SWOT120a0.850.6582(3)4272558.471:3.73:3.091000010301964351145963115.82%39.9%31.95%STUDYONOPTIMIZATIONCOUPLINGMODELOFECOLOGICALAGRICULTUREWITHCOMMODITYECONOMYSYSTEMOFANSAICOUNTYABSTRACTAnsaiCountyisonetypicalhilly-gulllyregionofLoessPlateau,whoseecologicalenvironmenthasbeenbeingdeterioratedandsoilerosionhasbeenseriousduetothespecialnaturalconditionsandhumans’irrationalexploitationandutilization.Thishasbeenseriouslyrestrictingthelocaldevelopmentofsocialandeconomic.Itisalsooneofthemosttypicalareaswherethecontractionbetweeneconomicsandecologyisprominent.Ecologicalagriculturemodelwithcommodityeconomywasproposedonthebackgroundtocoordinateecologicalprotectionandeconomicdevelopment.Theimplementofthismodelcancoordinatetheeconomicdevelopmentandtheecologicalprotection.However,duetosomeexternalfactorslimit,theindustrialdevelopmentdidnotmatchwiththeutilizationofresources,theregion’seconomicdevelopmentwasdepartfromitsecologicalprotection.Thisstudyattemptstoprovidescientificreferenceforthefurtherdevelopmentofregionalecologicalagriculturewithcommodityeconomythroughdiagnosingthestatusquomode,choosingdevelopmentprogramswhichcanenablethesystemcouplingoptimized.Firstly,thisstudyevaluatedthestatusofecologicalagriculturewithcommodityeconomyinAnsaiCountyfromthecouplingefficiency,operationalefficiencyandcouplingdegreeofinternalsubsystem.Secondly,inordertocleartheinternalmechanismandtheexternalsituationoftheregion’sdevelopmentofecologicalagriculturewithcommodityeconomyandfindtheidentitythekeyofsystemoptimization,themainindicatorsoftheevolutionprocesswasanalysed,combinedwiththeresultsoftheevaluationofthestatusquo,aqualitativeanalysiswasmadethroughSWOTanalysismethod.Finally,achievedthesystemcouplingoptimizationthroughsetfivesituationsbasedonthedegreeofgovernmentinterventionduringtheregionalagriculturaldevelopmentandfarmersbehaviorselection,optimizingeachsituationwithlinearprogrammingmethodrespectivelyandselectingtheoptimalsolutionforregionalcurrentdevelopment.Drawthefollowingconclusions:(1).ThroughtheevaluationofimplementationresultsofecologicalagriculturewithcommodityeconomyinAnsaiCountyfromthecouplingefficiency,operationalefficiencyandcouplingdegreecanfoundthatthesystemwasinastatusthatshowedalowefficiency,lowcouplingdegreeandadownwardtrendoftheoverallefficiency.Inparticular,inviewofthecouplingefficiency,theoverallefficiencyoftheecologicalagriculturewithcommodityeconomyinAnsaiCountychangedalittleandtheefficiencyvalueskeptabove0.85inmostofpast20years.However,thisrelativehighvaluemayberesultedfromtheabsolutelylowefficiency.Technicalefficiencyshowedrandomlyfluctuations,becauseadvancedtechnologydidnotplayitsdueroleortheintroductionofnewtechnologywasnotinplace.Scaleefficiencyisrelativelylow,theminimumvaluewas0.658,thereturnstoscaleperformanceforincreasingreturnstoscaleinmostyears.Thisprovedthattheindividualandsmall-scaleagriculturebusinessmodelhasnotadapttotheagriculturedevelopmentneedsincontextofnewtechnologyandnewpolicy.Atthesametime,wecanfoundthatAnsaiCounty’sagriculturaloutputkeptsustainincreasedinthecontextofarablelandreducedsharplythroughincreasingtheinputofotherproductionfactors.Itsaidthereexistedalternativeamongtheagriculturalproductionfactorsandemphasisshouldbepaidtotherationalallocationofinputfactors.Inviewofcouplingaspect,ecologicalagriculturewithcommodityeconomyinAnsaiCountyisinunderutilizationofresources,industrialdevelopmentlagphase.Thisisthenaturereasonthatresultedinthetrendofeconomicbenefitsdecline,ecologicalbenefitscontinuouslyincreaseandthecomprehensivebenefitsdeclineoftheecologicalagriculturewithcommodityeconomyinAnsaiCounty.(2).TheunreasonableofecologicalagriculturewithcommodityeconomyinAnsaiCountywasmainlyresultedfromtheunpairedofutilizationofagriculturalresourcesandthedevelopmentofagriculturalindustry.Itshowedthatthechainnetworkwasincompleteduringtheagriculturedevelopment.TherationalutilizationofforestandgrassresourcesistheproblemthaturgentlyneededtobesolvedinthefuturedevelopmentofagricultureinAnsaiCounty.(3).RationalutilizationofforestandgrassresourcesisthekeypointoftheoptimizationofecologicalagriculturemodelwithcommodityeconomyinAnsaiCounty.Differentdegreesofgovernmentinterventionwillleadtodifferentefficiencyofresourceutilization.Accordingtothesizeofobjectivefunction,theorderofthevariousprogramsis:cooperativegroupperfectlycompetitivesystemcontractsystemrentlimitedcontrolcompletelycontrol.Amongthem,cooperativeprogramnotonlyhasthehighestbenefits,butalsocanliberatetherurallaborforcegradually.Itishelpfultoimprovethebargainingpoweroffarmersinthemarketandabilitytotakerisks,itisalsohelpfultorationalizationofthefarmersdecision-makingandaswellastheoptimizationofindustrialstructureofecologicalagriculturewithcommodityeconomy.Therefore,thecooperativeprogramistheoptimalprogramofthecurrentdevelopmentofecologicalagriculturewithcommodityeconomyinAnsaiCounty.4Thesmallcooperativegroupinperfectlycompetitivecontexthaseconomicbenefitsof2725.5847millionyuan,thelanduseproportionofagriculture,forestryandanimalhusbandryis1:3.73:3.
