1/47湖北赤壁用地场地平整项目施工方案编制单位:…………………..2/47目录一、工程概况····································································4二、编制依据····································································6三、施工部署····································································71、技术准备····························································72、现场准备····························································8四、主要工程施工方法·························································91、测量放线···························································92、土方工程···························································93、水利工程···························································144、植被工程···························································195、砌筑工程···························································206、砼与钢砼工程························································21五、开竣工日期、施工总进度设计··········································271、开工日期、竣工日期···············································272、控制性施工进度·····················································273、施工总进度表·························································284、进度保证措施·························································30六、施工组织管理····························································341、施工组织机构的设置·············································342、岗位职责····························································353/473、人员配备情况·······················································374、机械设备情况·······················································385、相关措施····························································391)、安全保证措施···················································392)、雨季施工保护措施·············································413)、成本控制措施···················································414)、文明施工措施···················································415)、环境保护措施···················································426、施工现场平面布置图·············································431)、布置原则·························································432)、施工交通运输···················································433)、供电系统···························································444)、供水系统·························································455)、消防设施·························································456)、房建设施·························································467)、施工工厂设施···················································46七、工程质量····································································481、工程质量目标·······················································482、质量保证措施·······················································504/47一、工程概况1、位置项目区位于北大湖旅游开发区五里河滑雪场旭日旅游小镇,位于北大湖滑雪场以北六公里滑雪场公路东侧,总占地面积20.633万平方米。本工程属于规划征地范围内大型独立土石方-------场地平整工程。3、水文(由于无详尽的地址资料暂无法概述)4、地形地貌土壤项目区位于北大湖旅游开发区五里河滑雪场旭日旅游小镇,北大湖滑雪场以北六公里滑雪场公路东侧,属于低洼平原,地势走向由西南到东北,地面高程为南高北低,局部起伏较大,高差较大。5、土地利用状况项目区地势相对平坦,耕地已经成型,局部有些坑洼和废弃的沟渠、鱼塘需要换土平整,项目区内为低洼耕土为主,土壤质量较好,需要人工平整土地和客土改良土壤。6、土壤项目区土层厚度达(未探测),土壤质地为壤土,土壤类别为黑钙土为主。(表面观测)5/47二、编制依据1、本施工组织设计是以《土地利用现状图》、《土地整理开发规划设计图》为编制依据,结合本项目的特点编制的2、相关部门(水利、交通、农业、林业、环保、电力、旅游)对本工程建设期间的要求及协议。3、当地城镇现有修配、加工能力,生活、生产物资和劳动力供应条件,居民生活、卫生习惯等。4、本工程采用的技术规范(但不限于)如下:①、TD/T1011-2000《土地开发整理规划编制规程》②、TD/T1012-2000《土地开发整理项目规划设计规范》③、TD/T1013-2000《土地开发整理项目验收规程》④、SL72-94《水利建设项目经济评价规范》⑤、GB/50288-99《灌溉与排水工程设计规范》⑥、《县级土地利用总体规划编制规程(试行)》⑦、GB/T16453.1-16453.6-1996《水土保持综合治理技术规范》⑧、SL207-98《节水灌溉技术规范》⑨、GBJ201-83《土方与爆破工程施工及验收规范》6/47三、施工部署㈠、技术准备1、实行项目经理负责制,一切工作由项目经理部负责主持和召集。由项目经理按施工组织设计的要求负责统筹部署和实施本工程施工的各项工作。2、由项目经理组织各专业施工人员,熟悉审查图纸,做好图纸洽商和会审,掌握地质基本情况,明确国家标准水准点的编号、标高,明确纵横坐标,掌握河流、输电线路、道路、植被等基本资料。图纸洽商和会审内容应保证齐全、有效,经设计部门、现场指挥部门、监理部门签字(盖章)生效后,及时送发相关部门,并保存其原件。3、编制材料预算,对安装的设备、外购构件、部件作好明细表,表明名称、数量、规格、型号等及进场时间,提前订货及时进场。4、编制机具计划,落实机具和进场时间。5、编制好周转材料计划,准备好物资。6、进场前,由项目经理部组织对参与施工的技术、管理人员、班组长进行质量、安全文明施工、技术交底,明确各人的分工负责和岗位责任,落实责任到人。7、组织参与施工的技术管理人员、班组长进行施工规范及质量标准的学习,并对安全、文明施工的要求进行交底。培训施工人员,让其掌握土地开发、整理、复垦工程中最新应用的新技术、新工艺,凡考核合格的方可上岗8、对劳动力进行与工程有关的施工规范及质量标准的技术培训,并进7/47行安全教育使其对所做的工作心中有数。9、有砌筑和砼工程时,应做好相关材料的进场复检试验和砂浆、砼配合比试验。㈡、现场准备1、施工开始准备时简易道路建设,道路为6m宽,路基换土山皮石500mm厚,混江沙200厚,分成碾压。路边设300×300mm截面的排水沟,以便人员进出和工程机械进场。2、根据施工平面布置方案,修建各种临时施工设施,布置项目部设施,搭设休息、办公、卫生间、厨房、仓库棚等,外围设砌筑式或彩板围挡一道,工作休息室地面土要夯实并适当提高地面标高以便行车走人和雨季防水。3、测量复核座标点、高程点及建筑物间距是否与设计相符,如不符及时向设计院反映。4、施工测量增设必要的辅助坐标控制点及水准点,形成覆盖本施工段全面的坐标控制网及水准点控制网。5、现场打井设清潜水泵一台,施工用排水管为Φ70埋入自然地坪以下300mm深,引到用水点,现场设消防用具。6、根据施工组织中施工材料使用计划,落实材料供应商,并签订有关合同。7、对计划使用的施工机械进行全面检测调式,并按使用计划运调进场。8/47四、主要工程施工方法㈠、测量放线1、测量控制:针对本工程的特点,现场建立平面及高程控制系统。以便在整个施工期间针对其它工程项目的施工进行测量控制。2、平面控制系统:拟采用导线测量的方法建立平面控制系统,测量仪器采用全站仪,辅助以(欧波)电子经纬仪。用业主提供的控制点进行控制,设置直线控制桩,控制桩位置应在稳定可靠、便于施工期间保护及使用方便。3、高程控制系统:测量仪器采用C32Ⅱ(索佳)光学水准仪,根据业主提供的水准点,标高引至各临时水准点上,临时水准点必须坚固稳定,距离不得大于200m且前后通视,临时水准点与设计水准点复测闭合,允许闭合差为±10mm/L(L为水准线长度公里数)。㈡、土方工程1、土方开挖①、施工准备:在现场任何部位的地表面将被破坏或有工程施工之前,应测量并记录下这部分地面的标高和尺寸。所有地面标高和尺寸的测量应有项目监理在场,并按规定的或项目监理批准的方式记录,这些项目监理同意的标高值将作为计量的基础。9/47②、场地清理:主要清除工程区内树木、树桩树根、垃圾、废碴以及残余设施等其它有损工程机械施工的有碍物。人工清理和74KW推土机清理相结合,并用拖拉机运到指定位置,在穿过现有道路处,应采取临时措施,避免或减少对当地交通的影响。在清理过程中发现的文物古迹,将按照监理工程师的明确指示处理。③、农田平整:根据项目区自然条件,按照田面设计高程的要求沿着地势的变化进行平整,田块的尺寸根据设计要求,采取半填半挖的土方平衡法。土方平衡问题是贯穿施工的全过程,采用土方平衡的方法将
