IGENERALPRINCIPLES1.BillsofquantitiesBillsofquantitiesshallfullydescribethematerialsandworkmanshipandaccuratelyrepresenttheworktobeexecuted;workwhichbyitsnaturecannotbeaccuratelymeasuredshallbedescribedasprovisional.Provisionalitemsorsectionsshallrepresenttheworktobecarriedoutasaccuratelyasisreasonablepossible.2.PrinciplesofmeasurementThisStandardMethodofMeasurement,whilstaimingatprovidinguniformunitsofmeasurementandstandardallowances,etc.,isadefinitionofprincipleratherthananinflexibledocument.InparticularandexceptionalcasetheSurveyorisexpectedtousehisdiscretionandtoadoptspecialmethods,providedtheprinciplesofmeasurementlaiddownareobservedandtheintentioninmadecleartoEstimator.Ifitisintheinterestofaccurateandpracticalestimating,hemaygivemoredetailedinformationthanisdemandedbystrictadherencetothisdocument.3.ApplicabilityofmethodsofmeasurementThemethodsofmeasurementlaiddownshallbeapplicabletothepreparationofBillsofQuantitiesbeforetheworkincommencedequallywithmeasurementoffishedwork.4.Unitsofmeasurementa.Thefollowingunitsofmeasurementshall,exceptashereinafterprovided,beadoptedthroughout:-(1)Itemsgivenbyweight-kilograms(2)Itemsgivencube-cubicmeter(3)Itemsgivensuper-squaremeter(4)Itemsgivenrun-linearmeter(5)Itemsenumerated-numberb.Eachmeasurementshallbetakentothenearest10millimeters(i.e.5millimetersandovershallberegardedas10millimetersandlessthen5millimetersshallbedisregarded).Thisruleshallnotapplytoanydimensionsstatedindescriptions.5.DrawingsandSpecificationThedrawingsformwhichtheBillsofQuantitieshavebeenpreparedshallbelistedandreferenceshallbemadetoanySpecificationonwhichtheBillsofQuantitiesdescriptionsarebased.6.Unitsofbillinga.Wheretheunitofbillingisthemeter,quantitiesshallbebilledtothenearestwholeunit.Fractionofaunitlessthanhalfshallbedisregardedandallotherfractionsshallberegardedaswholeunits.b.Wheretheunitofbillingisthekilogram,quantitiesshallbebilledtothenearestwholeunit.Fractionsofaunitlessthanhalfshallbedisregardedandallotherfractionsshallberegardedaswholeunits.c.WheretheapplicationofthisClausewouldcauseanentireitemtobeeliminated,suchitemshallbebilledasonewholeunit.d.Whenbillingitemsofvariationorremeasurementinadjustmentofaccounts,omissionsandadditionsofitemswheretheunitofbillingisthemetershallbebilledtothenearestonetenthofawholeunit,andwheretheunitofbillingiskilogramshallbebilledtothenearestwholeunit.7.WorkmeasurednetUnlessotherwisestated,allworkshallbemeasurednetasfixedinitsplace.8.OrderofdimensionsIngivingdimensionstheordershouldbeconsistent,andgenerallyinthesequenceoflength,widthandheight.9.CostsheldtobeincludedinitemsEachitemshall,unlessotherwisestated,beheldtoincluded:-a.Laborandallcostsinconnectiontherewith.b.Materials,goodsandallcostsinconnectiontherewith(e.g.conveyance;delivery;unloading;storing;returningpackings;handing;hoisting;lowering).c.Fittingandfixingmaterialsandgoodsinposition.d.Useofplant.e.Allcuttingandwaste.f.Establishmentcharges.Overheadchargesandprofit.10.MinimumdeductionsWhereminimumdeductionsofvoidsaredealtwithinthisdocumenttheyshallreferonlytoopeningsorwantsdetachedfromtheboundariesofshespacemeasured.Openingsandwantscausedbyprojectionsfromtheboundaryofthespacemeasuredshallalwaysbethesubjectofdeduction,irrespectiveofsize.11.GroupingofpipesizesPipesortubing(whichtermsshallbesynonymousfortheserulesofmeasurement)shallbedescribedbytheirinternaldiameterunlessotherwisestated.Whererequiredbytherulesofthisdocumentpipesshallbegroupedtogetherwithinthefollowinglimitsanddescribedas:-a.Smallpipes(pipesnotexceeding55millimetersdiameter).b.Largepipes(pipesexceeding55millimetersbutnotexceeding110millimetersdiameter).c.Pipesexceeding110millimeters(diametertobestated).12.CircularworkWherecircularworkisrequiredbyrulesofthisdocumenttobekeptseparateitshallbegroupedtogetherwithinthefollowinglimitsanddescribedasbeingto:-a.Smallradius–anyradiusnotexceeding300millimeters.b.Mediumradius–anyradiusexceeding300millimetersbutnorexceeding1.5meters.c.Largeradius–anyradiusexceeding1.5meters.132.ProvisionalandPrimeCostSumsTheuseofthetermsProvisionalandPrimeCostSumsshallbemadeinconformitywiththefollowingdefinitionsunlessotherwiseprovidedintheconditionsofcontract.a.Theterm“ProvisionalSum”shallmeanasumprovidedforworkorcostswhichcannotbeentirelyforeseen,definedordetailedatthetimethetendingdocumentsareissued.b.Theterm“PrimeCostSum”shallmeanasumprovidedforworkorservicestobeexecutedbyaNominatedSub-ConstructororformaterialsorgoodstobeobtainedfromaNominatedSupplier.SuchsumshallbedeemedtobeexclusiveofanyprofitorattendancerequiredbytheMainContractorandprovisionshallbemadefortheadditionthereof.14.Workunderreservoir,riverorseawaterAllworkexecutedinorunderreservoir,riverorseawatershallbegivenseparatelystatingthelevelsofhighandlowwaterwhereapplicable.15.WorkincompressedairAllworkrequiredtobecarriedoutincompressedairshallbegivenseparately.16.GenerallyEachSub-SectionofaTradeshallbereadinconjunctionwiththeGeneralRulesandPrinciplesdetailedin“Clause1.Generally”ofthatTrade.IIPRELIMINARYPRELIMINARYPARTICULARS1.Employer,ArchitectandQuant
