●FinancialStandardizationManagementandSystemBuilding●Formulation,RevisionandAdoptionofFinancialStandards●PublicityandImplementationofFinancialStandards●InternationalDynamicsandExchangeonFinancialStandardization●PrioritiesofFinancialStandardizationin2011Chapter1OverviewofChina’sFinancialStandardizationDevelopmentChapter1 OverviewofChina’sFinancialStandardizationDevelopment89Incollaborationwithfinancialsupervisoryandregulatoryauthorityandotherfinancialinstitutions,thePeople’sBankofChina(PBC)hasachievedsubstantialprogressin2010inpushingforwardnationwidedevelopmentandenhancementoffinancialstandardization.Letbynationalstandardizationprinciplesandpolicies,thePBChasworkedcloselywiththeChinaFinanceStandardizationTechnicalCommittee(CFSTC)anditssub-committeestoestablishacoherentfinancialstandardsystemandtoensurethewidespreadimplementationofformalizedfinancialstandards.Thesefinancialstandardsnowareincreasinglydemonstratingthecapacityinstandardizingindustrialportofoliomanagementandenhancingsysteminterconnectionandfinancialcompetitivenessonworldstage.In2011,China’sfinancialstandardizationstrategywillbefurtherstrengthenedsoastoupgradeeconomy-wideefficiencyandfosterthedevelopmentofitsfinancialindustryinastableandefficientway.Section1 FinancialStandardizationManagementandSystemBuildingTheyear2010witnessedacontinuousimprovementinstrengtheningChina’sfinancialstandardizationmanagementsystem,workingmechanismandteambuildinginadditiontotheenhancedcross-sectorcoordinationandcommunication,aswellasthesubstantialprogressmadeinbuildingupasoundnation-levelandfirm-levelfinancialstandardizationsystem.Ⅰ.FinancialStandardizationManagementSystem,WorkingMechanism,andTeamBuildingIn2010,thePBC,theCFSTCanditssub-committeesreinforcedtheeffortthroughavarietyofmeansindevelopingfinancialstandardizationmanagementsystemandworkingmechanism,andfosteringthetalentsofelitestandardizationteams.Thishaseffectivelydriventhecourseoffinancialstandardizationacrossthenation.ChinaFinancialStandardizationReport201090(Ⅰ)OptimizingfinancialstandardizationmanagementsystemandworkingmechanismThefirststepistobuildupaneffectiveorganizationalandmanagerialstructure.AuthorizedbytheStateCouncil,thePBCTechnologyDepartmentestablishedtheStandardizationandPlanningDivision(the“CFSTCSecretariat”),whichisresponsibleforthestrategyandgeneralmanagementofChina’sfinancialstandardizationandcommunicationwithbothnationalandinternationalcounterparts.TheCFSTCtooktheleadinsettingupandrunningthenationwidefinancialstandardizationschemeandfinancialstandardimplementation.Secondly,activeeffortshavebeenmadetowardsformulatingandrevisingthefinancialstandards.On3December2010,animportantseminarwashostedbytheCFSTCSecretariataimingtoinitiatethefinancialstandardizationschemeandgetaroughconsensusofopinionsuponformulatingandapplyingfinancialstandardsinthebankingindustryin2011.Also,theseminarattemptedtorefinethestatisticssystemandfacilitatethesuccessfulcompletionofrelevantstandardizationprojects.Thirdly,NationalFinancialStandardizationWorkConferencewasheldbythePBCon14December2010.LiDongrong,AssistantGovernorofthePBCandChairpersonoftheCFSTC,presidedoverandaddressedtheconference.Theattendeesreviewedachievementsmadeandchallengesfacedinfinancialstandardizationin2010anddefinedtheroadmapfor2011.RepresentativesoftheCFSTCputforwardproposalsonupgradingdatastandards,followingupemergingbusinessesandtechnologiesandunifyingthestructures,terminologyanddefinitionsofcommonaspectsacrossthestandards.(Ⅱ)Enhancingcross-sectorcoordinationandcommunicationThePBCandthePLAGeneralLogisticsDepartmentjointlyissuedtheCircularofthePeople’sBankofChinaandtheGeneralLogisticsDepartmentofthePeople’sLiberationArmyonthePromotionofServiceMenSecurityBankCards(Y.F.[2010]No.328)topromotetheuseofServiceMenSecurityCardsacrossthearmedforcesandtheapplicationoftheChinaFinancialIntegratedCircuitCardSpecificationstothecards.ThePBChasworkedinconjunctionwiththeMinistryofHumanResourceandSocialSecurity(MOHRSS)onthepossibilityofissuingaunique2in1cardinfavorofbothbankingandsocialsecuritypurposes.Chapter1 OverviewofChina’sFinancialStandardizationDevelopment91TheWorkingGrouponSocialSecurityCardPromotionwasestablished,underwhichtheTechnicalStandardTeamwasresponsiblefordraftingguidelinesandrules,developingtechnicalstandardsandapplicationspecifications,andensuringthebestperformanceandtheapplicationcompatibilitybetweensocialsecuritycardsandfinancialICcards.Thankstothecross-sectorcoordination,financialstandardsarebecomingthecrucialimpetustopushforwardtheindustrialdevelopment,expandthefinancialservicemenu,andpromotetheresourceefficiencyacrossthenation.(Ⅲ)EstablishingatestingandcertificationsystemoncompliancewithfinancialstandardsThetestingandcertificationsystemoncompliancewithfinancialstandardswasdesignedasanessentialmeanstoevaluatetheoutcomeoffinancialstandardizationschemeintermofeffectiveness,adoptionandimplementation.ThesystemwasreleasedandappliedbythePBCin2010fortechnicalreviewofbankcardissuanceandnon-financialpayment.Aseriesoftestsaimingtoimproveitsconformitywiths
