马峙修船基地船坞围堰拆除及进坞航道疏浚、炸礁工程(水下炸礁部分)施工组织设计编制单位:广西航务工程局舟山项目经理部编制人:审核人:编制日期:2005年6月30日目录第一章工程概况及施工条件分析··········································11.1工程概况································································11.2气象、水文条件和工程地质········································21.3施工条件分析··························································2第二章施工布置·······························································42.1工程总目标·····························································42.2施工管理组织机构及职责···········································42.3施工人员、机械、材料组织········································72.4施工准备工作··························································8第三章施工方法·······························································93.1施工顺序································································93.2施工机械选择························································103.3水下清挖覆盖层施工方法·········································113.4进坞航道水下炸礁施工方法······································13第四章施工进度控制·······················································274.1施工安排······························································274.2施工工效分析························································294.3施工进度计划························································314.4工期保证措施························································33第五章施工质量控制·······················································365.1质量保证体系························································365.2质量控制标准························································405.3质量保证措施························································40第六章施工安全控制和爆破安全评估··································436.1安全保证体系························································436.2安全保证措施························································456.3爆破警戒方案························································486.4爆破应急补救措施··················································516.5爆破安全评估························································52第七章劳动力、材料计划与后勤保障··································577.1劳动力计划···························································577.2材料计划······························································547.3后勤保障······························································58第八章环境保护措施·························································59第一章工程概况及施工条件分析-1-第一章工程概况及施工条件分析1.1工程概况马峙修船基地船坞围堰拆除及进坞航道疏浚、炸礁工程位于浙江省舟山市马峙岛南侧,为浙江舟山永跃船舶修造有限公司30万吨级船坞(含10万吨级船坞)门口区围堰拆除及进坞航道疏浚、炸礁。疏浚、炸礁工程施工范围为:30万吨级船坞坞门外疏浚设计标高为-10.3m(国家85高程基准,下同),10万吨级船坞门外疏浚设计标高为-8.5m,坞门外进坞航道开120°喇叭口。