保护我们的员工ProtectingOurPeopleSHE12条安全规定背景Context•十二条安全规定是亚联化科技SHE行为可持续项目的一部分，该项目主要关注：•TheHazardousActivityareonepartoftheLIANHETECHNOLOGYSHESustainableBehaviorsProgramthatfocuseson:—领导力（不要视而不见）Leadership（Don’tWalkPast）—积极参与Engagement（MEET)—制定规则（安全规定和黄金法则）DefinedRules（HAR’sandGoldenRules）—个人责任PersonalResponsibility（SIRAC）HazardousActivityRules12条安全规定HazardousActivityRules1.人员安全PersonalSafety2.生产管理Supervisionofwork3.登高管理WorkingandLockout4.隔离上锁IsolationandLockout5.连锁与接地InterlocksandGuarding6.移动设备安全MobileEquipmentSafety7.用电安全ElectricalSafety8.局限空间ConfinedSpace9.热作业HotWork10.吊装与承载Lifting＆SupportingLoads11.个人防护PersonalProtectiveEquipment12.工作适应FitnessForWork安全规定一HazardousActivityRuleNo.1人员安全PERSONALSAFETY对所有工作都要做到AllWorkrequires—对所有的危害进行识别，评估并采取措施予以控制（或通过工厂报告流程报告）Allhazardstobeidentified，assessedandcontrolsputplace（Orreportedusingtheprocess）—严格执行工作许可证制度Proceduresandpermittoworkrequirementscompliedwith—所有事故和危害都必须报告Allincidentsandhazardstobereported—任何人不得凌驾或干涉安全规定Safetyprovisionstoneverbeoverriddenorinterferedwithbyyourselforother—强化员工间的安全行为Reinforcementofsafebehaviorsamongstco-workers生产管理SUPERVISION生产管理人员必须保证Ifyousupervisetheworkofothersthenyoumastensure:Reinforcementofsafebehaviorsamongstco-workers—遵守操作规程Compliancetotheserules—遵守并理解工作许可证制度Proceduresandpermittoworkarecompliedwithandunderstood—一旦发现不安全的行为或状况要立即纠正（不要视而不见）CorrectiveactionistakenwhenyouobserveanUnsafeActorUnsafeCondition(Don’tWalkPast)安全规定二HazardousActivityRuleNo.2安全规定三HazardousActivityRuleNo.3登高作业WORKINGATHEIGHT为了防止人或物从高处坠落，在离工作基准面2米以上高度工作必须遵守TopreventpersonsorobjectsfallingfromheightthefollowingMUSTbeappliedforworkperformedabove2mfromtheground:—固定的或临时的工作平台要有符合安全设计标准的围栏；或佩戴悬挂点必须能承受坠落冲击力的安全带Fixedortemporaryworkplatformstomeetsafedesignstandardswithaguardrailinstalledorsafetyfarnesssecuredtoananchorpointstrongenoughtowithstandafall—工作平台（脚手架）下面要有围栏以防止人和车进入该工作区域Lowerlevelstobebarricadedtostoppeopleandtrafficpassingundertheworkarea隔离上锁ISOLATIONANDLOCKOUT所有机器设备在开机前均必须隔离并测试，包括Allmachineryandorequipmentmustbeisolatedandtestedpriortobeingworkedupon,including:—所有能产生危害的能量源Allhazardousenergysources—使用安全锁和安全卡（如果安全锁不能被识别时需要安全卡）Applicationofpersonaldangerlockandpersonaldangertag(tagrequirediflockisnotapersonallockwithidentification)安全规定四HazardousActivityRuleNo.4连锁与防护INTERLOCKSANDGUARDING禁止以下操作Itisprohibitedto:—在设备运行时拆卸设备防护装置或接近设备，Removeamachineguardoraccessthemachine/equipmentwhilethemachine/equipmentisbeingoperated;—绕过/跨越任何操作连锁或安全连锁Bypass/overrideanyoperationalorsafetyinterlocks安全规定五HazardousActivityRuleNo.5移动设备安全MOBILEEQUIPMENTSAFETY移动设备只有在保证其是安全的情况下才可以使用，这意味着：Youcanonlyoperatemobileequipmentwhenyouknowitissafetodoso.Thismeans:—移动设备使用前必须进行检查以保证处于安全状态Themobileequipmentmustbeinspectedandinsafeconditiontooperate—只有经过培训、考核并取得操作资格的人员才能操作（如叉车，升降平台、剪刀式升降机等）Onlyoperatedbypersonnelwhohavebeentrained,assessedandcertifiedinthatmobileequipmentoperations(egforklift,EWP,scissorlift,etc)安全规定六HazardousActivityRuleNo.6用电安全ELECTRICALSAFETY使用电器设备前必须保证其处于安全状态BeforeusingelectricalequipmentYoumustensurethatitisinasafecondition.thismeans：—像焊机这样的电动工具要充分绝缘，定期检查并指示器所处的状态Electricalpowertoolsincludingweldingmachinesareproperlyinsulated,checkedandtagged—电源线接头必须是适用的并保持完好无损Fittingstoelectricalpowerleadsmustbedesignedforthatpurposeandfreefromdamage—临时电源必须有：Temporaryelectricalsuppliesmusthave:漏电保护装置ResidualCurrentDevice(RCD)forsocketcircuits电源的设计安装和测试必须由专业人员进行Designed，installedandtestedbyacompetentperson安全规定七HazardousActivityRuleNo.7安全规定八HazardousActivityRuleNo.8局限空间安全CONFINEDSPACESAFETY下列情况不得进入局限空间Nopersoncanenteraconfinedspace:—局限空间进入许可没有得到批准Withoutanauthorizedconfinedspaceentrypermit—未完成气体检测，没有监护人员在现场WithoutgastestingbeingcompletedandStand-bypersononplace—缺乏进入局限空间所需要的安全知识Knowledgeofthesafetyrequirementsofthepermit—没接受过局限空间进入培训和风险评估Withoutappropriateconfinedspaceentrytrainingandassessment热作业HOTWORK热作业必须做到：Hotworkcanonlybeperformed:—在指定的热作业区域以外进行热作业必须有热作业许可Outsideadesignatedhotworkareawithahotworkpermit—所有气瓶必须固定在建筑物上并保持直立Allgascylindersmustbesecuredtoastructureinanuprightposition—所有设施在使用过程中都应处在安全状态，包括气割气焊的回火器Allequipmentissafetooperateincludingflashbackarrestorsforgaswelding/cuttingequipment安全规定九HazardousActivityRuleNo.9安全规定十HazardousActivityRuleNo.10吊装与设备的承重LEFTINGANDSUPPORTINGLOADS重物的吊装必须保证在安全的情况下方可进行Youcanonlyliftorsuspendaloadwhenyouknowitissafetodoso.thismeans—所有吊装设备（吊绳/吊钩）使用前必须处于安全状态Allliftinggear/tackle(slings/hooks)mustbeinasafeconditionbeforebeingused—吊装作业人员必须经过培训。考核并取得操作资格后方可上岗Onlypersonneltrained,assessedandcertifiedinliftingandslingingareauthorizedtoslingandliftloads—吊装人员在吊装前必须清楚吊装区域及重物移动方向Theliftingareaanddirectionoftravelfortheloadmustbeclearofallpersonnelbeforetheloadcanbelifted个人防护PERSONALPROTECTIVEEQUIPMENT任何时候都必须按下列要求穿戴防护用品:YoumustweartherequiredPersonalProtectiveEquipment(PPE)atalltimesasoutlinedon:—工作指导书的要求Work/taskinstruction—工作许可证的要求Workpermits—工作区域个人防护用品标识的要求SiteandhazardousworkareaPPEsignageforworking/enteringaworkarea—防护用品与工作搭配表的要求PPETaskHazardMatrix—防护用品必须保持清洁完好YoumustensureyourPPEiscleanandmaintained安全规定十一HazardousActivityRuleNo.11安全规定十二HazardousActivityRuleNo.12工作适应FINES
