220kV变电站计算机监控系统专用技术规范智能变电站辅助系统综合监控平台技术规范(范本)使用说明1.本技术规范分为通用部分、专用部分。2.项目单位根据需求选择所需设备的技术规范,通用技术规范、专用技术规范固化的参数原则上不能更改。3.项目单位应按实际要求填写“项目需求部分”。如确实需要改动以下部分,项目单位应填写专用技术规范“表6项目单位技术差异表”并加盖该网、省公司物资部(招投标管理中心)公章,与辅助说明文件随招标计划一起提交至招标文件审查会:1)改动通用技术规范、专用技术规范固化的参数;2)项目单位要求值超出标准技术参数值;3)需要修正污秽、温度、海拔、覆冰厚度、耐地震能力等条件。经标书审查会同意后,对专用技术规范的修改形成“项目单位技术差异表”,放入专用技术规范中,随招标文件同时发出并视为有效,否则将视为无差异。4.对新建工程,项目单位应遵循通用技术规范部分的一次、二次及土建的接口要求。对扩建工程,项目单位应在专用技术规范提出与原工程相适应的一次、二次及土建的接口要求。5.技术规范的页面、标题、标准参数值等均为统一格式,不得随意更改。6.投标人逐项响应专用技术规范中“1标准技术参数表”、“2项目需求部分”和“3投标人响应部分”三部分相应内容。填写投标人响应部分,应严格按招标文件专用技术规范的“招标人要求值”一栏填写相应的招标文件投标人响应部分的表格。投标人填写技术参数和性能要求响应表时,如有偏差除填写“表7投标人技术偏差表”外,必要时应提供相应试验报告。220kV变电站计算机监控系统专用技术规范目次智能变电站辅助系统综合监控平台技术规范(范本)使用说明··················································951总则·························································································································971.1一般规定················································································································971.2标准和规范··············································································································971.3投标人必须提交的技术参数和信息····················································································981.4安装、调试、性能试验、试运行和验收···············································································982技术要求···················································································································992.1环境条件················································································································992.2工作条件················································································································992.3基本技术条件···········································································································992.4技术性能要求·········································································································1003试验·······················································································································1103.1型式试验··············································································································1103.2出厂试验··············································································································1103.3现场试验··············································································································1104其他要求·················································································································1114.1质量保证··············································································································1114.2技术服务··············································································································1114.3工厂检验和监造·······································································································1134.4包装运输和储存·······································································································113220kV变电站计算机监控系统专用技术规范1总则1.1一般规定1.1.1投标人及所投产品制造商必须有权威机关颁发的ISO9001系列的认证书或等同的质量保证体系认证证书。投标人应具备计算机系统集成一级资质。投标人及制造商应已设计、制造和提供过同类设备,且使用条件应与本工程相类似,或比规定的条件更严格。如发现有失实情况,招标方有权拒绝该投标(详见招标文件商务部分)。1.1.2本技术规范提出的是基本技术要求,未尽的相关技术细节可在技术谈判中商定,投标人应提供符合DL、GB、IEC最新版本的标准和本技术规范要求的产品。1.1.3投标人必须逐项响应本技术规范中的要求,如有与本技术规范要求不一致的地方,必须逐项在专用技术规范的“投标人技术偏差表”中列出。1.1.4本技术规范经买卖双方确认后,作为合同的附件,与合同正文具有同等的法律效力。1.1.5本技术规范中涉及有关商务方面的内容,如与招标文件的《商务部分》有矛盾时,以《商务部分》为准。1.1.6本技术规范未尽事宜,由招标人或买方和中标人在合同技术谈判时双方协商确定。1.1.7如果卖方没有以书面形式对本技术规范的条文提出异议,则意味着卖方提供的设备(或平台)完全符合本技术规范的要求。如有异议,不管是多么微小,都应在报价书中以“对规范书的意见和同规范书的差异”为标题的专门章节中加以详细描述。1.1.8投标产品应具备国家或电力行业检验检测机构颁发的合格证书,并在投标文件中提供。1.1.9本技术规范中通用技术规范各条款如与专用技术规范有冲突,以专用技术规范为准。1.1.10投标文件应对招标文件进行逐条应答,还应包含以下内容:平台型号、总体技术方案、平台结构图、性能指标、试验报告(有效期内)、产品说明书、质量承诺书等。1.2标准和规范1.2.1合同中所有设备、备品备件,包括卖方从第三方获得的所有附件和设备,除本技术规范中规定的技术参数和要求外,其余均应遵照最新版本的电力行业标准(DL)、国家标准(GB)和IEC标准及国际单位制(SI),这是对设备的最低要求。投标人如果采用自己的标准或规范,必须向买方提供中文和英文(若有)复印件并经买方同意后方可采用,但不能低于DL、GB和IEC的有关规定。1.2.2执行的标准表1卖方提供的设备和附件需要满足的主要标准标准号标准名称GBJ115工业电视系统工程设计规范GB/T2423.10电工电子产品基本环境试验规程GB4798.4电工电子产品应用环境条件无气候防护场所使用GB/T6995电线电缆识别标志方法GB12322通用性应用电视设备可靠性试验方法GB12663防盗报警控制器通用技术条件GB/T13729远动终端设备GB/T14429远动设备及系统——术语GB/T17626.2静电放电抗扰度试验GB/T17626.3射频电磁场辐射抗扰度试验表1(续)220kV变电站计算机监控系统专用技术规范标准号标准名称GB/T17626.4电快速瞬变脉冲群抗扰度试验GB/T17626.5浪涌(冲击)抗扰度试验GB/T17626.6射频场感应的传导骚扰抗扰度GB/T17626.8工频磁场的抗扰度试验GB50198民用闭路监视电视系统工程技术规范GB50217电力工程电缆设计规范DL451—1991循环式远动规约DL476电力系统实时数据通信应用层协议DL/T860变电站通信网络和系统Q/GDW383智能变电站技术导则Q/GDW393110(66)kV~220kV智能变电站设计规范Q/GDW394330kV~750kV智能变电站设计规范GA/T367视频安防监控系统技术要求YD610PCM基群信令接口设备技术要求和测试方法YD/T980全介质自承式光缆ISO/IEC14496-2MPEG4视音频编解码标准-视听对象的编码(6部分)IEC60870-5-101基本远动任务配套标准IEC60870-5-103继电保护设备信息接口配套标准IEC60870-5-104远动网络传输规约IEEE802.310BASE-T以太网接口标准IEEE802.3U100BASE-TX快速以太网接口标准CCITTG.703脉冲编码调制通信系统网路数字接口参数标准ITU-TH.323网络电视电话系统和终端设备标准ITUH.263视音频编解码标准ITUH.264视音频编解码标准注本技术规范使用的电力术语定义及中英文解释见GB/T14429。1.3投标人必须提交的技术参数和信息1.3.1技术参数响应表、技术参数偏差表及相关技术资料。1.3.2投标产品的特性参数和特点。1.3.3与其他设备配合所需的相关技术文件和信息。1.4安装、调试、性能试验、试运行和验收1.4.1合同设备的安装、调试将主要由卖方负责,买方配合。1.4.2合同设备的性能试验、试运行和验收根据本技术规范规定的标准、规程、规范进行。1.4.3完成合同设备安装后