其中围堰外疏浚、炸礁施工范围连接船坞围堰,最远距离为180m,总面积为14000m2,疏浚工程量约为18000m3,炸礁工程量约30000m3,岩石平均厚度为2.1m。坞门口围堰上部为浆砌石,围堰基础为岩石,岩层整体较好,裂隙较少,为中风化岩,硬度比花岗岩稍低,爆破对围堰影响不大。由于工程建设的需要,船坞外于2004年12月完成了围堰,围堰长321.5m,围堰段底部宽度为12.0~14.0m。围堰坝址距坞门外边线6.0m,其结构形式采用重力式。岩基段采用浆砌块石,顶宽约2.0m,高2.5m;软基段采用嵌岩桩,坝内采用满堂水泥拌搅桩,-0.10~+0.50m采用钢筋砼承台板,+0.50~+4.50m为浆砌块石。船坞建设施工结束后进行拆除围堰,其中坞门区拆除长度180m,-3.0m以上采用人工拆除,以下采用爆破拆除并开挖至设计标高,30万吨级船坞坞门外开挖至-10.3m,10万吨级船坞门外开挖至-8.5m,-3.0m以下拆除工程量约为13000m3。工程施工分两部分进行,第一期先行进行进坞航道疏浚、水下炸礁施工,本施工组织设计就进坞航道水下炸礁进行设计。第一章工程概况及施工条件分析-2-1.2气象、水文条件和工程地质1.2.1、水文条件马峙岛涨潮流向西北西,流速1节,落潮流向东南东,流速1.5节,最大流速为2.0节,涨潮流速和落潮流速均较小;波浪以风浪为主,涌浪少见,无浪和小浪日数多。其潮位特征为:最高高潮位:4.66m,平均高潮位:3.37m,最低高潮位:-0.43m,平均低潮位:0.90m,平均潮差为:2.47m。1.2.2、工程地质据地质资料,该岩石类别为强风化凝灰岩,颜色灰黄,风化程度由浅而深渐弱,碎裂或块(石)碎石镶嵌结构,组织结构大部份破坏,裂隙发育,节理裂隙面被铁锰质渲染,岩芯呈碎块状。岩石覆盖层为沙砾层。1.2.3、气象条件年平均降水量1158mm,多集中在4~6月及9~10月,占全年的60%。年平均雾日26.5天,多发生在1~6月。平均风速为5.3m/s,5~8月以南南东向风为主,冬春两季以北北西向风为主,最大风速大于40m/s。1.3施工条件分析(1)、施工区域地处舟山市马峙岛,与舟山市普砣区的水上交通便利,施工船舶、设备和施工材料可直接从水路进入施工现场。施工和生活用水、用电及通讯等,可通过连接永跃船厂予以解决。(2)、施工区域东、南、西面均为海域,施工环境较好;西北面与在建第一章工程概况及施工条件分析-3-码头距离约60米,而与北面在建船坞和围堰的距离较近,对爆破施工和爆破安全会造成一定的影响,爆破必须采取控制爆破,确保爆破对附近构筑物和周边环境不会造成安全危害,对已经建成和正在建设的船坞、码头、南护岸的结构、围堰以及对坞门的结构、表面质量和船坞底板、基础不会产生危害,尤其是爆破拆除围堰的施工,爆破施工必须采取有效的安全措施,确保船坞的安全。由此爆破施工安全成为该项目的重点和难点,爆破施工除了保证安全,还应考虑控制爆破大大增加了施工成本和工期。(3)、因船坞正在建设中,围堰外施工必须保证围堰的安全,施工过程中注意与船坞施工单位及附近施工单位充分协调好。(4)、炸礁施工范围的海床岩石地质节理、裂隙较为发育,不利于钻孔成孔,并容易降低爆破效果。(5)、工程施工范围受潮汐的影响,不利于钻爆定位和装药联线;浅水区域的水下施工考虑乘潮施工,而采用陆上施工必须乘退潮时间进行。(6)、施工期间7、8月为台风季节,施工过程中注意收集和掌握台风信息,并采取必要的防台风措施。第二章施工布置-4-第二章施工布置2.1工程总目标(1)、质量目标保证工程质量达到优良。(2)、安全目标杜绝施工人员的伤亡事故,尽量避免施工机械的重大损坏。(3)、工期目标全面完成规定的项目,施工计划工期为61天。(4)、管理目标按“ISO9002质量体系”模式进行管理,执行施工项目管理方法,文明施工。2.2施工管理组织机构及职责工程项目实行项目经理负责制,项目经理部设置各职能部门,分工进行工程项目施工。2.2.1、组织机构的设置工程管理推行项目经理负责制,即由项目经理全面负责本工程的工期、质量、安全和成本核算的管理工作。施工队伍均由固定编制、专业分工的干部职工组成,内部管理为直线模式。该组织形式有人员稳定性高、任务接受起步快和人事关系简练的优点,充分发挥了该组织形式人员精干、信息反馈迅速、有利于目标管理、有利于施工控制(质量、进度和投资控制)和有利于优化组合的优点,具体机构设置如图2-1“施工管理组织机构图”。第二章施工布置-5-2.2.2、组织机构职责2.2.2.1项目经理部(经理)(1)、认真贯彻国家和上级有关方针、政策和法规,确保上级单位下达图2-1施工管理组织机构图项目经理:陈忠春项目总工:张海伦质量管理部潘安熙进度管理部刘忠辉工程技术部张海伦物资控制部郑勇(兼)安全后勤部郑勇工程财务部梁立锦炸礁施工处疏浚施工处物资控制组进度管理组工程财务组安全后勤组工程技术组质量管理组物资控制组进度管理组工程财务组安全后勤组工程技术组质量管理组第二章施工布置-6-给本项目部的各项经济技术指标的全面完成。(2)、代表合同乙方与甲方签订施工过程中的有关合同和签证,并保证合同的履行。(3)、组织精干的项目管理班子,对整个工程进行全面管理、协调与各方面的关系。(4)、对工程安全、进度、质量、成本进行监控,合理组织和调度生产要素,保证项目实施的质量、工期和效益目标的实现。2.2.2.2项目总工(爆破工程师)工程施工技术总负责。主持制订并审核爆破施工技术方案,指导并监督爆破施工技术方案的实施,主持解决施工过程中遇到的技术难题和质量问题,保证爆破施工优质、高效进行。2.2.2.3质量管理部专门负责各分部分项工程施工的质量控制,指导、督促各施工班组按设计图纸和现行施工规范进行施工,进行工程施工的自检工作,配合现场的监理和业主代表进行现场施工的检查、控制和验收及竣工资料整编等。2.2.2.4工程技术部负责工程技术管理工作,制定各分队
