ElectricalAppliancesSafetyCertificationGuidelines(Summary)2004.4..KTL(KoreaTestingLaboratory)zBaseofapplicationGuidelinesoftheAdministatorofATS(AgencyforTechnologyandstandards)inMOCIE(MinistryofCommerce,IndustryandEnergy(Departmentofproductsafety-No.149/’04.01.29)zPurposeAimatsettingdefinitecriteriaforuniformandrationaladministrationincarryingoutsafetycertification,cancellationofSafetyCertificationandotherElectricalAppliancesSafetyCertification,whichareregulatedintheArticle5,9,10oftheElectricalAppliancesSafetyControlLaw,bySafetyCertificationBodythathasbeenaccreditedbytheArticle3oftheElectricalAppliancesSafetyControlLaw.TheCertificationBodyshallfollowthisguideline.1.FactoryInspectionReport(article6)1.Inspectorsshallvisitthefactoryofelectricalappliancemanufacturerandverifyproductionandinspectionfacilitiesandpersonnelwhocansupportitsownproductionandinspection.Thentheinspectorshallcompletethe“FactoryInspectionReport”referringtotheformintheAnnex5andsummitit.2.Whetherthefactorypossessestheproductionandinspectionfacilitiesandpersonnelwhocansupportitsownproductionandinspection,canbedeterminedbytheAnnex1“CriteriaforFacilityandTechnicalManpowerofSafetyCertificationmanufacturers”.2.Retest(article12)1.WhentheresultsoffactoryinspectioncomplywiththeAnnex1ofClause2oftheArticle6“CriteriaforFacilityandTechnicalManpowerofSafetyCertificationmanufacturers”buttheresultsofproducttestdonotcomplywiththeSafetyStandards,theCertificationBodyinformsthistotheapplicantsoftheinspectionandpermitsthemtoapplyitonlyonce.2.Iftheapplicantsdonotapplyfortheretestwithin1monthafterinformingproducttestresults,theapplicantsaredeemedtohavenointentionfortheretest.3.Iftheapplicants,again,submittestsamplesregulatedbyGuideline9andpaytestfeessettledbyEnforcementRegulations,theapplicantisdeemedtoapplyfortheretest.-1-1)1productsample(1moresampleisaddedwhentheelectromagnetictestisrequired)2)1componentor1electricalappliance,subjecttoSafetyCertification,usedasancomponents(1moreofeachsampleisaddedwhentheelectromagnetictestisrequired)3)Othersamplesformaterialorcomponenttests(Ifnecessary)4.Theretestshallbeperformedforallthetestrequirementsbutnotjustbeperformedonlyforrequirementsfailedwhendidattheveryfirst.3.Periodicalinspection(article19)1.ThecertificationbodyshallcarryoutperiodicalinspectionsaccordingtotheEnforcementRegulations11oftheClause4oftheArticle5oftheLawandmakeareportaccordingtotheformintheAnnex5.2.Thecertificationbodyshalltestproductsaccordingtotheproductlistrequiredfortestswhenperformingperiodicalinspections(Annex3)inordertoverifythecriteriaregulatedintheitem3oftheClause1oftheArticle11oftheEnforcementRegulations.3.FortheproducttestintheClause2,theSafetyStandardseffectiveontheperiodicinspectiondateareapplied.4.WhenthecertificationbodyverifiestheItem3oftheClause1oftheArticle11itshallverifytheconditions(self-inspection)regulatedintheClause1orClause2oftheArticle14oftheGuidelinearefullyfollowed.4.Examinationofgoodsonmarket(article20)1.ThecertificationbodymaypickuptheelectricalappliancessubjecttoSafetyCertificationonmarketandtestforit(thisiscalled“Examinationofgoodsonmarket”)2.FortheproducttestintheClause1,theSafetyStandardseffectiveonthemanufacturingdatemarkedatthesampleareapplied.Ifthemanufacturingdateisunknown,theSafetyStandardseffectiveonthepurchasedateofthesampleareapplied.3.ThecertificationbodymayreplacetheresultsoftheexaminationofgoodsonmarketintheClause1withitsperiodicalinspectionforelectricalappliancemanufacturer.4.WhenthecertificationbodyreplacestheresultsofexaminationofgoodsonmarketintheClause1withitsperiodicalinspection,itmayrequest-2-manufacturerthepurchasefeesforelectricalappliancesusedattestingsamplesbesidethetestfeesregulatedintheArticle15oftheEnforcementRegulations(thisiscalled“Purchasefeesfortestsamples”).5.WhenthecertificationbodyrequestspurchasefeesfortestsamplesintheClause4,itshallpresenttheevidentdocumentsandthetimelimitofpayment.Ifthemanufacturerdoesnotpaythetestfeesorpurchasefeesforelectricalapplianceswithinthetimelimitofpayment,thecertificationbodymaycanceltheSafetyCertificationdeemingthemanufacturedeniestheperiodicalinspection.5.Disposalofperiodicalinspectionresults(article23)1.Ifanynon-conformityisfoundintheperiodicalinspectionresults,thecertificationbodyshalladvisethemanufacturerappropriatecorrectiveactionsaccordingtotheDisposalcriteriafornon-conformitiesintheAnnex4(thisiscalled“ImprovementAdvice”)orcanceltheSafetyCertification.2.TheperiodforconductingImprovementAdviceiswithin3months.ThecertificationbodyshallverifywhetherthemanufacturehasconductedtheImprovementAdvicewithinthegivenperiods.3.ThetimespentonverificationisnotincludedinthetimeforconductingImprovementAdvice.4.IfthemanufacturersdonotfollowtheImprovementAdvicewithinthegiventimeoriftheirproducts,whichareregulatedintheAnnex2oftheArticle3oftheEnforcementRegulationsas“SameCategory”,arewarnedwithImprovementAdvicemorethantwicethecertificationbodymaycanceltheSafetyCertificationforthosemanufacturers.6.Exceptionoftheperiodicalinspectionfortypeapprovalmodels(article25)1.Thecertifica
