一、两岸关系的报道Mainland,TaiwanSignAgreementsonFlightSafety,TaxationChinesemainlandandTaiwannegotiatorssignedtwoagreementsconcerningcross-Straitflightsafetyandtaxationcooperation(两岸谈判代表签署税收和飞行安全合作协议)onTuesday.Theagreementsweresignedbythemainland-basedAssociationforRelationsAcrosstheTaiwanStraits(ARATS)PresidentChenDemingandTaiwan-basedStraitsExchangeFoundation(SEF)ChairmanLinJoin-saneduringtheirtalksinFuzhoucity.Thecivilaviationagreementcoveredlicensingforcivilaviationorganizations,productsandpersonnelaswellasflightstandardsandairworthinesscertification.Thetwosidesagreedtosetupareportingsystemandmechanismtocoordinateresponsestoaccidentsandemergencies.Basedonthisagreement,thenegotiatorsdiscussedcooperationforinvestigatingandhandlingcivilairaccidents.Thetaxagreementoutlinedrulesforincomefromcross-Straiteconomicexchanges.Italsocoveredfavorabletaxratesforsuchactivitiesandstrategiestoavoiddoubletaxation.Thetwosidesalsoagreedtoestablishasystemthatwouldavoiddiscriminatorytaxation.AccordingtoChen,thecivilaviationagreementwillmakeflyingsafer,reducecivilaviationcostsanddeepencross-Straitexchangesinthisindustry,whilethetaxdealwillreducecostsforenterprisesandindividualsandencouragecross-Straitdirectinvestments.ARATSExecutiveVicePresidentZhengLizhongsaidatapressconferenceaftertheagreementssigningthatamajorfeatureofthetaxationagreementisreciprocalarrangementsforbothsidestocreateamorestable,transparentandcompetitiveenvironmentforinvestors.Theagreementwillalsoprovidemoreconvenientandefficienttaxationservices,equaltaxationtreatmentandmoreeffectivedisputeremedies,Zhengsaid.Taiwan'sfinancialauthorityhasestimatedthatthetaxationagreement,oncecomeintoforce,maysaveTaiwanesebusinesses3.9billionnewTaiwandollars($120million)intaxpaymentseveryyear.Asforthecivilaviationpact,ZhengsaiditisexpectedtoexpeditetimelyandnecessarycollaborationofthemainlandandTaiwaninrelevantfieldstoprotectthepersonalandpropertysafetyforairpassengersofthetwosides.ZhangHongying,chiefengineeroftheCivilAviationAdministration,notedtheagreementwouldhelpreducecosts.Forexample,withtheagreementsoncivilaviationstandards,cross-Straitflightsdonotneedtobringtheirownmachinistsandspareparts.Instead,theycansimplyresorttolocalmaintenance,heexplained.Asthenumberofcross-Straittouristsbyplaneincreases,flightsafetyhasbecomeanimportantconcernofbothsides,saidCheShanglun,boardchairmanofXiamenAirlines.Withsmoothercontactandclosercollaborationinbothregularoperationsandemergencies,flightsacrosstheStraitwillalsoflysmootherandsafer.DuringTuesday'stalks,thetwosidesagreedtocontinuenegotiationonissuessuchastheagreementofcross-StraittradeingoodsundertheEconomicCooperationFrameworkAgreement(ECFA),arrangementstoallowmainlandtravelers'layoversinTaiwanandthetwoorganizations'settingupofficesoneachother'sside.Topicsalsoincludedcooperationinenvironmentalprotectionandexchangesineducation,cultureandscienceandtechnologyfields.Cross-Straitrelationshavebeendevelopingstablysincethelastroundoftalkslastyear,althoughtherehavebeensomefrustrations,Chensaidinaspeechbeforethetalks.Hesaidtalksbetweenthetwoorganizationsconstituteanimportantavenuetopromotepeacefuldevelopmentofcross-Straittiesandpeople'slivelihoods.AgreementssignedatprevioustalkshavefacilitatedexchangesacrosstheStraitandenhancedmutualbenefits.FactshaveprovedthatthenegotiationsbetweenthemainlandandTaiwanhavebroughtbenefitstothegeneralpublicandvarioussectorsonbothsides,theARATSchiefsaid.Linsaidinhisspeechthatthetwosides'resolvetopromotepeaceandprosperityacrosstheStraitisunshakendespitesomedifficulties.Bothsideshavecalledforfurthertalksanddevelopmentofcross-Straittiesonthebasisofthe1992Consensus.AtTuesdayafternoon'spressconference,Zhengexpressedhopethatthetwonewagreementswilltakeeffectandgetimplementedassoonaspossible.Inresponsetoaquestiononapreviousservicetradepact,whichwassignedbythetwosidesin2013buthasyettobeapprovedinTaiwan,ZhengexpressedhisdisappointmentasbothsideshavemadetremendouseffortsinreachingtheagreementanditissupposedtobringbenefittopeopleonbothsidesespeciallythoseinTaiwan.WehopethatTaiwanwouldfinishrelevantproceduresforthepactatanearliestpossibledate,hesaid.二、这次特赦的报道ChinaConfirmsPrisonerAmnestyforWWIIAnniversaryChina'stoplegislaturehasadoptedaprisoneramnestydealwhichwillseethousandsofwarveteransaswellasveryold,youngorinfirmprisonersgrantedofficialpardons,inamovemarkingthe70thanniversaryoftheendofWorldWarIIonSeptember3.Thedeal,promulgatedbyPresidentXiJinpingonSaturday,comes40yearsafterChinagrantedanamnestytowarcriminalsin1975,and56yearsafteritgranteditsfirstpardontonon-warcriminalsin1959.ThisistheeighthamnestysincethefoundingofthePeople'sRepublicofChinain1949.FourcategoriesofprisonerswhoarenotdeemedathreattosocietyandwhoweresentencedbeforeJanuary1,2015,willbeconsidered:(对依据2015年1月1日前人民法院作出的生效判决正在服刑,释放后不具有现实社会危险性的四类罪犯实行特赦)1)CriminalswhofoughtintheWarofResistanceagainstJapaneseAggressionandthecivilwaragainsttheKuomintang(KMT)(参加过中国人民抗日战争、中国人民解放战争的).2)Criminalswhoparticipatedinwarstosafeguardnationalsovereignty,securityandterritorialintegrityafter1
