ELECTRONICDOCUMENTMANAGEMENTSYSTEM电子文件管理系统CONTRACTORshallimplementandmaintainanElectronicDocumentManagementSystem(EDMS)forthedurationoftheProject.TheEDMSwillensurethatalldeliverablesneededtooperateandmaintaintheplant,afterCONTRACTOR’Scompletion,areelectronicallyregistered.TheinformationcontainedinthesedeliverablesiseasilyandreliablyavailabletoCONTRACTOR,COMPANY,SITE,andPMC,throughoutthecourseoftheProject.Thesystemarchitecturewillbebasedontheintegrationofindustrystandard,nonproprietary,commerciallyavailablesoftwareapplicationandhardwarecomponents,whichmeettherequirementslistedbelow:承包商于项目期间应执行并维护该《电子文件管理系统》(EDMS)。承包方完工后，EDMS将确保炼厂运营及维修所需的文件完成电子注册。项目期间，承包方、甲方、现场及PMC应随时能够获得这些信息。该系统架构（非专利产品）以行业标准为基础，包括软件及硬件可以在市场上获得。该系统架构应满足以下要求：1IMAGING图像处理CONTRACTORshallinstallforthedurationoftheProjectanEDMSwhichshallallowfullimageprocessing,thescopeofwhichreferstotheelectroniccaptureofapplicationsoftwarefilesandscannedimagesincludingCAD.项目期间，承包方应建立一套完全成像处理的EDMS系统，包括应用软件文件的电子获取及扫描（包括CAD）。CONTRACTORshallensureallProjectdeliverablesareelectronicallyimportedintotheEDMS.ImagesandfileswillbeindexedwithintheEDMSforfutureviewinganddistribution.承包方应确保项目交付资料以电子方式输入EDMS，图像和文件在EDMS系统内编入索引以便日后查看和分发。Fordeliverableinformationnotinitiallyavailableinelectronicformat,CONTRACTORshallestablishascanningworkstationtoconverthardcopymediumintoelectronicformatforimportintoEDMS.最初交付资料除电子格式外，承包方应建立扫描站，将硬拷贝转换成电子格式输入EDMS系统。2DELIVERABLES交付资料CONTRACTORshallimportintotheEDMSthefollowingProjectdeliverablesfortheProjectdurationandCOMPANYhandover:项目期间，承包商将以下项目交付资料输入EDMS系统，并移交业主：CONTRACTORdesigndrawings/documents.承包商设计图纸/文件COMPANYdrawing/documents.业主图纸/文件THIRDPARTYdrawing/documents.第三方图纸/文件VENDORdocumentation.供应商文件Projectcorrespondence/transmittals.项目通信/来往文件Projectrelatedcomputerfiles.项目有关电脑文件Hardcopy,printedProjectrelatedinformationinanimagedformat.项目有关硬拷贝/打印的资料（图像格式）AlldocumentsshouldbeconnectedtoitsTAG's,unitanddisciplines.所有文件应贴上标签，按单位及专业分类。Tofacilitatethetransferofdeliverablesbetweenallpartiesinvolveditisessentialthatattentionisdrawntotheneedformaintainingaccuratereferencingofmetadataandfilecontent.为便于各方往来文件的传送，应正确援引元数据及文件内容。Documents(flatfilesinPDFformat)andIndexingData(metadata)shallbeprovidedforEDMSuploadinCSVformat.Careshallbetakenbyallpartiesinvolvedtoprovidedatainachronologicalordersuchthatrevisionsofdocumentscanbeuploadedinorderofissue.提供的文件（PDF格式文本文件）及索引数据（元数据），以CSV格式上传至EDMS系统。各方应注意按时间先后顺序提供文件，以便文件修改后，按文件先后顺序上传。WhereEDMSuploadisperformedinabatchprocessthroughoutProjectphases,eachbatchshalltakeintoaccountanypreviousbatchessuchthatorderofissueismaintained.