TransportforLondonStreetscapeGuidance2009:ExecutiveSummaryAguidetobetterLondonStreetsStreetscapeGuidanceExecutiveSummary2Londonisafinecitymadeupofgrandstreets,beautifulopenspacesandworld-classarchitecture.Teamsofcreative,talentedanddedicatedpeoplehelptoensureitretainsitscharacterbydevelopingandmaintainingurbanspacesinthecity.Toensurethatthedesignofourstreetsreceivesaconsistentlyhighlevelofcareandattention,TransportforLondon(TfL)haswrittenStreetscapeGuidance.ThevisioncontainedintheGuidanceisforthestreetscapetoprovideaquietbackdroptoourcityandtoenhanceitscharacterandactivities,ratherthanoverpowerordominatethem.TheGuidancehasbeendevelopedfortheTransportforLondonRoadNetwork(TLRN),howevertheprinciplescanbeappliedtoanyroadsintheCapital.WeencourageallthosewhoseworkhasanimpactuponthelookandfeelofthecitytobecomefamiliarwiththeGuidance,sothattogetherwecanimprovethecityandensurethatthestreetsareplacesthatpeoplewanttospendtimeinaswellastravelthrough.TfLwillcontinuetoreviewandreviseStreetscapeGuidance.Yourthoughtswillhelpustokeepimprovingit,sopleaseturntopage7formoreinformationabouthowyoucantelluswhatyouthink.AllimagesinthissummaryarepagesfromStreetscapeGuidance2009:AGuidetoBetterStreetswhichcanbedownloadedfromtfl.gov.uk/streetscapeIntroduction1.11IntroductionDetailsareprovidedtoguidedesignandconstructionStreetscapeGuidanceExecutiveSummary3TfLencouragesusersoftheGuidancetoworkinmulti-disciplinarydesignteams.Thisapproachensuresthatallaspectsofthestreet’sroleasaplacetospendtimeinandasatransportconduitareconsideredandunderstood.TfLalsosupportsUrbanDesignLondon(),whichprovidestrainingandnetworkingopportunities,supportingthisvisionofcollaborativeworking.SharingthespaceVisitorstotheCapitalandthosewholiveorworkherehavevariedrequirementsofthecity’sstreets.TheGuidancepaysparticularattentiontotheneedsofcyclists,pedestriansandpeoplewithvisualormobilityimpairments.Toencourageurbandesignthatcatersforsuchdiverseneeds,TfLsponsorsanannualInstitutionofHighwaysandTransportationaward.Theawardrecognisesthoseprojectswhichincorporatebestpractice,takeasustainableapproach,andembraceaccessibility,inclusivenessandequality.Designteams3.13Designprocess3.3Strategy/visionPolicycontextSchemevalueassessmentFundingandtimescalesRegulationsguidanceandstandardsDesigntechniquesDesignChecklistSitesupervisionMaintenanceprogrammeMaintenanceagreementPerformancemonitoringProjectmanagerTfLProjectmanagerProjectinitiationDesignImplementationMaintenanceandmonitoringStreetscapeguidanceDesignChampionDesignforLondonTfLModalChampionsTfLStreetscapeReviewGroupQualityauditingContractorinvolvementandcontinuitySchemeevaluationTrafficengineerUrbandesignerSafetyauditorTfLDesignteamContractorTfLContractorMaintenancecontractorTfLMaintenancecontractor*Itmustberememberedthatthebestdesignscanberuinedbypoorworkmanshipandalackofthoughtandsupervisionduringconstruction.Wheretheworkscontractorisknown,theyshouldbecomeaco-opteddesignteammember.Thecontractorshouldbeaskedtocommentonanyproblemstheycanforeseeduringconstructionatregularmeetings.Thedesignerwillneedtoensurethatappropriatehealthandsafetymeasureshavebeentakeninthedesignandspecificationprocesstosatisfystatutoryrequirements.Riskswillneedtobeassessedandminimised.Keyissuesinthedesignofstreetscapeincludemanualhandlingofmaterialsanddustinhalationincuttingconcreteorstone.Forexample,manualhandlingof600mmby900mmpavingslabsisnotacceptable.Alikelyoutcomeoftheassessmentofthisriskistheavoidanceofmanualliftingofpavingslabsthroughthespecificationoftheuseofmechanicallifts,orthespecificationofalternativesizedmaterials(subjecttoSRGapproval).Similarly,exposureofworkerandthepublictotheriskofdustinhalationfrommechanicalmasonrycuttingisnotacceptable.Avoidancefortheneedtomechanicallycutshouldbeconsidered,asshouldtheuseofalternative,smallersizedmaterials(subjecttoSRGapproval).Alternativedesignsthroughtheuseofmixingmaterialsizesshouldalsobeconsidered.Avoidanceofdustinhalationriskscanbeachievedbyspecificationoftheuseoflocalexhaustventilation,watersuppression(inthelattercaseslurryrunoffmustbeprocessedseparately)orarrangingformaterialstobecuttofitoff-site.DesignprocessStreetscapeGuidanceexceptionsprocedureIfthedesignteamproposetousematerialsorstreetfurniturenotcompliantwiththeStreetscapeGuidancePaletteofmaterialsortoimplementalternativedetails,theprojectmanagershouldrequestapprovalfortheexception.TheprojectmanagershouldcontacttheStreetscapeOfficerforanapplicationforexceptionformwhichwillbesubmittedtotheStreetscapereviewgroup(SRG)forapproval.TheSRGmayrequiredetailedinformationincludingplansanddetailstomaketheirdecision.AllapplicationsforexceptionsareconsideredbymembersoftheSRGand,wherenecessary,furtheradviceissoughtfromTfLspecialistsoutsidetheSRG.DecisionsarerecordedbytheStreetscapeOfficertoinformfutureapplicationsforexceptionsandrevisionsoftheGuidance.Thedesignprocess–flow,inputsandlinksfromTrafficManagementandStreetscapeLTN1/08(fig2.4),DepartmentforTransport.AmendedtoshowtheTfLdesignprocess*SomeprojectsmaybedesignedandimplementedbytheHighway
