世界经济概论区域经济一体化效益学号:090701314姓名:蒋惠芸班级:国贸三班RegionaleconomicintegrationbenefitsallBYAlexanderWanandJianEr(ChinaDaily)Updated:2005-03-3011:14China'srapideconomicdevelopmentisgoingtodeliverrealbenefitsratherthanposethreatstoitsAsianneighbours,includingASEANcountriesandJapan.ThispointwasforcefullymadebyLongYongtu,secretary-generaloftheBoaoForumforAsia,attheninthChinaDailyCEORoundtablethemedChina-AsiaBusinessPartnership:ImplicationsformultinationalsheldinBeijingyesterday.AttheconferenceorganizedbyChinaDaily,LongpointedoutthateconomicintegrationinAsiaisofstrategicalimportanceforallcountriesintheregionaswellasthosecompaniesincludingmultinationalsoperatinginthisregion.Thispointwasalsoechoedbysome30China-basedchiefexecutiveofficersandseniorexecutivesofleadingmultinationals,domesticcompaniesandinternationalorganizationssuchasBASF,Shell,PfizerInvestment,BMWGroup,BritishAirways,theWaltDisneyCompany,EastmanKodak,ChinaUnicomandClearMedia,aswellastheAsianDevelopmentBank,whoattendedtheconferenceyesterday.Focusonregionalco-operationChinahasbecomeaveryactiveparticipantinregionaleconomicco-operationandintegrationinrecentyears.TheobjectiveoftheinitiativesistoletotherAsiancountriessharetheeconomicachievementsthatChinahasmadeinthepastdecades,saidLong.ThecountryhasdemonstrateditsstrongwillingnessandcommitmenttoregionalintegrationsuchasestablishingafreetradeareawithASEAN(AssociationofSoutheastAsianNations)countriesandproposingsuchanareawithJapanandSouthKoreainrecentyears.Thekeywordsduringtheprocessareopenandresponsible,stressedLong.TheformerchiefnegotiatorforChina'sresumptionofGATTcontractingpartystatusanditsaccessiontotheWorldTradeOrganization(WTO),LongsaidChina'sWTOmembershipanditscontinuingspectaculareconomicgrowthhadpromptedthecountrytoswitchfromanconservativetoanactiveapproachtoachieveeconomicintegrationinAsia.ChinaconsideredthatitsactiveparticipationinregionalintegrationcouldbeinterpretedbytheinternationalcommunitythatChinaintendstobecomeopenandresponsible.That'swhyChinastarteditslongjourneyofnegotiationontheestablishmentofafreetradeareawithASEANcountries,saidLong,whoisnowactiveinpromotingregionaleconomicco-operation.Meanwhile,Chinaalsointendedtodeliverastrategicallyimportantmessagethatitwishedtoalleviateconcernsamongitsneighbours,includingASEANcountries.Theconcerns,resultingfromtherapideconomicdevelopmentofChina,includedissueslikeChinatakingawaytheirforeigninvestmentandjobsandtheriseofChinaposingathreattoregionalstability.ItwasreportedthatbeginningthisJuly,ChinaandtheASEANcountrieswillimplementanagreementonthetradeofgoodsundertheirFTApacts.TariffsonmostgoodsflowingwithintheChina-ASEANFTAwillbefinallycuttozeroby2010.FiguresfromtheMinistryofCommerceofChinashowthattradeingoodscoveredbyanearlyharvestprogramme-thepreludetoanFTA-betweenChinaandASEANmembers,reachedUS$1.7billionbytheendoflastyear,up41percentyear-on-year.TheearlyharvestprogrammeexemptssomeproductsfromtariffsbeforetheFTAiscompleted.SoregionaleconomicintegrationisakindofsharingthatChinawantstoshowitsresponsibilitytocreatecommonprosperityanddevelopmentinAsia,saidLong.EastAsialinkingupLong,aveteraninmultilateraleconomic,tradeandlegalaffairs,continuedthatChina,JapanandSouthKorea,whosecombinedGDPaccountedforabout90percentofthetotalinEastAsia,couldplayamoreimportantroleinthisprocess.AnalystsexpectedChinatoleadafeasibilitystudyforanEastAsianFTAthisyear.TheEastAsianFTA,bringingtogetherChina,Japan,SouthKoreaandASEANmemberstates,shouldbeanexcitinggoalforChinaandtheentireregion,althoughachievingthiswillnotbeasimpletask.ChinaandSouthKoreastartedanon-governmentalFTAstudytwoweeksago.Withoutcloseeconomicco-operationamongChina,JapanandSouthKorea,itcouldnotbemeaningfulforEastAsiaeconomicintegration,heemphasized.Specifically,ChinaandJapancouldmakejointeffortsinmanyfields,suchasenergy,toworktowardsregionalco-operation.LongindicatedthatsomemisconceptionscurrentlyexistaboutSino-Japaneserelations.Forexample,asmanymediahavereported,ChinaisfuriouslycompetingwithJapanasbotharenowtheworld'smajoroilimporters,bothwithmassivedemandforoil.Idonotagreewiththatpointofview,Longstressed.Iamveryoptimisticabouttheoverallrelationship,especiallythetraderelationship,becauseInowseethatChinaandJapansharemuchmoreincommonthaneverbefore.Takingtheenergysectorasanexample,LongsaidChinaandJapansharedalotincommon,giventhatbothareconcernedabouttheproduction,exploitation,pricestability,andthesafetransportationofoil.Despitesomecurrentpoliticaldifficulties,IfirmlybelievethatChinaandJapanwillbecomeverycloseeconomicpartnersinthelongterm,becauseofthedemandofmarketforcesandthedemandofeconomicintegrationintheregion,Longsaid.Weshouldseekthecommongroundsofthetwocountriesandexploreallpossibilitiestoseekmultilateralprosperityandstabilityintheregion,hestressed.ChinaandJapanaremutuallyneeded.LongalsoaddedthattheintegrationbetweenEastAsiaandSouthAsiaisofequalimportanceintheregion,andASEANcountriescouldactasabridgebetweenthetwo.ItwasreportedthataFTAfeasibilitystudywithPakistanislikelytobecompletedduringtheupcomingvisitofPremierWenJiaba
