船舶航行、停泊值班制度RulesforDutyinNavigation&inPort一、航行值班制度RulesforDutyinNavigation1.总则GeneralRules1.1.船舶航行中,所有值班人员,必须严格遵守各项规章制度;以高度的责任感,认真、谨慎、果断地操作,确保安全航行。Duringnavigationallthecrewondutyshouldcomplywithalltherulestoensurethesafenavigationbyearnestprudentialanddecisiveoperation.1.2.值班人员不得闲谈、看阅书报和擅离岗位。Thecrewondutyisprohibitedtochatting,readingandmissingduty.1.3.下达的舵令和车钟口令及各项操作时要准确、清晰,受令者应清楚回令,立即执行,并汇报执行完成情况。Theordersforrudderandenginetelegraphmustbeannouncedaccuratelyandclearly.Theexecutorsmustrepeattheordersclearlyandexecutetheoperationpromptlyandreporttheoperationresult.1.4.如船长、轮机长分别在驾驶台或机舱,但未声明亲自接替指挥时,值班驾驶员、轮机员不应放弃其值班责任;在船长,轮机长接替指挥操纵后,值班驾驶员、轮机员仍应履行值班职责。Thedutyofficerorengineershallberesponsibleforoperations,despitethepresenceofthecaptainonthebridgeorthechiefengineerintheengineroom,untilspecificallyinformedthatthecaptainorchiefengineerhasassumedthatresponsibilityandthisismutuallyunderstood.1.5.航行中未经船长同意:Withoutthecaptain’sapprovalduringnavigation1.5.1.值班驾驶员、轮机员除了因紧急应变必须短暂转向或变速外不得改变规定航向和车速。Thedutyofficerandthedutyengineershouldnotalterthecourseandspeedexceptbriefchangeforcourseand/orspeedinemergency.1.5.2.不得改变船长发布的有关安全航行措施;如发现与实际情况不符或执行上有困难时,立即报告船长,由其决定。Thedutycrewshouldnotchangeanysafenavigationmeasurementorderedbycaptain.Ifthedutycrewfindsthatitisdifficulttocomplywithoritisnotconsistentwiththeactualcondition,theyshouldreportthefacttocaptainandwaitforcaptain’sdecision.1.5.3.不得灌入、排出、移注淡水及压舱水。Thedutycrewshouldnotballastordeballastortransferfreshwaterand/orballastwater1.6.值班驾驶员、轮机员在遇到认为自己不能解决的困难时,应即报告船长或轮机长;船长或轮机长接到报告后立即奔赴现场。Thedutyofficerorthedutyengineerencountersthedifficultythatcannotbesolvedbythemselves,theyshouldreportthesituationtothecaptainorthechiefengineerimmediatelyandthecaptainorthechiefengineershouldattendthescenerightnow.1.7.值班水手、机工等人员的轮值班时间,分别由大副、大管轮编制值班时间表轮值。大副及大管轮用晚餐时,分别由三副、三管轮暂代其值班职责;用餐时间一般不超过半小时。TheshiftsinturnfordutysailersoroilerstobecarriedoutaccordingtothedeckdutyscheduleortheengineroomschedulemadebyC/Oor2ndengineer.Thechiefofficerissubstitutedbythirdofficerandthesecondengineerissubstitutedbyfourthengineerfordinner.Normallythetimefordinnercannotbeoverhalfanhour.1.8.值班驾驶员、轮机员、GMDSS操作员等应按要求认真、完整、详细记录航海日志、轮机日志、电台日志等。Thedutyofficer,engineerandGMDSSoperatorshouldearnestlyentirelyanddetailedlyrecordthelogbook,enginelogbookandradiobookbasedonrelevantrules.2.交接班制度RulesforDutyHanding/TakingOver2.1.交接班人员应在正点前三十分钟叫班,接班人应提前十五分钟到达岗位;接班逾时未到,当值人员不得擅离岗位,并报告船长、轮机长。