广西师范大学硕士学位论文广西高校科研服务地方经济的策略研究姓名:张人崧申请学位级别:硕士专业:教育经济与管理指导教师:马佳宏20070301I2004212117IIIIITheStudiesontheStrategiesoftheCollegesandUniversities’ScientificResearchinGuangxitoServetheLocalEconomyPostgraduate:ZhangRensongSupervisor:ProfessorMaJiahongMajor:EducationEconomyandManagementGrade:2004AbstractThe21stcenturyistheageofknowledgeeconomywhichisthemarkofnetworktechnologyandhigh-techindustry.Thepresentstatusofthenationdependsontheproductionandpropagationofinnovativeknowledgeandtheextentofuseit.Forcollegesanduniversities,thewayofboostingthedevelopmentofknowledgeeconomyistodiscovernewknowledgebydoingscientificresearchandcreatingnewsciencetechnologytoprovideitwithintellectivesupportbesidescultivatingpersonswithability.Guangxiiscertaintoacceptthechallengeinevitablyfromtheworldlivingintheera.Asaresult,Guangxi,aless-developedcomparativelyregion,needstorelyonthelevelofscientificresearchoflocalcollegesanduniversitieswhichplayaleadingroleinknowledgeproductionandinnovationofsciencetechnologyaswellasthecontributionrateofscientificachievementstoknowledgeeconomy.Therefore,howtoguidelocalcollegesanduniversitiestodealwithcorrectlytherelationbetweenteachingandscientificresearch;howtoshowlocalcollegesanduniversitiestohavetheconsciousnessofmakingscientificresearchbeneficialtoeconomydevelopmentandcorrespondwithlocalgovernmentandenterprisesisasubjectofhistoricalsignificancewhichhasanimportantimpactonwhetherGuangxiwillhavegotgreatereconomicdevelopmentinknowledgeeconomy.Underthesecircumstances,thepresentwriterinthisthesisdidinvestigationon17collegesanduniversitiesinGuangxibyadoptingthemethodofhistoricaldocuments,interviewandcomparativeanalysisetc.andmadeasurveyontheIVdevelopmentalstateofscientificresearchincollegesanduniversitiesinGuangxiandmakeanalysisofthesituationofservinglocaleconomicdevelopment,particularlyprobeddeepintothepresentstateandthereasonwhyscientificresearchincollegesanduniversitiesinGuangxican’tadapttoregionaleconomicdevelopment.Consequently,thepresentwriterputforwardtheconstructivestrategiesorientatingtopresentdevelopment,especiallytentativeideasofhowlocaluniversitiesdeveloptheirscientificresearchandserveeconomicdevelopment,whichalsooffertheoreticalreferenceandfoundationforthedevelopmentofscientificresearchinotherwesternuniversities.Thisthesismainlyconsistsofsixparts:Part1servesastheintroductionwhichmostlyincludesthebackground,thepurposeandthesignificance,thecontentandtheformwhichcollegesanduniversitiesathomeandabroadhaveinscientificresearch,thepresentsituationaswellastheobjects,themethodsandtheprocessoftheresearch.Part2actsasthebackgroundwhichcollegesanduniversitiesinGuangxiservelocaleconomydevelopment.ThespecificrequirementsforcollegesanduniversitiesinscientificresearchintimewhenthestrategiesofrevitalizingChinathroughscienceandeducationhavebeenputforwardandthenationalinnovationsystemhasbeensetupaswellasthegreattaskundertakenbycollegesanduniversitiesinGuangxiinlocaleconomicconstruction.Part3isaboutthepresentsituationwhichcollegesanduniversitiesinGuangxiservelocaleconomicdevelopment.Accordingtostatisticanalysisandbycomparingoftheinformationgotfromtheinterview,byreviewingthehistoryanddiscussingtheachievementsanddisadvantagesoflocaluniversitiesandcolleges’servinglocaleconomicdevelopment,thepresentwriterconcludesidiographicwaysforvariouscollegesanduniversitiesintheirservinglocaleconomy.Meanwhile,thepresentwriterpointsouttheobviousproblemsexistingintherelationbetweenlocaluniversities’andcolleges’functionsofscientificresearchandeconomicconstruction.AnalysisofthecausesthatlimitscollegesanduniversitiesinGuangxiinservinglocaleconomicdevelopmentisincludedinPart4.Inthispart,thepresentwriterVanalyzesthecausesinmanyways,suchasfundsdevotion,self-developmentofcollegesanduniversities,government,corporations,etc.InPart5,thestrategiesavailabletocollegesanduniversitiesinGuangxiinservinglocaleconomicdevelopmentarediscussed,whichincludethefollowingaspects:1)Createtheoutersurroundingswhichareavailabletouniversities’andinstitutes’servinglocaleconomicdevelopment;2)Enhancecooperationbetweencollegesanduniversitiesandcorporationsinscientificresearch;3)Improveuniversities’andinstitutes’levelandcompetenceofscientificresearchinservinglocaleconomicconstruction;4)Correspondtotherelationbetweenscientificresearchandteachingincollegesanduniversities.Undertheguidanceofscientificconceptofdevelopment,thepresentwriterattemptstoprobeintoconcretelythepresentsituationofscientificresearchincollegesanduniversitiesinGuangxiandthefunctionandrolewhichcollegesanduniversitiesplayinGuangxiinservinglocaleconomicdevelopmentfromthemicrocosmicangleandcomeupwiththeattitudeandthestrategiesofhowtomakecollegesanduniversitiesinGuangxiservelocaleconomicdevelopmentbetteronwhathasbeenachieved.Keywords:collegesanduniversitiesinGuangxi;scientificresearch;servinglocaleconomic;strategies1212121197963[1]GDPGNP[2]220061[3]2003200535.9%[4]6350321419996200282005520039200452003720034200515671.12382.179200510111987NationalInnovationSystem208010OECD1997[5]1.128701232.19971.78112.61/15.73
