南京市城市道路交通工程设计与建设管理导则(试行)南京市建设委员会二○○七年三月五日目录1总则··························································································12道路建设项目管理程序及交通设计····················································12.0.1道路建设项目基本建设程序··················································12.0.2道路建设项目设计程序·····················································12.0.3道路建设项目设计审批管理···············································22.0.4道路建设项目建设过程管理···············································22.0.5道路建设项目后期管理·····················································32.0.6道路建设项目的一般工作程序············································32.0.7道路具体规划·································································42.0.8工程方案设计·································································42.0.9工程初步设计·································································42.0.10工程施工图设计······························································42.0.11交通工程设计的编制························································42.0.12无障碍设施设计的编制·····················································53道路交通设计技术指引···································································53.1道路功能分类及交通分析···························································53.1.1道路分类与分级·································································53.1.2交通分析··········································································63.2道路交通工程设计内容······························································83.2.1路段交通工程设计内容························································83.2.2交叉口交通工程设计内容·····················································83.2.3其它设施交通设计······························································83.3道路交通工程设计技术指标························································83.3.1道路交通工程设计控制要素···················································83.3.2路段交通工程设计技术指标··················································93.3.3道路交叉口交通工程设计····················································243.4道路交通信号设计···································································483.4.1交通信号灯的设置·····························································483.4.2交通信号控制设计·····························································483.5其它配套设施设计要求·····························································523.5.1道路管线设计···································································523.5.2道路交通景观设计·····························································533.6施工期间交通组织···································································543.6.1一般要求··········································································543.6.2交通组织方案设计·····························································544附则·······················································································55附录1术语···················································································56附录2道路交通工程设计报告文件编制深度·········································58附录3文本统一注释·······································································61南京市城市道路交通工程设计与建设管理导则(试行)11总则1.0.1为贯彻落实科学发展观,适应南京城市道路建设工程的规划、设计、实施与管理要求,统一道路交通工程规划、设计、建设标准和管理程序,提高工作的规范化、科学化和法制化水平,编制本导则。本导则也是《南京交通发展白皮书》的具体实施配套文件之一。1.0.2本导则适用于南京市区范围内道路交通工程的规划、设计、建设及管理活动,郊县范围可参照执行。1.0.3本导则的技术规定以国标为依据,结合南京具体情况和城建实践多年经验编制而成。本规定中未包括内容,应参照国家有关法律、法规、条例及规定执行。2道路建设项目管理程序及交通设计2.0.1道路建设项目基本建设程序道路建设项目应遵循国家规定的“七阶段”基建程序,按序开展项目建议书、可行性研究(道路规划)、工程勘察设计(含地质勘察、方案设计、初步设计及施工图设计)、建设准备(各类基建手续办理、现场“三通一平”等)、工程建设、竣工验收、后评估等七个阶段。各阶段工作先后衔接,互相联系,其中交通工程设计贯穿于工程设计与建设过程的始终。2.0.2道路建设项目设计程序道路建设项目勘察设计须按照“先勘察,后设计”和“先初步设计,后施工图设计”的原则开展,一般应经过方案设计、初步设计和施工图设计三个阶段。为提高设计水平,道路建设单位应按招投标法有关规定,对大中型及以上规模的项目和含较大规模构筑物工程的项目在方案设计或初步设计阶段,组织设计竞赛或设计招投标,择优选择设计方案和设计单位。道路建设项目的初步设计和施工图设计须符合国家建设部《市政公用工程设计文件编制深度规定》;施工图设计须遵循初步设计确定的原则、标准和范围。道路工程设计应从实际出发,科学确定合理的设计与建设标准,以控制建设成本和提高投资效益。南京市城市道路交通工程设计与建设管理导则(试行)22.0.3道路建设项目设计审批管理中小型道路建设项目的方案设计由市建委组织规划、公安交管等部门进行会审;重大项目的方案设计应在建设、规划等部门会审的基础上,由市建委组织专家咨询和进行社会公示,并报请市政府批准。道路建设项目的初步设计和施工图设计须按国家有关规定,上报市建委组织审批和审查。初步设计文件报审前应由建设单位组织预审。设计文件一经批准,不得随意修改;确属技术、水文地质等原因必须修改的,应由原设计单位负责修改,其中重大设计修改须经原审批部门批准。凡初步设计未经审批或审批不合格、施工图设计未经审查或审查不合格,项目不得开工建设。2.0.4道路建设项目建设过程管理道路建设项目须及时办理各类报建审批手续。工程建设须取得规划、土地使用、拆迁、施工等相关许可手续后,方可组织实施。道路建设项目严格执行招标投标制度。工程的施工、监理、主要设备和大宗材料采购,须按照国家有关法律、法规进行招标。道路建设项目执行建设合同管理。工程建设须依据招投标结果,依法订立各类合同,合同中必须包含明确的质量要求、履约担保、项目管理要求、价格结算依据和违约处罚等条款。道路建设项目严格控制施工设计变更。凡因建设需要的设计变更,须按以下程序报批。未按以下程序报批、擅自实施的设计变更,投资部门不得认可所变更的工作量,增加的工程投资不得纳入决算,由建设单位自行承担:在合同约定范围内的设计变更,须经建设、设计、监理、施工等相关单位共同研究并取得一致意见,形成正式材料后施行;在合同约定范围以外的设计变更,须在前款基础上,由建设单位上报原初步设计审批部门批准。其中,凡涉及扩大或缩小建设规模、提高或降低建设标准、投资调整额大于50万元的重大设计变更,必须组织专家进行论证,并报原初步设计批准单位审查。道路建设项目严格执行施工管理各项规定,坚持质量第一,安全第一,做到场容场貌整洁,环境保护有效,做到安全文明施工。道路建设项目实施全过程投资控制。坚持概算控制预算、预算控制决算,严格执行概算和决算审批制,推行建设投资的跟踪审计制。道路工程施工执行无现南京市城市道路交通工程设计与建设管理导则(试行)3场签证原则。只有符合以下所有条件,现场签证方有效,可纳入工程决算:(1)仅在发生外界特殊情况,且不是由于施工单位原因造成的工程内容及工程量增加时;(2)现场签证由施工单位提出,并提供相关资料,由监理单位审定、建设单位批准;(3)现场签证的一次性投资不超过5万元;超过5万元投资的现场签证,由建设单位报经投资或项目主管部门同意。2.0.5道路建设项目后期管理道路建设项目建成后,必须按国家有关规定严格进行竣工验收。工程竣工验收合格后,方可交付使用,并报市建委备案。竣工验收备案通过后的项目方可移交。重大道路建设项目竣工并投入使用一段时期后,须进行项目后评估。项目批准部门应对照批准项目的相关文件,对工程质量、投资效益和环境影响等方面组织进行综合评估,形成项目后评估报告。2.0.6道路建设项目的一般工作程序(表2.0.6)表2.0.6道