Thehandingcrewshouldinformthetaking-overcrewhalfanhourearlierthanfinishinghourandthetaking-overcrewshouldarriveattheworkingsite15minutesearlier.Ifthetaking-overcrewdoesnotarriveattheworkingsiteonschedule,thehandingcrewshouldnotleavetheworkingsiteandreportthesituationtothecaptainorthechiefengineer.2.2.交班人必须按交接项目,详细交接,待接班人员了解清楚后方可离开值班岗位。Thehandingcrewshouldhandoveralltheitemsdetailedlyandheonlycanleavetheworkingsiteafterthetaking-overcrewknowwellalltheitems.2.3.交接班人员在交接班时发生意见分歧应报告船长、轮机长,按船长、轮机长的意见交接,并将情况记入有关日志。Ifanydisputebetweenthehandingcrewandthetaking-overcrew,themattershouldbereportedtothecaptainorthechiefengineer.Thecaptain’sorthechiefengineer’ssuggestionshouldbefollowedandallsituationshouldberecordedinrelevantlogbook.2.4.凡遇下列情况者暂缓交接:Dutyhanding/takingovershouldbesuspendedwhenthefollowingconditionarises2.4.1.将要指挥船舶避让时;Commandgivingwaytoanothervessel2.4.2.在险要地段指挥航行时;Commandsailingduringthedangerouswaterarea2.4.3.接拖或解拖时;TugonorTugoff2.4.4.已动车准备靠离码头时,值班水手可暂缓交接;Thedutysailorshouldsuspendthehanding/takingoverwhenmaneuveringforberthingorunberthing.2.4.5.机电设备发生故障,集中力量进行处理时;Engineorelectricequipmentfoundintroubleandbeingrepaired.2.4.6.船舶发生事故及进行各项应变时;Anaccidentoccurredandinemergencyarrangements2.4.7.经船长和轮机长指示暂缓交接者。Thecaptainandthechiefengineerordertosuspendthehanding/takingover3.航行值班驾驶员的职责Responsibilitiesofthedutyofficerinnavigation3.1.严格遵守有关避碰规则及当地港口的特殊规定。StrictlycomplywithInternationalregulationsforpreventingcollisionatseaandspecialstipulationoflocalports.3.2.不得中断了望,尤其在夜间、航区复杂视线不良时;如果驾驶员需要进入海图室查阅海图,要督促水手加强了望,同时要尽量缩短时间。Shouldnotinterruptaproperlook-outbysightandhearingespeciallyatnight,incomplexwaterareaandwithrestrictedvisibility.Shouldurgethesailortokeeponwatchanddohisbesttominimizetheroomtimewhenhegoesintothechartroom.3.3.确认陆标、灯标、浮标的外型及颜色等,核对出现方位无误方能应用;如发现异常,应记入航海日志,并通知二副及时改正和报告主管部门。Shouldcheckuptheshapeandcoloretc.ofthelandmark,lightbeaconandbuoyandutilizethemonlyafterthecorrectbearingshavingbeenconfirmed.Anyabnormalconditiontoberecordedinlogbook,informthesecondofficertorectifyitandreportthesametoauthorityincharge.3.4.对船长所采取的航线、风流压差及罗经差均应及时核对,遇疑问即报告船长。Shouldcheckuptheroute,angleofdriftandcompassdeviationdecidedbythecaptainandanydoubtiffoundshouldbereporttothecaptainintime.3.5.认真进行海图作业,按规定测定船位,能见度不良时应充分发挥助航仪器的作用,勤测船位。Chartoperationshouldbedoneearnestly.Measuretheship’spositionbasedonrulesandmeasureittimeaftertimebyaidoftheaidnavigationinstallationwhenrestrictedvisibility.3.6.按规定测算助航仪器误差,并认真记录;注意罗经的稳定性,防止故障。Calculatetheerrorofaidnavigationinstallationandrecordaccordingly.Payattentiontothestabilityofcompasstopreventfailure.3.7.通过渔船密集区域,应认真观察渔船动态,判断是否锚泊或
