1、危机文件要明白什么是危机文件（这个是我发明的名词），先要知道什么是危机(crisis)。举个例子，比如你正在安理会开会，议题是朝鲜核问题。在你们正讨论地热闹的时候，突然冲进来一个工作人员，手里拿着一叠文件，大声喊：“不好啦，平壤的一个核武器工厂爆炸啦！！”这就是危机，其实就是和议题相关的突发事件，用来锻炼各位代表的应变能力，因为大多数议题是事先准备好的（也有的委员会一直到开会了才告诉代表们危机是什么），而危机却不是。上文这个工作人员大喊大叫之后，一般一定要来一个motion，用一段时间先讨论一下这个危机。然后总得有个怎么解决的方法吧？对，这个解决方法就是“危机文件”。危及文件有很多名字，有的叫DraftDirective，有的叫EmergencyResolution，总之都是表示“应对突发事件的文件”的意思，不同学校的会议名字不一样。安理会一定有危机，但是还是那句话，“规矩是人定的”，所以任何委员会都可以有危机。危机范文：TheComingGlobalOilCrisisTime:2028.12.21title:thecrisisofcrudeoilThepriceofthecrudeoilhasbeenupheavalintherecent20yearsandin2028,ithasrisentothesummit,acrisiswhichinvolvesnotonlythefiftystatesofUSA,butalsothewholeglobalenergyaffairs.Thecrisisisalsoexpandingitsinfluencetothedomainsinculdingthedealinginsecurities(证券交易)，theinflationofgoodsandmaterialsandsoon.IfthecrisiscontinuetospreadthroughouttheUSA,itwillalsogiverisetotheeconomiccrisis.Uptonow,theaveragepriceofcrudeoilinAmericahasattained234dollarsperbarrel,andtheaverageoilstockhasgonedownto212millionBarrels.Instates(includingAlabama,Phoenix,Sacramento,Atlanta,Louisiana,Maryland,Delaware,Newjersey,Mississippi,Newmexico,Tennessee),theoilsupplypotshasceasedtosupplythecrudeoilstoindividualsandotherstatesisalsostrugglingatthismomenttocontinuethesupply.Theemploymentoftheoilindustryhasglissadedtothelowestpointinhistoryandtheunemployedhavegoneonparadestoprotestthebreachofdutyofthepresentgovernment.Thesustainedgrowthoftheoilpricealsoleadstothebankruptofsomesignificantindustries.Themostsevereonehappenedinindustriesinfollowaspects:AGRICULTURE,TRANSPOTATION,WATERCONSERVANCYPROJECT,NATIONALDEFENCE,ANDMOSTOFTHEHEAVYMANUFACTURING.TheproductivityofthefoodsinAmericaisdrivenbyoilineverystep,theaccumulatingcostoffoodmanufacturinghascausedtheimproverishmentofagreatnumberoffoodmanufacturers,andthedepressioninagriculturalissignificant.Fiftypercentoftheairlinecorporationhasbeguntolargelyreducethescheduledflightswhichhasleadstothespoilingofthecredit.Theindustryofmobilehasbeenlargelyinfluencedbythepriceofoil.Thedepressionoftheoceantradeindustryisobvious.Allthedecayofthetranspotationhaslimitedthedevelopmentoftheimportandexportcommercialindustry.Thewarindustryisalwaysoccupyingahighpercentageoftheusageofoil.Iftheoilindustrycontinuestogodown,thenationaldefencewillbeseverelydoubted.Thepersistentdepressionoftheheavymanufacturingistheoriginofaevengreaterlossofemploymentandeconmicgrowth.Theinstabilityofthesecuritybusiness(证券市场)hasbeenthereasonforthegreatundersellofstockintheoilindustryfortheaverageoilstockhasgonedownto212millionBarrels,andinthemeantime,othersaffectsindustriesisalsosufferingalot.2、指令草案（DraftDirective）指令草案是处理危机时候的一种文件类型。它和决议草案在格式和功能上都很相近，但是指令草案不需要序言性条款，要直接书写行动性条款。因为代表们要解决危机，所以指令草案的行动措施要立即、有效，避免包含长远规划和过于模糊的目标性条款。指令草案的起草国和附议国总数要达到3个才能提交给主席团，并至少有10个国家表决赞同。（在安理会中，指令草案需所有常任理事国不反对才能通过）可以对指令草案提出修正案。要通过的话：（1）如果在安理会，需要五大常任理事国不反对和至少10国赞成。在投票之前一样可以提修正案。和决议草案一样。（2）如果不在安理会的话，去掉上面那个“五大常任理事国不反对”即可。SampleDraftDirective（指令文件）DraftDirectiveCommittee:SecurityCouncilSponsors:China,France,Japan,Russia,UK,USSignatories:Argentina,Congo,Greece,Peru,Slovakia,QatarTheSecurityCouncil,1.DemandsthatSudan’sneighboringnationsopenborderstoletSudaneseearthquakerefugeesinandprovidesheltersandmedicalhelpsunderUNguidelines;2.DemandsthattheSudanesegovernmentensurethesafetyofallUNpersonnelandequipments;3.FurtherproclaimsthattheSudanesegovernmenttracetheorganization/individualsresponsibleforthekidnapwithinfivedays;4.AffirmsthatifthecontentsofthetwopreviousclausescouldnotbeaccordinglycarriedoutbytheSudanesegovernment,theUNpreserveitsrightstotakefurtheraction;5.Demandsthatallthesemeasuresbecarriedoutimmediately.指令草案委员会：安理会起草国：中国，法国，日本，俄罗斯，英国，美国附议国：阿根廷，刚果，希腊，秘鲁，斯洛伐克，卡塔尔安理会，1.要求苏丹领国开放边境以允许苏丹地震难民进入同时提供在联合国指导下提供避难场所以及医疗援助；2.要求苏丹政府确保所有联合国个人和设备的安全；3.进一步要求苏丹政府在五日内跟踪对绑架负责的有关的个人与组织；4.申明如果苏丹政府无法落实前两项条款的内容，联合国保留采取进一步行动的权力；5.要求所有措施马上开始执行。
