1目录前言··········································································21船舶预报制度·································································31.1内外贸集装箱、散杂货船舶预报·····································41.1.1外贸集装箱、散杂货船舶预报···································41.1.2内贸集装箱、散杂货船舶预报···································41.2船舶预计抵锚时间预报(以下条款适用于所有来港船舶)····42泊位计划的编排和确认·····················································42.1船舶动态信息的更新····················································42.2编排泊位计划·····························································52.3泊位计划的确认··························································52.4公布计划···································································52.5其他·········································································52.5.1预报不规范船舶·····················································62.5.2逾时未抵锚船舶·····················································63船舶抛锚规定·································································63.1船舶抵锚报到和高频守听··············································63.2外国籍船舶、危险品船舶抛锚管理··································73.3船舶进港抛锚·····························································73.4船舶擅自离开锚地·······················································74船舶靠离泊及移泊作业规定···············································74.1船舶靠离泊作业排序(适用于所有来港船舶)···················84.1.1先靠泊计划内后靠泊计划外······································84.1.2先到先靠泊···························································824.1.3优先安排靠泊之船舶类型·········································84.1.4特殊船舶靠泊安排··················································84.2靠离泊及移泊作业操作管理(适用于所有来港船舶)··········84.3对油品、液体化工、液化气船舶非生产性停泊的管理··········94.3.1非生产性停泊的时间限制·········································94.3.2码头泊位占用费的计费方式····································104.3.3对迟交或拒交码头泊位占用费情况的管理··················104.4其他(适用于所有来港船舶)·······································115国轮靠离泊作业·····························································115.1危险品船舶操作指引·················································125.2散杂货、集装箱船操作指引········································126.适用范围·····································································137.实施日期·····································································148.