中国人民大学硕士学位论文枣庄矿业集团军事化管理研究姓名:曹强申请学位级别:硕士专业:@指导教师:卢东斌20070410187819983080%20001234200024200550019020010710092006,1ABC2AbstractThepredecessorofShandongZAOZHUANGCOALMININGGROUPCO.,LTDisZhongxingofficefor1878--ThefirstnormalshareholdingcoalenterpriseinChina'shistory,withKailuancolliery,FushuncollierycalledChinainitiallythreemajorcollieriesatthattime.Developingconstantlyafterliberation,establishtheZaozhuangmineralbureau.ZAOZHUANGCOALMININGGROUPCO.,LTD,ReformedsystemforZaozhuangminingindustry(group)limitedcompanyin1998,becamealarge-scalegroupcompanytakingcoalasstapleofstate-runindividualproprietorship.FromthelatterQingdynastytoRepublicofChinatothenewChina'sestablishment,theoregroupalsoindevelopsalongwiththetimedevelopment,namelyhasinheritedtheexcellentworkingstylewhichtheLunanpeopleuniquediligent,beartheburdenofresponsibility,alsofollowscloseonthetimethefootstepstokeeppacewiththetimesdarestoinnovate.Butafterenterprise'sreform,itisheavybecauseofagingofmine,burdenthattheresultofmanagementisunsatisfactory,thetradedevelopsdepressedly,oldoreofacenturyfallsintothelowebbofthelife:Enterprise'sinternalandexternaldebtareupto3billionyuan,asset-liabilityratioexceeds80%.Inthefaceoftheseveresituation,theneworeleadinggroupbegandrasticalreformandinnovationin2000.Ingoingthroughtheorethinking,carryonthemanagementinnovation,thegropecarryonenterprise'sreform,pursuethedebt-to-equityswap,unloadthedebtburdenoflosingenterprises,gointobattlewithalightpack.Buttheflourishingdevelopmentwithenterprises,theworkinglevelofmechanismofmanagementandthestaffinsideenterprisescannotcatchupwiththedevelopmentandrenewalofscienceandtechnologyofenterprises.Itshowsconcretelyasfollows:1,Theconceptisrigidandoutmoded,theworkerhasdifferentquality.2,Themanagementstyleisextensive,lackeffectiveencouragementtiedmechanism.3,Controlandloseefficiencyinsideenterprises,thescaleadvantage3isexhausted.4,Thesituationofsafetyinproductionissevere.Enterprisesneedbreakingthroughthebottleneckofenterprise'sdevelopmentthroughthemanagementinnovationbadly.Throughsquareinvestigationsmuchinsideandoutsideenterprises,theleadinggroupofthegroupdetermines,introduceminiaturizationadvancethereformingoveralllyofbusinessadministration,formthecorporateculturethattheadvantagecarriesoutstrengthfinally.Aftermilitarizingmanagement,nomatterfromthementalattitudeofenterprisestaff,ortheefficienciesofmanagementofenterprisesareallimprovedalot.Managementbenefitofenterprisesisimprovedtosomeextenttoo.Enterprise'sgrossincomehasbeenincreasedprogressivelywiththeannualaverageincreasingdegreeof2,400millionyuansince2000.Enterprisearrangeinanorder,dateoregroupoccupynational500tops190th,Chinapaytaxesof200good107,thewholecountrycoalenterprise100tops9th2005.In2006,winthetitleoffirstcitizenofbestenterpriseofShandong,isawardedtonationalmodelenterprisesbytheState-ownedAssetsSupervisionandAdministrationCommissionofPropagandaDepartmentoftheCPCCentralCommittee,theStateCouncil.Butthemanagementinnovationonepartywindsuitable,oldsomeideologyofhindrances,ontheotherhandeveninnovateone'sownqualityproblems.Theinterioremployeeofenterpriseshasone'sownviewstoo,Forexample,itwillmustusemandarinatworktopopularizemandarinwholly.Usethecivilizationtermextensively.Meetingtheleaderthefirsttimesadayshouldsalute,theleadershouldreturnasalute.Thestaffshouldgreeteachotherwhenmeetingeachother,nodandsmile.FilloutthoseABCcardsthatnoonebelieved,wastespaperandenergy,itisunnecessarytounifytheclothes.Theactualconditionsofthefoundationoregroupofthistext,managetheprincipleasthetheoreticaldirectionwithmanagementprincipleandarmy,passthemilitarymanagement,businessadministrationandcomparativeanalysisoftraditionalcultureofourcountry,havemilitarizedmanagementandcarriedonobjectiveanalysisandappraisaltothedateoregroup,haveputforwardrelevantsuggestionsofimproving.orexampleanalyzedthelong-terminfluenceonmilitarizingmanagementofplannedeconomyofstate-ownedenterpriseofourcountry,firstofall,thethought4ofplannedeconomymakesenterprisestaffentertainthethoughtofmess.Underplannedeconomicsystem,itisunlimitedliabilityrelationsamongindividualandcountry,individualandcollective,collectiveandcountry.Ourcountryisinthemeansofproductionafterpublic-ownedsocialisttransformationfinishes,thecitizenshavebasicallyallbecomepublic-ownedstate-runorunitincollectiveworkers.Youeveryoneisequalinfrontofmeansofproduction,everybodyorbearunlimitedliabilitytotheunitcollectively.Meanwhile,unitandcollectivebearunlimitedliabilitytoeachcause.Underthesekindofsystem,lastpersonofthetheorywasobligatedtogivefullplaytodynamicrole,inconformitywithallcontributionstrengthwithoutreserveofthefinelonghairtothestateandcollective.Butinfact,itisonthecontrarytobescarce,becauseverysimpleaBuddhistmonkcarrieswatertoeat,twoBuddhistmonksliftedwatertoeat,threeBuddhistmonkshadnowatertoeat.Peoplealwayshopeotherscanbearmoreresponsibility,inthelarge-scalestate-ownedenterprise,becauseofguaranteethatisreceivedbeingabundant,alotoflowsensesofresponsibilitytothetissue,goalofstaffareinfluencedbyunlimitedliabilityunderplannedeconomicsys
