中南民族大学硕士学位论文西部民族地区基础设施投资与经济发展研究姓名：黄萍申请学位级别：硕士专业：中国少数民族经济指导教师：张跃平20070509IIIIIIABSTRACTInfrastructureisrelatedtosocialproductanddevelopment,qualityoflifeofresidentsandthebasicsocialwelfareissues.Infrastructuredevelopmentalsoreflectstheeconomicdevelopmentlevelofacountryoraregion.Theoreticalstudieshaveshownthattheinfrastructureplaysmainroleforeconomicdevelopmentinrealtermsandinadequateinfrastructurewillconstraintstheregionaleconomicdevelopment.Sincetheimplementationofthestrategyofdevelopingthewesternregion,thedevelopmentofinfrastructureconstructionbecomesoneofthefocusofthestrategyandprovidedagoodopportunityfortheinfrastructureconstructionofwesternregion.Withthegreatwesterndevelopmentstrategyforthecontinuousprogress,theCPCCentralCommittee,theStateCouncilandlocalpeople'sgovernmentsatalllevelsinthewesternregionprovidesstrongsupportoninvestmentandpolicyforthewesternregionandtheinfrastructureconstructionofWesternethnicminorityareashasmadesubstantialprogress.Theseriousshortageofinfrastructureisimprovedandthebottleneckconstraintsofinfrastructuredevelopmentonthelocaleconomyhaveeased,butthecurrentinfrastructurewithofthewesternregioncannotsatisfytheneedsofeconomicdevelopmentduetotheeconomicallybackwardwesternregioncausedbyhistorical,geographical,natural,socialandotherfactors,forexample,thepoorbaseofinfrastructureconstructionandthecurrentconstructionthatclearlyisadebtrepaymentforthehistory.Atthesametime,becausesomemainfactors,suchaslowlevelofconstruction,shortageoffunds,thesingleprincipalandlowlevelofmarket-orientedhinderthedevelopmentofthewesternregion'sinfrastructureconstruction,theeconomicdevelopmentinethnicminorityareaisconstrainted.Basedonabovefactors,Specificanddetailedanalysisontherelationsbetweentheinfrastructureinvestmentofwesternregionandtheeconomicaldevelopmentishelpfultounderstandthepresentsituationandexistenceproblemsoftheinfrastructuredevelopmentofwesternregionandstrengthentheattentiontotheinfrastructure.Andtherelatedinstitutionalarrangementsandcountermeasuresimultaneouslyfigureoutfromtheanalysismayprovideareferenceofpolicy-makingandvaluablesuggestiononinfrastructureconstructionofwesternethnicminorityarea.Thispaperstartedwiththetheoryofinfrastructure,introducedthedefinitionoftheconceptofinfrastructure,domesticandinternationaltheoreticalresearchoninfrastructure,andstatedtherelationbetweeninfrastructureandthedevelopmentoftheIVeconomy.Theconceptofinfrastructureincludingthephysicalinfrastructureandinstitutionalinfrastructure,itisageneralizedinfrastructure.Thepredecessortheoryresearchsuggestedthattheinfrastructureconstructionplaysanessentialandmainroleinpromotingthedevelopmentofeconomy.Thenthepaperanalyzedtheinfrastructureconstructionandthedevelopmentoftheeconomy.Itanalyzedthepresentconditionoftheinfrastructureinthewesternregion,definitelystatedthewesternarea’sinfrastructureconstructionhasobtainedcertainachievement,alsopointedouttheproblemsthatexistedintheconstructionsimultaneouslyanddefinitelystatedthatinfrastructureplaygreatpromotiveroleinthewestdevelopment.Thepromotivefounctionsshowedinthefollowingaspects:Thecontinuousincreaseofinfrastructureinvestmentresultedinagreaterinvestmentdemandandstimulatedthegrowththefixedassetsinvestmentandtheregion'sGDP.InfrastructureconstructioninthewesternEthnicminorityareaspromotedstructuraloptimizationandindustrialdevelopment.Educationalinfrastructureinvestmentpromotedthedevelopmentofeducationofwesternethnicminorityarea,expandedtheeducationrangeofthewesternregion,improvedthelevelofeducationandthelevelofpubliceducation,andprovidedthehumanresourceforthedevelopmentoftheeconomyinthewesternregion.Infrastructuredevelopmentimprovedthelivingandworkingconditioninthewesternethnicarea,directlyorindirectlyincreasedtheincomeofthepoorpopulation,andpromotedthewesternregionoftheanti-povertyprogress.Atlast,thepapersanalysisedthesourcesofinfrastructurefundingofthewesternregionandpointedoutthatthewesternregionofinfrastructureinvestmentwasstillgovernment-led.ThedependenceofinfrastructureconstructionofthewesternregionwasgreatlyonGovernmentandtheinfrastructureconstructioninthewesternregionwasatalowlevelofmarket-oriented,sothefunctionofthemarketintheallocationofresourceswasnoteffectiveandthesourceoffundswasinanarrowchannel.Inaddition,therewerestillsomeproblemsontheuseoftheinfrastructureinvestment,suchasthedecentralizeduseofinvestmentininfrastructure,alowutilizationrate,seriousleakageeffectontheinfrastructureinvestmentinsomemajorproject,asmallerroleinstimulatingthelocaleconomy.Toaddresstheissuesraisedabove,theinstitutionalarrangementsandpolicyoptionsforthedevelopmentofinfrastructureofthewesternregionweregiveninthispaper.Keywords:MarketizationDevelopmentoftheWestRegionsInfrastructureInfrastructureinvestment1______2120802090121120401223.4520401943SocialOverheadCapital,SOC,(PrivateCapital,PC)123620033278204012345204080()920801994G.1%GDP1%208019812080902080209010,,,,1996200220,,200219992002200211WTO200220022002199920002001()2000199919981999199325826912GDPGDP1GNP213()341419291994561999159416V.1992172000120