其它···········································································14附件一惠州港危险品船舶申报表·······································14附件二船舶资料复印件···················································15附件三海事单证原件1····················································16附件四海事单证原件2····················································17附件五惠州港船舶预报表················································18附件六船舶调度部泊位计划确认函····································19附件七惠州港锚地情况···················································20附件八惠州港锚地图(与附件八之坐标对应)·····················21前言3为规范对我司相关码头的来港船舶进出惠州港荃湾综合港区的管理,并连同所有港口使用者共同保障港口设施和船舶安全,维护良好的生产经营秩序,确保港口和使用者的合法权益,根据《中华人民共和国港口法》、《中华人民共和国海上交通安全法》、《中华人民共和国内河交通安全管理条例》和交通部《港口危险货物管理规定》、国务院《国际航行船舶进出中华人民共和国口岸检查办法》等有关水上交通安全的法律、法规的规定,我司特制定本规章制度。1船舶预报制度船舶来港前,船方及港方都需预先办理部分作业手续,同时本港需根据来港船舶装卸作业需要,提前制定泊位计划,相应要求来港船4舶所属船公司或其代理,按照《船舶预报制度》进行船舶预报。1.1内外贸集装箱、散杂货船舶预报1.1.1外贸集装箱、散杂货船舶预报外贸集装箱、散杂货船舶应由预报单位至少提前三天(即72小时),将填写完整的“惠州港船舶预报表”(附件五),以电邮或传真件的形式发送至我司船舶调度部。1.1.2内贸集装箱、散杂货船舶预报内贸集装箱、散杂货船舶应由预报单位至少提前一天(即24小时),将填写完整的“惠州港船舶预报表”,以电邮或传真件的形式发送至我司船舶调度部。1.2船舶预计抵锚时间预报(以下条款适用于所有来港船舶)外贸船舶至少提前3天,内贸船舶至少提前1天,由船舶预报单位向我司船舶调度部电话预报船舶预计抵锚时间。2泊位计划的编排和确认为使各来港船舶能够准确及时的了解本港泊位安排,以完善作业前相关手续;同时,为方便本港预先进行装卸船作业准备,以缩短船舶在泊时间;另外,为能使来港船舶在了解泊位计划后,就其泊位安排与本港进行及时有效的信息反馈和沟通,特就泊位计划的编排和确认工作对所有来港船舶作出以下要求。2.1船舶动态信息的更新船舶预报单位应于船舶预报后,每日下午三点前向我司船舶调度5部更新船舶预计抵锚时间等船舶动态信息。对于船舶预报单位未能在每日下午三点前向我司船舶调度部更新船舶动态信息的相关船舶,我司船舶调度部有权将其列为计划外船舶。2.2编排泊位计划我司船舶调度部对已抵锚船舶,根据船舶实际抵锚时间,未抵锚船舶,根据申报单位提供的船舶预抵锚时间,以及码头的天气和生产状况,编排“惠州港泊位计划表”。2.3泊位计划的确认在外贸船舶计划靠泊日期前三天、内贸船舶计划靠泊日期前一天,船舶调度部须将“船舶调度部泊位计划确认函”(附件六)以电邮或传真的方式与船舶预报单位进行确认。任何船舶预报单位对船舶靠泊计划有异议,可在“船舶调度部泊位计划确认函”中详细填写意见,我司船舶调度部将根据综合因素考虑是否对泊位计划进行修改,并及时知会船舶预报单位。2.4公布计划我司船舶调度部早班每日17时前公布我司当日夜间及未来两日早班泊位计划,中班经对来港船舶动态进行再次确认后,对早班泊位计划进行更新,同时在当晚23时前公布中班泊位计划。我司泊位计划一经公布,原则上我司船舶调度部对当日夜间及第二日的泊位计划不再更改。2.5其他6对编排泊位计划时遇到的非常规情况按照以下条款处理。2.5.1预报不规范船舶对于未按“船舶预报制度”(详见上一章)进行预报的船舶,我司船舶调度部有权将其列于泊位计划之外,并电话通知预报单位按照“船舶预报制度”重新进行预报。2.5.2逾时未抵锚船舶为避免影响其他船舶靠泊作业,如预报船舶超出预报预抵锚时间24小时仍未抵锚,为避免影响其他船舶靠泊作业,我司船舶调度部将取消该船泊位计划,并电话通知船舶预报单位重新预报。3船舶抛锚规定为掌握抛锚船舶的动态,避免锚地船舶对作业船舶、港口周边环境、港口设施、作业人员在安全等方面的隐患,同时确保泊位计划的时效性,特制定《船舶抛锚规定》。(惠州港锚地资料参见附件七、附件八)3.1船舶抵锚报到和高频守听船舶到达本港外锚地后,由船方用高频(09频道)向船舶调度部值班业务员报到(报到时呼叫称呼为“惠州港调”),报到时应准确告知抛锚位置,船舶调度部值班业务员做好书面记录,报到后船方应安排值班人员守听高频。并于每日13时30分至14时用高频(09频道)向我司船舶调度部报告当时动态,同时,每日须随时响应船舶调度部高频查询。原则上我司船舶调度部不受理任何船舶的电话报到。73.2外国籍船舶、危险品船舶抛锚管理在未经惠州海事局许可的情况下,外国籍船舶、液化气、液体化工、和汽油船舶禁止进入惠州港荃湾港区内锚地(1#锚地)抛锚。上述船舶因特殊情况(如紧急抢救船上伤员等)需进入内锚地,须由船方向惠州海事局提出申请,经同意后方可进入内锚地,并于事故处理完毕后须立即离开。3.3船舶进港抛锚吃水5米以下的内贸船舶可进入内锚地(1#锚地)抛锚。吃水5米以上的内贸船舶及所有外贸船舶,须经报请惠州海事局许可后方可进入惠州港荃湾港区内锚地(1#锚地)抛锚。该类型船舶在未经惠州海事局同意的情况下,擅自进入内锚地或进入内锚地后违规抛锚(包括在港池或在航道下锚等),船方须承担由此造成的一切责任。3.4船舶擅自离开锚地船舶调度部若获悉已抵锚船舶在等待泊位期间,未向该部申请并获得同意便自行离开本港锚地驶往其它港口,该部将取消该船舶本航次靠泊计划,同时将相应预报单位随后预报船舶顺延一航次安排靠泊。4船舶靠离泊及移泊作业规定在装卸船作业开始前和进行中,不听从调度指令的船舶,在进行靠离泊及移泊作业时将会对该船舶和其他船舶造成安全隐患和生产8效率影响,因此,为消除靠离泊及移泊作业中可能出现的安全隐患,提高生产效
