在庆祝中华人民共和国成立六十六周年招待会上的讲话RemarksatReceptionMarkingthe66thAnniversaryoftheFoundingofthePeople’sRepublicofChina中华人民共和国国务院总理李克强H.E.LiKeqiang,PremieroftheStateCouncilofthePeople’sRepublicofChina2015年9月30日30September2015各位来宾、各位朋友、同志们：DistinguishedGuests,FriendsandComrades,六十六年前新中国的诞生，开创了中国历史的新纪元，开启了中国人民追求幸福生活的新征程。今晚，我们隆重庆祝共和国的生日，全国各族人民以多姿多彩的方式祝福祖国。在这里，我代表党中央、国务院，向全国各族人民致以节日祝贺！向港澳同胞、台湾同胞和海外侨胞致以亲切问候！向关心支持中国现代化建设事业的国际友人致以衷心感谢！ThefoundingofNewChina66yearsagoopenedanewerainthecountry’shistoryandsetinmotionitspeople’snewdrivetowardsahappylife.Tonight,asweareheretocelebratethebirthdayofourRepublic,Chinesepeopleofallethnicgroupsareinvariouswaysexpressingtheirbestandmostpassionatewishestothemotherland.Pleaseallowmetoextend,onbehalfoftheCPCCentralCommitteeandtheStateCouncil,myfestivegreetingstotheChinesepeopleofallethnicgroups,mysinceregreetingstoourcompatriotsinHongKong,MacaoandTaiwanaswellasthoseinoverseasChinesecommunities,andmyheartfeltthankstoallthefriendsfromaroundtheworldwhohavecaredforandsupportedChina’smodernizationdrive.六十六年来特别是改革开放以来，在中国共产党领导下，依靠中国人民的智慧和奋斗，中国特色社会主义事业取得了举世瞩目的辉煌成就。这体现在中国综合国力、国际影响力的显著提升上，体现在普通家庭生活的日渐富裕上，也体现在人民享有更多发展机会和社会不断进步上。这些成就，可以告慰那些为民族振兴前赴后继的先辈们，也让当代中国人感到自豪！Overthepast66years,especiallysincethecountryembarkedonreformandopening-up,wehavemaderemarkableanduniversallyacknowledgedachievementsinbuildingsocialismwithChinesecharacteristics,byrelyingonthewisdomandhardworkoftheChinesepeopleundertheleadershipoftheChineseCommunistParty.ThisisevidencedbythemarkedrisingofChina’scomprehensivenationalstrengthandinternationalinfluence,bythegradualprosperityoftheordinaryChinesefamilies,bygreaterdevelopmentopportunitiesasenjoyedbyChinesecitizens,aswellasbythesteadysocialprogress.TheseachievementshaveallowedustoconsoleourforefatherswhoworkedanddiedforChina’srejuvenationovertheyearsandgiventheChinesepeopleinthepresent-dayworldagoodreasontobeproudabout.今年以来，在以习近平同志为总书记的党中央坚强领导下，全国上下共同拼搏，各方面工作都取得新的成绩。尽管世界经济低迷，我国经济下行压力加大，但通过实施有效的区间调控、定向调控、相机调控，经济运行在波动中走势向好，仍保持在合理区间，发展质量又有新的提升，系统性风险得到有效防范；通过持续推进简政放权、放管结合、优化服务和财税、金融、国企等结构性改革，进一步激发市场活力，大众创业、万众创新成效显现，服务业比重上升，消费对经济的拉动作用增强，结构调整又有新的进展；通过积极扩大就业和增加居民收入，进一步织牢社会保障“安全网”，加大精准扶贫力度，人民生活水平又有新的改善。按照党中央、国务院决策部署，全国上下继续努力，攻坚克难，我们能够完成今年经济社会发展的主要目标任务。Sincethebeginningoftheyear,underthestrongleadershipofthePartyCentralCommitteewithComradeXiJinpingastheGeneralSecretary,ourpeoplethroughoutthecountryhaveworkedtogethertoscorenewachievementsinthevariousareasofendeavors.Facingasluggishworldeconomyandmountingdownwardpressureathome,wehaveadoptedeffectiverange-based,targetedanddiscretionarymacro-regulationtoensurethatChina’seconomycontinuestomoveinapositivedirectiondespitesomeupsanddowns.Theeconomystilloperateswithinareasonablerange,withthequalityofdevelopmentfurtherimprovedandsystemicriskseffectivelychecked.Throughcontinuedreformmeasuresofstreamliningadministration,delegatinggovernmentpowerwhilestrengtheningregulation,improvingservices,andrestructuringfinance,taxation,bankingandSOEs,wehavefurtherinvigoratedthemarketplace,andourpolicyofmassentrepreneurshipandinnovationispayingoff.Theshareoftheservicesectorisincreasing.Consumptioniscontributingmoretogrowth.Andstructuraladjustmenthasmadefreshprogress.Wehaveworkedenergeticallytoincreaseemploymentandpeople’sincome,strengthenthesocialsafetynetandtaketargetedmeasuresinpovertyalleviation,resultinginfurtherimprovementofpeople’slivingstandards.Allofuswillcontinuetomaketenaciousefforts,inlinewiththepolicydecisionsandplansofthePartyCentralCommitteeandtheStateCouncil,andwewillbeabletomeetthemaingoalsandtasksofeconomicandsocialdevelopmentforthisyear.中国作为世界第二大经济体，能够在经济总量10万亿美元的基数上，保持7%左右的增速十分不易，而要在新的起点上继续创造更加美好的未来，任务更加艰巨。面对机遇和挑战，我们要牢记肩负的使命和人民的重托，让施政所向更加符合民之所望，把改革开放和社会主义现代化建设事业不断推向前进。Astheworld’ssecondbiggesteconomy,itisnoteasyforChinatomaintainagrowthrateofaround7%ontheUS$10trillionGDPbaseline.Anditwillbeevenmorechallengingtobuildabrighterfuturefromthenewstartingpoint.Facingopportunitiesandchallenges,wemustbearinmindourmissionandthegreattrustpeoplehaveplacedonus,meetpeople’sexpectationsinourworkofgovernance,andcontinuetopushforwardreform,opening-upandsocialistmodernizationdrive.发展是民族振兴的根本途径，是第一要务。过去中国发展靠实干，现在中国发展也要靠实干。要不断创新宏观调控方式，积极扩内需、调结构，巩固经济向好基础，提升发展质量效益，有效防控各类风险，促进经济中高速增长、迈向中高端水平。DevelopmentisthesurestwayleadingtonationalrenewalanditisoftoppriorityforChina.ItwasthesolidworkthathasbroughtChinasofarindevelopment,anditwilltakenothingotherthansolidworktohelpChinaachievenewdevelopmentgoals.Wemustfurtherinnovatethemodelofmacro-regulation,activelyexpanddomesticdemandandadjustthestructureofdevelopment,buildonthefoundationofasoundeconomicgrowth,improvethequalityandefficiencyofdevelopment,effectivelypreventandcontrolrisksofallkinds,inordertoensureamedium-highgrowthrateandmoveoureconomytowardsamedium-highlevelofdevelopment.改革开放是发展的动力之源。要坚定不移全面深化改革。深入实施创新驱动发展战略，以大众创业、万众创新汇众智、聚众力，增强发展新动能。要更宽领域、更高水平扩大对外开放，全方位参与国际竞争与合作，实现共赢发展。Reformandopening-upisthesourceofdriveindevelopment.Wemuststeadfastlydeepenreformsacrosstheboard.Bydrivingtheeconomyforwardwithinnovationthroughsuchsc
