd485-1978forrecommendationsonsizingbatteries.”TheIEEEStd485-1978isnolongeravailablefromtheIEEE.However,wordingofthissectionoftheIEEEStd308-2001,“IEEEStandardCriteriaforClass1EPowerSystemsforNuclearPowerGeneratingStations,”(Ref.5)isidenticaltothatoftheIEEEStd308-1980exceptthatitreferencestheIEEEStd485-1997.WhiletheNRChasnotpreviouslyendorsedtheIEEEStd485,severalpreviouspositionsrelatedirectlyorindirectlytovariousversionsofthisstandard.InadditiontothereferencesabovetotheIEEEStd485-1978,theNRCstaffhas
