ThedisputesbetweenchinaandPhilippine099班黄敏094050284林小婷094100527王欣宜094050298闵瑞华094050292Philippinename:PanatagShoal（帕纳塔格礁”）ItwaslocatedbetweentheMacclesfieldBank（马格斯菲特海岸）andLuzonIsland(吕宋岛)ofthePhilippinesintheSouthChinaSea.ManilaTrenchseparatestheshoalfromthePhilippinearchipelago.Thetrigger:Thedisputebeganwithastorm,whenthePhilippinessentawarshiptoharass12ChinesefishingvesselsthathadsailedintoHuangyanIslandwaterstotakeshelterduringbadweatherinearlyApril.Then，Chinesesurveillance([sə:'veiləns])shipspreventedaPhilippinewarshipfromarrestingChinesefishermenneartherockyislands,whichbothsidesclaimassovereignterritory.TheStatusofHuangyanIslandAphasetotakeplaceintheSouthChinaSea-anareathatcouldberichinoilandgas,andiscrossedbybusyshippinglanes.HuangyanIsland,agroupofreefsandisletsabout550nauticalmilesfromHainanIslandinSouthChina,haslongprovidedshelterforfishingshipsfromnearbyislandsandtheChinesemainland.Philippines’Excuses:ThePhilippinesclaimssovereigntytoHuangyanIslandonthegroundsthatitisthenearestcountry.ThePhilippinesclaimsthattheUnitedStatescontrolledHuangyanIsland,thusithasinheritedtheisland’ssovereigntyfromtheU.S.military.However,expertssaythatthePhilippines'toughstanceinitsrecentconfrontationwithChinaoverHuangyanIslandisanattemptbytheAquinoadministrationtoreviveitsdwindlingpopularity.HuangyanIslandBelongstoChinaAPhilippinescholarclaimthatHuangyanIslandbelongstoChina.TheshoalwasfirstdiscoveredanddrawninamapintheYuanDynastyasearlyas1279andwashistoricallyusedbyChinesefishermen.HuangyanislandproblemhaslastedforalongtimeAccordingtotheMinistryofAgriculture’sfisherydepartment,fourChinesefishingboatswereinterceptedbythePhilippinenavyinwatersaroundtheislandbetweenJanuaryandMarch1998,and51fishermenweredetainedforaboutsixmonths.InMay1999,aChinesefishingboatwasrammedbyaPhilippinewarshipandsunk,accordingtotheministry.From2000to2011,atleast32fishingshipscarryingatotalof439fishermenwerechased,robbedordetainedbythePhilippinenavy.ThelatesteventoccurredinApril.XuDetan,captainofoneofthe12fishingshipsharassed,hasnotrecoveredfromtheshockingencounterwiththePhilippinenavy.Philippines’actionsPhilippinePresidenthassignedabillthatdefinesthePhilippines'territorialwaters,includingtheHuangyanandNanshaislandsasPhilippines'territorialwaters.Filipinoheldanti-ChinademonstrationChina’sattitudeChina'sForeignMinistryhadissuedastatementtoexpressstrongoppositionandsolemnprotestaboutthelegislation.Huangyanislands,areakeypartofChineseterritoryandthatanyPhilippineclaimtothemisbaseless.Chinareaffirmeditspositionthattheanyothercountry'sclaimtoterritorialsovereigntyovertheHuangyanislandisillegalandinvalid.ChinaispreparedforescalationofHuangyanIslandincident.ChinaairlinecutsflightstoPhilippinesFishingbanstartsinSouthChinaSeaChineseDefenseMinistrydeniesPLA(People'sLiberationArmy)atlevel-2combatreadinessInfluenceontourismandfruitexportsInthePhilippineswillbebasicallynoChinesetouristgroups.Beijing,Shanghai,HangzhouandotherplacestoBoracayIsland,Philippinescharterhasbeensuspended.BananaexportstoChinahavebeengreatlyreduced.So,PhilippinesistryingtoopenupthemarketofJapan,theMiddleEast,theUnitedStatesandothercountriesinAsia.
