唐山港曹妃甸港区煤码头(二期)地基处理工程监理实施细则编制:审核:秦皇岛方圆港湾工程监理有限公司二O一三年四月I目录第一章工程概况············································································1第二章监理工作目标······································································3第三章监理技术依据······································································4第四章监理施工工序控制点及控制措施··············································5一、施工准备阶段的监理工作·························································5二、施工进行阶段的监理工作·························································8(一)无填料振冲施工···································································81.质量标准··················································································82.质量控制措施············································································93.质量评定·················································································10(二)堆场强夯施工·····································································111.质量标准·················································································112.质量控制措施···········································································123.质量评定·················································································13(三)堆场振冲碎石桩施工····························································141.质量标准·················································································142.质量控制措施···········································································143.质量评定·················································································17(四)生产辅建区插板强夯施工······················································171.质量标准·················································································17II2.质量控制措施···········································································183.质量评定·················································································20三、监理旁站项目及内容·······························································20四、监理巡视项目及内容·······························································21五、质量缺陷及事故处理措施·························································21第五章分项工程验收方法和程序······················································22第六章文件处理程序·····································································23第七章本工程安全目标控制····························································321第一章工程概况1.工程名称:唐山港曹妃甸煤码头(二期)地基处理工程2.工程概述:本工程分为翻车机房区、原辅建区、堆场区及生产辅建区。其中,原辅建区、翻车机房区振冲工艺采用75KW振冲器,双点共振法施工,孔底标高-5.0m,桩点布置:间距2.5m,呈正三角形布置。原辅建区无填料振冲约25万平米。翻车机房区无填料振冲16605平米。堆场区总面积约97.1万平方米,采用无填料振冲、强夯、振冲碎石桩等施工工艺。