在项目阶段按批次进行EDMS上传时，应考虑之前的每一批次，以确保文件先后顺序。Filepathandname(Document-Number-Rev-Version.ext)shallbesuppliedinaformatseparatedbyadash(-)withnospacessuchthateachlineofdataintheEDMSuploadfileshallhaveacorrespondingexactmatchtotheelectronicfilenameonthetransfermedium(CD/DVD/DocumentExchangeServer).文件路径和名称（文件-编号-版次-版本.扩展）的格式以“-”分开，无空格，以便转换成其它媒介格式（ED/DVD/文件交换服务器）后，EDMS上传文件中每行数据与电子文件名称能够完全匹配。Documents(nativefilesineditingformat)shallbetransferredbetweenallpartiesinvolvedwithassociatedmetadatainthesamemethodologyasdescribedabove,wherenativefilesareasingularfileformat.IncasessuchasCADwhereitisnecessarytomaintainanyreferencefiles,appropriatemethodsshouldbemanagedtofacilitatetransfersoastomaintainlinkstoreferencefiles.文件（原文件以编辑格式）应在与元数据有关的各方之间传送（以上述相同方法），而原文件只有一种格式。如果原文件是CAD格式时，为了保护援引文件，应采取适当方法便于传送，其目的是保持与援引文件的联系。3WORKFLOW工作流程TheEDMSshallprovidethefunctionalitytocontrolworkflowofCONTRACTOR'Sdeliverableimages,bothwithintheCONTRACTOR'Sofficeandthetransmissionandreceiptto/fromCONTRACTOR,COMPANY,SITE(S)andPMC.TheEDMSworkflowshallhavetheabilitytoroutemultipledocumentstoapreselectedgroupofrecipients.EDMS系统是对承包方内部及承包方、业主、现场、与PMC之间交付图像的相互往来进行控制。EDMS系统工作流程应能够同时把多个文件发送至多个收件人。4DISTRIBUTION分发CONTRACTORshallensuretheEDMSisfullycapableofelectronicdistributionofProjectdeliverabledocumentsincompliancewithCOMPANY’Scoordinationprocedureappendices.TheEDMSisrequiredtogenerateworkgroupsofProjectdeliverabledocumentsforsingle/multipledistributions,CONTRACTORshallattachelectronictransmittalsofCOMPANY’Stransmittals,commentsheetsandresponseletters.DistributionsshallbeautomaticgeneratedwithintheEDMSwiththeabilitytomanuallyoverride/redistributeProjectdeliverabledocumentsifrequired.承包商应确保EDMS根据业主协调规程的要求，对项目交付文件以电子方式进行分发。EDMS需对项目交付文件进行分组，以便单次/批次分发，承包方应附上业主发送件、意见单及回复函的电子版本。EDMS系统应能自行分发，需要时，可对项目交付文件进行手动覆盖/重新分发。5REDLINING红线TheEDMSshallincorporateviewingsoftwaretoenableCONTRACTOR,COMPANY,SITE(S)andPMCtoputnewlayersoveranexistingdocumentwithintheEDMS.TheEDMSshallalsomakeanyadditions/corrections,addtext,makeannotations,etc.,onthelayercreatedandsavethelayerwiththedeliverable.CONTRACTORshallensuretheEDMSallowseachlayertoclearlydefinewhichcommentingentitymadewhichcomment/changeandallowtheabilitytovieweachredlinelayerindependentlyorasagroupforeachProjectdeliverableimage.EDMS应包含可视软件，使承包商、业主、现场和PMC对EDMS原有文件添加新图层，可以在新图层上作出任何补充/更正，添加文字，批注等，并加以保存。承包商应确保EDMS每一层能清楚表达审核方的意见/注释，并且，对于每个项目交付图像的红线层，可单独或整体查看。TheEDMSshallberequiredtoreceivereturnedcomme
