吉林省工程建设地方标准城镇污水处理厂污泥处理处置技术标准TechnicalstandardforsludgetreatmentanddisposalinurbansewagetreatmentplantsDB22/T5134-2022主编部门:吉林省建设标准化管理办公室批准部门:吉林省住房和城乡建设厅吉林省市场监督管理厅施行日期:2022年12月19日2022·长春吉林省住房和城乡建设厅吉林省市场监督管理厅通告第616号吉林省住房和城乡建设厅吉林省市场监督管理厅关于发布《城市停车设施技术标准》等3项吉林省工程建设地方标准的通告现批准《城市停车设施技术标准》《物业服务标准》《城镇污水处理厂污泥处理处置技术标准》为吉林省工程建设地方标准,编号依次为:DB22/T5132-2022、DB22/T5133-2022、DB22/T5134-2022,自发布之日起实施。原《普通住宅物业服务规范》DB22/T5082-2021同时废止。吉林省住房和城乡建设厅吉林省市场监督管理厅2022年12月19日前言根据吉林省住房和城乡建设厅《关于下达〈2021年全省工程建设地方标准制定(修订)计划(二)〉的函》(吉建函〔2021〕694号)的要求,编制组经深入的调查研究,认真总结实践经验,依据国家现行相关标准,并在广泛征求有关单位意见的基础上,制定本标准。本标准的主要技术内容:1总则;2术语;3基本规定;4污泥处理;5污泥处置;6运行管理。本标准由吉林省建设标准化管理办公室负责管理,由中国市政工程东北设计研究总院有限公司负责具体技术内容的解释。本标准在执行过程中,请相关单位总结经验,积累资料,随时将有关意见和建议反馈给吉林省建设标准化管理办公室(长春市民康路519号,邮编130041,电子邮箱:jljsbz@126.com),以供今后修订时参考。本标准主编单位:中国市政工程东北设计研究总院有限公司本标准参编单位:吉林建筑大学吉林大学吉林省农业科学院本标准主要起草人员:闫钰张富国刘学勇董艳红陈雷李科张勇高梦国孙海燕周睿路杨闻笑男徐鸿魁本标准主要审查人员:尹军周毅卜义惠陶乐然边德军杨宏志陈利目次1总则····························································································12术语····························································································23基本规定······················································································44污泥处理······················································································54.1一般规定···············································································54.2污泥浓缩、消化和脱水························································54.3好氧发酵···············································································54.4污泥热干化···········································································84.5污泥焚烧·············································································104.6污泥碳化·············································································115污泥处置····················································································135.1一般规定·············································································135.2污泥土地利用······································································135.3污泥建筑材料利用······························································135.4填埋···················································································146运行管理····················································································176.1一般规定·············································································176.2污泥贮存与运输··································································176.3安全措施与监测··································································19本标准用词说明··············································································20引用标准名录················································································21附:条文说明··················································································2311总则1.0.1为实现城镇污水处理厂所产生污泥的科学处理处置,推进污泥稳定化、减量化、无害化和资源化,减少污泥对环境的不良影响,保障人居安全,制定本标准。