堆场砂区采用振冲+强夯施工工艺,振冲采用75KW振冲器,双点共振法施工,孔底标高-15.0m。桩点布置:堆场区间距2.5m,轨道梁区间距2.2m,呈正三角形布置;强夯工艺:夯点布置:5.0×5.0m方阵布置,夯击遍数:两遍点夯,夯击能为1500KN·m,两遍满夯,夯击能为500KN·m;最后两击夯沉量之和小于10cm(1500KN.)。堆场砂区面积约22万平米。薄泥区振冲工艺为采用75KW振冲器,双点共振法施工,孔底标高-15.0m。桩点布置:间距2.2m,呈正三角形布置。面积约为51万平米。堆场振冲碎石桩施工区域总面积约为46万2m。施工区域内地面绝对高程约在3.5~6.0米之间(当地理论最低潮面)。根据工程区域实际情况,分四种区域:轨道梁碎石桩处理标准段区、轨道梁处理过渡段区、堆场新处理区及堆场补强区。轨道梁碎石桩处理标准段区桩底标高-15m,初拟电流70A,留振时间5S。轨道梁处理过渡段,堆场新处理区和补强区桩底标高均为-10m,初拟电流65A,留振时间5S。生产辅建区东西长478.314米,南北长200米,总面积95700平方米,采用打设塑料排水板结合强夯施工工艺。具体施工内容及工序:第一、在原泥面铺设2层荆芭(视情况具体调整),再铺设一层300g/㎡土工布;第二、由南向北分区推填粉细砂,回填标高约6.0m,为保证均匀挤淤,局部淤泥隆起较高处可以适当超推,挤淤后再推平;第三、地面整平至标高约6.0m,局部地表冒泥区域应挖除并用粉细砂换填,探摸确认挤淤后覆盖层厚度超过2m且比较均匀。第四、打设塑料排水板,间距0.8m,正三角形布置,底标高-1.5m或进入中密砂层;待沉降稳定,孔压消散(初拟7天)后开始强夯;正式施工前选取覆盖层较薄的不利区域进行试验,以验证并调整强夯参数,大面积强夯施工要求由南向北分区推进。2翻车机房区及原辅建区施工要求为消除地基处理深度范围内土层的液化问题。堆场区施工要求为消除地基处理深度范围内土层的液化问题以及轨道梁区表层复合地基承载力不低于200kPa,堆场区表层复合地基承载力不低于150kPa。3.监理范围:翻车机房区、原辅建区、堆场区及生产辅建区的地基处理监理。4.分部分项工程划分分部工程分项工程执行标准序号名称序号名称1堆场区1无填料振冲JTS257-2008-2.3.72振冲碎石桩JTS257-2008-2.3.73强夯JTS257-2008-2.3.62翻车机房区1无填料振冲JTS257-2008-2.3.73原辅建区1无填料振冲JTS257-2008-2.3.74生产辅建区1塑料排水板JTS257-2008-2.3.42强夯JTS257-2008-2.3.65.工程参建单位:建设单位:唐山曹妃甸煤炭港务有限公司设计单位:中交第一航务工程勘察设计院有限公司总承建单位:中交一航局第五工程有限公司监理单位:秦皇岛方圆港湾工程监理有限公司质量安全监督单位:河北省水运工程质量安全监督局3第二章监理工作目标我公司愿意为本工程的建设服务,愿意为工程建设单位服务,我们将竭诚的按本工程的监理范围和内容履行监理义务,按“质量为本,诚信服务、公正公平、科学监理”的服务宗旨,对工程建设施工阶段进行全过程监理;遵循“严格监理、热情服务”的工作方针,紧紧围绕本工程建设质量、工程进度、投资控制、安全监管、文明施工控制五大目标工作,以科学的管理方式、饱满的工作热情使本工程建设达到工程质量优良、进度快、安全无大事故、工程投资受控的建设目标。4第三章监理技术依据1.合同文件《唐山港曹妃甸港区煤码头(二期)工程监理合同》《唐山港曹妃甸港区煤码头(二期)工程水运工程翻车机房及其他土建安装工程附属建筑工程施工合同》。2.设计文件1)唐山港曹妃甸港区煤码头(二期)工程翻车机房区地基处理工程图纸;2)唐山港曹妃甸港区煤码头(二期)工程辅建区地基处理工程图纸;3)唐山港曹妃甸港区煤码头(二期)工程堆场地基处理工程图纸。3.技术标准及规范:1)《建筑地基基础设计规范》(GB50007-2002);2)《建筑地基处理技术规范》(JGJ79-2002);3)《唐山港曹妃甸港区煤码头(二期)工程堆场岩土工程勘察报告》;4)《建筑地基基础工程施工质量验收规范》(GB50202-2002);5)《水运工程质量检验标准》(JTS257-2008)。6)《水运工程施工安全防护技术规范》(JTS205-1-2008);7)《交通基本建设工程施工安全防护设施量化标准》(Q/ZJGFZH001-2009);8)《施工现场临时用电安全技术规范》(JGJ46-2005);9)国家和地方政府颁布的技术法规和规范;10)《水运工程监理规范》。4.相关岩土工程勘察报告《唐山港曹妃甸港区煤码头(二期)工程翻车机房区岩土工程勘察报告》《唐山港曹妃甸港区煤码头(二期)工程辅建区岩土工程勘察报告》《唐山港曹妃甸港区煤码头(二期)工程堆场岩土工程勘察报告》5第四章监理施工工序控制点及控制措施一、施工准备阶段的监理工作1.组建现场监理机构1)根据投标文件和业主要求,组建项目监理机构,向业主提交监理机构组成、监理人员名单,组织监理人员按合同规定的数量和资格按时到位,明确岗位职责。2)建立健全严格的监理规章制度;组织全体监理人员熟悉合同文件及相应的技术规范。3)确保各种检测、测量设施仪器,按时到位,并对所有试验、检测、测量设备请有资质的计量单位进行标定认证。4)进行现场调查,对现场地形、地物、水文地质情况全面掌握,沿线测量标志复核无误。2.协助业主签订承包合同,其工作如下:1)审查施工承包合同是否符合合同法。2)审查施工承包合同是否符合招标文件有关条款的要求,和投标文件的承诺保持一致。3)施工承包合同双方的责、权、利是否有详细规定。4)施工承包合同是否有对业主潜在的索赔条款。5)开标后参与施工合同文件的澄清,协助业主与中标单位签订承包合同。3.核查施工图设计收到施工图后总监理工程师将组织监理工程师在合理的时间内完成施工图和施工预算
