能源、电力行业及电网规划ENERGY,POWERSECTORANDGRIDPLANNING能源基地建设及电力中长期发展规划深化研究摘要:能源基地建设及电力发展规划包括煤电基地、水电基地、核电、受端市场、国际能源合作、电网发展等多个方面,与资源、环境、运输、需求等诸多因素相关联。本次研究的重点是煤电基地建设、受端市场空间和输煤输电比较等。在送端,主要研究山西、陕西、宁夏、蒙西、锡盟、呼盟及新疆哈密等七个煤炭产区的煤炭资源及开发规划、燃煤电厂建设前期项目、水资源供给能力、环境空间等相关因素及当地电力需求发展,以论证各煤电基地的开发规模和送出能力;同时整合已有的西部地区大型水电站开发论证成果,进一步研究各流域水电站开发时序与输电通道、送电市场等关系,形成西部水电开发及外送能力研究成果。在受电端,主要研究京津冀鲁、华中东四省、华东四省一市等十三个受端省(直辖市)经济社会发展对电力的需求,综合考虑当地环保、一次能源资源等情况,研究受端电网接受外电的市场空间问题。关于输煤输电比较,综合考虑经济性、能耗、环境、占用土地及区域经济协调发展等因素,以比较七个煤炭产区到十三个受端省(直辖市)输煤输电的综合效益。最终以电力供应总成本最低为目标,构建了电力与能源、运输、环境协调发展的全局优化模型,并研究提出了实用求解方法,为优化电力布局提供了完整的解决方案。对七个煤炭产区到受端十三个省(直辖市)的电力输送进行了全局优化,给出了电力流合理流向和规模,为优化全国电力布局,编制特高压电网规划,提供了重要参考依据。研究成果包括总报告1册,煤电基地建设规模及外送目标市场优化研究报告1册,七个煤炭产区煤电开发及外送综合研究报告7册,十二项专题研究报告24册。该研究获得2007年度国家电网公司科技进步特等奖。关键词:煤电基地;水电基地;核电基地;特高压;电力规划;输煤输电;环境空间;电力流;受端市场空间FurtherResearchonEnergyBasesConstructionandPowerPlanningofLong-termDevelopmentAbstract:Energybaseconstructionandlong-termplanningforelectricpowerindustryincludecoal-powerbases,hydropowerbases,nuclearpowerbases,marketofpower-inputtedregions,internationalenergycooperation,powergriddevelopment,andarerelatedwithmanyfactorssuchasresources,environment,transportationanddemand.Coal-powerbaseconstruction,marketofpower-inputtedregionsandcomparisonofcoaltransportationandpowertransmissionaremainlystudiedinthisresearch.Inpower-outputtedregionsincludingShanxi,Shaanxi,Ningxia,InnerMongoliaandXinjiang,coalresourcesexploitation,coal-powerplantconstruction,waterresourcessupplycapability,environmentalspaceandlocalpowerdemandarestudiedtoconfirmtheexploitationscaleandexportationabilityofeverycoal-powerbase.Atthesametime,withpreviousresearchonwesternlargehydropowerplantsconsidered,exploitationscheduleofhydropowerplantsineverydrainagearea,powertransmissionroutewayandaimingmarketarefurtherstudied.Inpower-inputtedregions,powerdemandofthirteenprovincesisforecasted,withlocalenvironmentalproblemsandresourcesconsidered,marketspaceofpower-inputtedregionsisstudied.Economy,energyloss,environment,landutilizationandregionaleconomicdevelopmentareconsideredincomparisionwithcoaltransportationandpowertransmission,andthecomprehensivebenefitsareanalyzed.Takingthelowestpowersupply’stotalcostasthelastgoal,itestablishesglobaloptimizationmodelofpower,transportationandenvironmentalcoordinationdevelopment.Italsopresentspracticalsolutions,andsuppliesthefullsolvingprogramtooptimizethepowerdistribution.Itoptimizesthepowersupplyfromthesevencoal-richregionstothethirteenpower-inputtedregionsglobally,analyzesproperpowerflowandscale,andpresentsimportancereferencestooptimizethenationalpowerdistributionandplantheultra-high-voltagegrid.Theresearchconsistsofageneralreport,anoptimizationresearchreportonconstructionscaleandaimingmarketsofcoal-powerbases,sevensynthesisresearchreportsondevelopmentofcoal-firedplantsandpowerexportationinsevencoal-richregions,twenty-fourresearchreportsontwelvespecialitems.Thisresearchisawarded2007SGCCScientificandTechnicalExtraaward.Keywords:coal-powerbase;hydropowerbase;nuclearpowerbase;Ultra-highvoltage;powerplanning;coaltransportationandpowertransportation;environmentalspace;powerflow;powermarketofpower-inputtedregions
