Purpose. ThismanualprovidesguidanceforthedesignandconstructionofrailroadfacilitiesatU.S.Armymobilizationinstallations.2. Applicability. Thismanualisapplicabletoallfieldoperatingactivitieshavingmobilizationconstructionresponsibilities.3.Discussion.Criteriaandstandardspresentedhereinapplytoconstructionconsideredcrucialtoamobilizationeffort. Theserequirementsmaybealteredwhennecessarytosatisfyspecialconditionsonthebasisofgoodengineeringpracticeconsistentwiththenatureoftheconstruction.Designandconstructionofmobilizationfacilitiesmustbecompletedwithin180daysfromthedatenoticetoproceedisgivenwiththeprojectedlifeexpectancyoffiveyears.Hence,rapidconstructionofafacilityshouldbereflectedinitsdesign. Time-consumingmethodsandprocedures,normallypreferredoverquickermethodsforbetterquality,shouldbede-emphasized. Lessergradematerialsshouldbesubstitutedforhighergradematerialswhenthelessergradematerialswouldprovidesatisfactoryserviceandwhenuseofhighergradematerialswouldextendconstructiontime. Stateregulations.
