以开放促开发实现共同发展——吴仪在第七届中国西部国际博览会开幕式上的致辞2006-06-2109:59文章来源：商务部外事司文章类型：原创内容分类：新闻DevelopingWesternChinaandRealizingCommonDevelopmentthroughOpening-upAddressattheOpeningCeremonyofthe7thWesternChinaInternationalEconomy&TradeFairByMme.WuYi,VicePremieroftheStateCouncil25May2006,Chengdu各位来宾，女士们、先生们：Dearguests,LadiesandGentlemen,上午好！很高兴来到四川成都，出席的七届中国西部国际博览会。我代表国务院向本届博览会的举办表示热烈祝贺，向到会的各位来宾和海内外朋友表示诚挚的欢迎！Goodmorning!ItgivesmegreatpleasuretocometoSichuanandtoChengdutoparticipateinthe7thWesternChinaInternationalEconomy&TradeFair.OnbehalfoftheStateCouncil,IwouldliketocongratulateontheopeningoftheFairandtogreetourguestsandfriendsbothhomeandabroadwithaheartfeltwelcome.中国西部地区是中华民族的发祥地之一，在五千年的历史长河中创造了璀璨的华夏文明。西部地区拥有我国一半以上的国土面积，蕴藏着丰富的矿产资源，具有巨大的市场空间，在能源、农业、旅游、科技等诸多方面，具有较大优势和发展潜力。进入新世纪，党中央、国务院从我国改革开放和社会主义现代化建设全局出发，作出了实施西部大开发的重大战略决策。六年来，在中央和国务院的正确领导下，经过西部地区各族人民的艰苦奋斗、开拓创新，西部大开发取得了重大WesternChinaisoneofthecradlesoftheChinesepeople,andhasnurturedresplendentChinesecivilizationoverahistoryof5000years.WesternChinaaccountsforoverhalfofthetotallandareaofChina,andisendowedwithrichmineralresources,whichcanbetranslatedintohugemarketopportunities,andenablestheregionwithconsiderableadvantagesandgreatdevelopmentpotentialinvariousareasincludingenergy,agriculture,tourism,andscienceandtechnology.Inthenewcentury,theCPCCentralCommitteeandtheStateCouncil,inviewoftheoverallsituationofChina’sreformandopeningupandsocialistmodernizationdrive,havemadeamajorstrategicdecisiontodevelopWesternChina.Overthepast6years,our进展和明显成效：基础设施和投资环境不断改善，经济增长速度普遍加快，生态建设和环境保护得到加强，教育科技卫生等社会事业稳步发展，人才开发取得实效。最为重要的是，西部地区的人民群众得到了实实在在的好处；全国其他地区也从西部地区的发展中受益。effortsindevelopingWesternChinahavefruitedinmajorprogressandnoticeableresults,whichshouldbeattributedtothecorrectleadershipoftheCPCCentralCommitteeandtheStateCouncil,andthehardworkandthepioneeringandinnovativespiritofalltheethnicgroupsinWesternChina.Infrastructureandinvestmentenvironmenthavebeenimproving;economicgrowthhasbeenacceleratingatlarge;ecologicalconstructionandenvironmentalprotectionhavebeenenhanced;education,scienceandtechnology,healthcareandvariousothersocialcausesaredevelopingsteadily.Concreteeffectshavealsobeenreapedinhumanresourcesdevelopment.WhatisthemostimportantisthatthegeneralpublicofWesternChinahasobtainedtangiblebenefits,andotherregionsofChinaarealsobenefitingfromthedevelopmentofChina’sWest.西部大开发是中国的一项长期战略，不仅未来5年要继续加以实施，而且将贯穿于中国全面建设社会和现代化事业的全过程。随着西部大开发战略的深入推进，西部地区经济一定会持续快速健康协调发展，来自海内外的朋友们也一定能在这里获得更多的商机和更加广泛的合作空间。TodevelopWesternChinaisalong-termstrategyofournation,whichwillbeimplementednotonlyinthecoming5years,butthroughthecompleteprocessofourbuildingamoderatelyprosperoussocietyinanall-roundwayandrealizingmodernization.ThefurtheringoftheWestDevelopmentStrategywillleadtosustained,rapid,soundandharmoniouseconomicdevelopmentinthewest,whichwillinturnprovideourfriends,bothhomeandabroad,withmorebusinessopportunitiesandwiderroomforcooperation.中国西部国际博览会是西部地区集西部地区商品展销、经贸交流、招商引资、理论研讨于一体的大型国际经贸盛会，自2000年以来已在四川省连续成功举办了六届，50多个国家和TheWesternChinaInternationalEconomy&TradeFairisagrandinternationaltradeandeconomicgatheringthatincorporatescommoditydisplayandsales,andbusinessexchangesandinvestmentattractioninthewesternregion.Since2000,theFairhasbeenheldsuccessfullyinSichuanProvince地区的近2万名客商前来参会，现场成交额累计300多亿元，博览会已成为中国西部地区研讨加快实施西部大开发战略、开展国际经贸交流合作的重要平台，成为展示中国滋补历史文化底蕴、改革开放成果和美好发展前景的重要窗口。forsixconsecutiveyears.Accumulatively,nearly20,000visitorsfromover50countriesandregionsparticipatedintheFair,contributingtomorethanRMB30billionworthofdealsreachedonthespot.TheFairhasbecomeanimportantplatforminthewesternregionofChinaonwhichpeoplediscussandexploretheimplementationoftheWestDevelopmentStrategy,anddevelopinternationaltradeandbringforwardeconomiccooperation.IthasalsobecomeanimportantwindowthroughwhichWesternChinapresentstotheoutsideworldtheprofundityofitshistoricalandculturallegacy,thefruitsofitsopening-upandreformaswellasthebrightprospectofitsfuturedevelopment.第七届中国西部国际博览会以“开放、合作、共赢、发展”为主题，我认为符合滋补地区的发展需求和时代特点。四川省政府和国务院有关部门一定要精心组织，密切合作，充分发挥博览会平台作用，加大招商引资力度，切实做好会前会后项目洽谈和落实过程中的衔接与沟通工作，为参战各方商品展销、经贸交流创造有利条件。还要特别注意品牌建设和知识产权保护，建立和形成一套科学、高效、有序的组织管理体系，以公开、公正、公平的运作制度和诚信、热情、周到的服务招商招客。把本届博览会办出特色、办出水平。Thethemeofthe7thWesternChinaInternationalEconomy&TradeFairis“Open,Cooperation,CommonWinandDevelopment”,whichIthinkisconsistentwiththedevelopmentneedsofthewesternregionandthecharacteristicsofthetime.TheSichuanProvincialGovernmentandrelevantdepartmentsoftheStateCouncilmustcarefullyorganizetheeventandcloselycollaboratewitheachother,makefulluseoftheplatformprovidedbytheFairandintensifytheeffortstobringinforeigninvestment,makegoodconnectionandcommunicationforthebusinessnetworkingbefore,duringandaftertheFairandinthecourseoftheimplementationofthebusinessprojects,andfacilitatetheparticipationofallpartiesintheexhibitionsandotherbusinessexchanges.Moreover,specialattentionshouldbegiventothebuildingofbrandnamesandtheprotectionofintellectualproperty.Asetoforganizationandmanagementsystemsfeaturingscientificoperation,highefficiencyandorderlinessshouldbeestablished.Business
