重庆大学博士学位论文公共服务中的公私伙伴关系模式研究姓名：任波申请学位级别：博士专业：管理科学与工程指导教师：李世蓉20050501中文摘要I摘要本文是一篇以公共服务中的公私伙伴关系为研究对象，以政府公共服务的有效提供为研究目的的专题论文。本选题是国家自然科学基金项目（政府公共项目建设的制度创新研究——私人主动融资PFI。批准号：70073043）的一个子课题。本文以公共服务中的公私伙伴关系模式研究为主线。从公共物品和公共服务的理论研究出发，对政府的职能和公共服务提供机制进行分析；结合国际上公共服务有效提供的各种实践经验和理论成果，对公共服务民营化的理论和实践进行分析，通过对公共服务的公私伙伴关系的模式研究和制度分析，结合运用公共行政管理的理论，把规范研究与实证研究结合起来，联系中国政府职能转变的实践，说明公共服务有效提供中政府的作用、范围、方式和程度，为政府转变职能和有效提供公共服务提高一些有价值的理论依据，并提出我国公共服务最优供给模式的构想。其主要的研究线索有三条：1.从理论的层面，考察公共物品和服务的理论发展线索，进一步认识和明确界定“公共服务”的概念，以及公共服务的性质和特征。考察公共服务民营化理论和实践的发展线索，进一步界定公共部门和私人部门在公共服务的生产与提供上的边界和合作的领域。针对公共服务普遍存在的供给不足和满意度降低的现实，寻找解决的新途径。2.从实证的层面，总结西方发达国家公共服务的民营化实践经验和教训，考察公共服务民营化的方法、途径和制度设计的实践，为我国在公共服务中推广运用“公私伙伴关系”模式，寻找实证的依据和建立理论支撑，并从制度分析的层面对公共服务的“公私伙伴关系”进行理论的印证。3.从制度的层面，对公共服务中的公私伙伴关系模式进行制度分析和设计。公共服务的多元化提供模式的制度安排，是调动政府、民营机构和非政府组织共同参与公共服务的生产与提供，从而满足人们对公共服务不断增加的需求。西方国家公共服务民营化的成功经验表明，公共部门与私人部门的伙伴关系是保证公共服务合理、高效、高质生产与提供的重要而有效的方式。尤其是公私伙伴关系模式是值得借鉴的有效解决公共服务提供问题的新的制度安排，本文通过学习借鉴并结合我国的实际，对公共服务采用公私伙伴关系模式进行制度分析和设计。通过研究，本文形成的主要观点是：公共服务是一种需求引导型的动态供求均衡机制；公共服务，是指以不断满足社会对共同性的服务所产生的公共需求，以维护社会的公共利益和社会的安全与稳定、促进社会发展为目的，以物品性公共物品或以制度性公共物品为依托，由政府提供或以政府为主组织提供的社会性重庆大学博士学位论文II服务；公私伙伴关系模式是解决公共服务提供问题的有效机制，它在中国的应用中将其导入到公共事业单位的改革，是一种非常有益的尝试；在我国公共服务的“公私伙伴关系”实施战略上，提出“一个目标、二个领域、三大重点、四项措施”的具体思路，构建了“政府+民营企业+非政府组织（或事业单位）+社区自治组织=社会公共服务的有效和充分提供”的我国公共服务最优供给模式。关键词：公共服务，公私伙伴关系，政府职能，民营化英文摘要IIIABSTRACTThispapertakesthepublicprivatepartnershipastheresearchobjectandtheeffectiveprovisionofthegovernmentalpublicserviceastheresearchpurpose.Thistopicisasub-projectofthenationalnaturalscienceproject.(Researchonthesysteminnovationofthepublicproject–PrivateFinanceInitiative.ContractNo.70073043)Thepublicprivaterelationshipinthepublicserviceisthemainlineinthispaper.Itanalysesthegovernmentfunctionandtheprovisionsystemofthepublicserviceonthebasisofthetheoreticalresearchonthepublicgoodsandpublicservice;anditanalysesthetheoryandpracticeofpublicserviceprivatizationcombiningtheinternationalpracticalexperienceandthetheoreticaloutcomeintheeffectiveprovisionofthepublicservice;itexplainsthefunction,scope,approachanddegreeofthegovernmentinthepublicserviceprovisionthroughthemoderesearchandsystemanalysisonthepublicprivatepartnership,andaccordingtheexertingofthepublicadministrativemanagementtheory,combiningthestandardresearchwiththedemonstrationresearch,andrelatingwiththepracticeofgovernmentfunctiontransformation.Itofferssomevaluabletheoreticalreferenceforthegovernmentfunctiontransformationandtheeffectiveprovisionofpublicservice,andfinallybringsforwardtheoptimalpublicserviceprovisionmode.Therearethreemainresearchclues:1.Tofurtherunderstandandexplicitlydefinetheconceptionof“publicservice”,aswellasthepropertyandcharacteristicof“publicservice”throughinvestigatingthetheoreticaldevelopmentclueofthepublicgoodsandservice;Tofurtherdefinetheborderandcooperationfieldsoftheproductionandprovisionofthepublicservicebetweenthepublicsectionandprivatesectionthroughinvestigatingthetheoreticalandpracticaldevelopmentclueoftheprivatizationofthepublicservice;Tofindthenewsolutionthroughaimingattheubiquitousprovisiondeficiencyandsatisfactiondecreaseofpublicservicefromthetheoreticallevel.2.Tosearchthereferenceofdemonstrationandsetupthetheoreticalsupportforpromotingthe“publicprivaterelationship”modeinourcountry,andmaketheoreticalconfirmationof“publicprivatepartnership”fromthesystemanalysislevel,throughsummarizingthepracticalexperiencesandlessonsoftheprivatizationofthepublicserviceinthewesterndevelopedcountries,andinvestigatingthemethod,approachoftheprivatizationandthepracticeofthesystemdesignfromthedemonstrationlevel.重庆大学博士学位论文IV3.ToAnalyzeanddesignthepublicprivatepartnershipmodeinthepublicservicefromthesystemlevel,Thepluralismofpublicserviceprovidesthesystemarrangementofthemodeandinitiatesthegovernment,privatemechanismandnon-governmentorganizationtoparticipateintheproductionandprovisionofpublicservice,whichcansatisfytheincreasingrequirementofthepublicservice.Thesuccessfulexperienceoftheprivatizationinthewesterncountriesindicatethatthepartnershipofpublicsectionandprivatesectionisanimportantandeffectiveapproachtoguaranteethereasonable,effective,highqualityproductionandprovisionofpublicservice.Especiallythepublicprivatepartnershipmodeisanewsystemarrangementthatcanbeborrowedfromtoeffectivelysolvetheprovisionproblemofpublicservice.Throughtheuseforreferenceandcombinedwithourpracticalcondition,thispaperadoptsthepublicprivatepartnershipmodetomakesystemanalysisanddesigntopublicservice.Therearefourperspectivesformedinthepaperbyresearching.Publicserviceisadynamicsupplyanddemandequilibriummechanisminductedbythedemand;anditisasocialserviceprovidedbygovernment,whichaimsatsatisfyingthepublicdemandofthecommonservice,maintainingthepublicinterest,securityandstabilization,andacceleratingthedevelopmentofsociety,andwhichtakesthepublicgoodsasthesupport.Publicprivatepartnershipmodeisaneffectivemechanismtosolvetheprovisionproblemofpublicservice,itsapplicationinChinawillconducethereformofpublicserviceauthority,whichmakesitaverybeneficialexperience.Itpresentsthedetailednotionof“one