1.0.2本标准适用于城镇污水处理厂污泥处理处置的工艺设计、设施设备配置及运行管理。1.0.3城镇污水处理厂污泥处理处置,除应符合本标准外,尚应符合国家现行有关标准的规定。22术语2.0.1城镇污水处理厂municipalwastewatertreatmentplant对进入城镇污水收集系统的污水进行净化处理的厂。2.0.2城镇污水处理厂污泥sludgefrommunicipalwastewatertreatmentplant城镇污水处理厂在污水净化处理过程中产生的含水率不同的半固态或固态物质,不包括栅渣、浮渣和沉砂池砂砾。2.0.3污泥处理sludgetreatment对污泥进行减量化、稳定化、无害化处理的过程,一般包括浓缩(调理)、脱水、稳定、干化和焚烧等过程。2.0.4污泥处置sludegedisposal污泥处理后的消纳过程,一般包括土地利用、填埋、建筑材料利用和焚烧等。2.0.5污泥稳定化sludgestabilization使污泥得到稳定不易腐败,以利污泥进一步处理和利用的过程。2.0.6污泥减量化sludgereduction使污泥体积减小或污泥质量减少的过程。2.0.7污泥无害化sludgeharmless使污泥中病原菌和寄生虫卵数量减少的过程。2.0.8污泥资源化sludgeresourcification污泥适当处理,作为制造肥料、燃料和建材的原料,是污泥处理处置可持续发展的过程。2.0.9污泥浓缩sludgethickening采用重力、气浮或机械的方法降低污泥含水率,减少污泥体积的方法。32.0.10污泥消化sludgedigestion使污泥中的有机物进行生物降解和稳定的过程。2.0.11污泥脱水sludgedewatering浓缩污泥进一步去除大量水分的过程,普遍采用机械脱水的方式。2.0.12污泥好氧发酵sludgecompost在充分供氧的条件下,污泥在好氧微生物的作用下产生较高温度,使有机物生物降解及无害化,最终生成性质稳定腐殖化产物的过程。2.0.13污泥碳化sludgecarbonization在无氧或缺氧的状态下,将干化污泥加热至适当的温度使其热解,污泥中的大分子有机物裂解成可挥发的低分子有机物,同时使污泥转化成黑色炭质颗粒状物质的过程。2.0.14污泥热干化sludgeheatdrying污泥脱水后,在外部加热的条件下,通过传热和传质过程,使污泥中水分随着相变化分离的过程。2.0.15污泥焚烧sludgeincineration利用焚烧炉将污泥完全矿化为少量灰烬的过程。2.0.16污泥填埋sludgelandfilling采用工程措施将处理后的污泥集中进行堆、填、埋,置于受控制场地内的处置方式。2.0.17污泥士地利用landapplicationofsludge将处理后的污泥作为肥料或土壤改良的材料,用于园林绿化、土地改良或农业等场合的处置方式。43基本规定3.0.1污泥应以最终安全处置为目标,因地制宜科学地选择污泥处理处置技术路线和建设方案,优先选择成熟可靠适用的技术和设备,积极稳妥地选用新技术、新工艺、新材料和新设备。3.0.2污泥处理处置设施的规模应以污泥产量为依据,并应综合考虑排水体制,污水处理水量、水质和工艺季节变化的影响,综合确定。3.0.3污泥处理处置的设计能力应满足设施检修维护时的污泥处理处置要求,当设施检修时仍能全量处理处置产生的污泥。3.0.4污泥的处置方式应根据污泥特性、当地自然环境条件、最终出路等因素综合考虑,包括土地利用、建筑材料利用和填埋等。3.0.5有条件的城市和地区,应积极采用污泥资源化利用等方案替代污泥填埋。3.0.6污泥处置的产物资源化利用时应符合国家现行相关标准的规定。3.0.7污泥产生、运输、储存、处理处置的全过程应符合国家现行有关污染控制标准的规定。3.0.8污泥处理处置应进行全过程管理。54污泥处理4.1一般规定4.1.1污泥处理工艺应根据污泥性质、处理后的泥质标准、当地经济条件、污泥处置出路、占地面积等因素合理选择,包括浓缩、消化、脱水、好氧发酵、干化和焚烧等。4.1.2污泥处理工艺的设计应符合国家现行标准《室外排水设计标准》GB50014、《城乡排水工程项目规范》GB55027和《城镇污水处理厂污泥处理技术规程》CJJ131的规定。4.1.3污泥可在污水处理厂内就地处理,也可在污水处理厂外的专用污泥处理设施处理或协同处理。4.1.4污泥处理厂应按照现行国家标准《建筑设计防火规范》GB50016的规定设置消防、防爆、防噪、抗震等设施。4.1.5污泥处理厂的噪声、恶臭污染物排放和卫生指标应符合相关环境标准的规定。4.2污泥浓缩、消化和脱水4.2.1污泥浓缩、消化、脱水工艺的设计应符合现行国家标准《室外排水设计标准》GB50014和《城乡排水工程项目规范》GB55027的规定。4.3好氧发酵4.3.1用于好氧发酵的污泥含水率应小于80%,有机物含量宜高于40%,有害物质含量应符合现行国家标准《城镇污水处理厂污泥泥6质》GB24188的规定。4.3.2污泥好氧发酵系统应包括混料、发酵、供氧、除
