液氨泄漏事故应急预案XXX公司液氨泄漏事故应急预案1目录1总则·······································································41.1编制目的·································································41.2编制依据·································································41.3项目概述·································································41.4适用范围·································································52应急处置基本原则····························································53事件类型和危害程度分析·····················································53.1对人体的危害····························································53.2火灾和爆炸危害··························································53.3对周边环境的危害························································53.4储存和使用中可能发生的危害类型···········································54应急指挥机构及职责·························································64.1应急指挥机构·····························································64.2应急指挥机构的职责·······················································75预防与预警·································································85.1危险源监控·······························································95.2事件危险等级划分··························································95.3预警分级·································································95.4预警行动··································································96应急处置··································································106.1响应程序·································································106.2应急处置措施·····························································116.3应急监测与应急结束·······················································127信息报告································································128应急物资与装备保障·······················································139后期处置··································································1310应急保障·································································1411培训和演练·······························································14液氨泄漏事故应急预案212附则······································································1413附件:·····································································15前言本预案由企业突发事件管理领导小组提出。本预案的起草部门:安环部生技部本预案的起草人:本预案的审定人:本预案的批准人:本预案由安全与环保监察部归口并负责解释。液氨泄漏事故应急预案3液氨漏泄事故应急预案1总则1.1编制目的为高效有序地应对液氨泄漏事故,一旦发生液氨泄露事故时能够迅速有效地进行应急处置和救援工作,保障员工生命和企业财产安全;避免或最大程度地减轻对环境造成污染,维护社会稳定,编制本应急预案。1.2编制依据1.2.1《中华人民共和国安全生产法》(中华人民共和国主席令70号)1.2.2《中华人民共和国环境保护法》(中华人民共和国主席令第22号)1.2.3《中华人民共和国突发事件应对法》(中华人民共和国主席令69号);1.2.4《中华人民共和国职业病防治法》(中华人民共和国主席令60号);1.2.5《生产安全事故报告和调查处理条例》(国务院令第493号令);1.2.6《电力安全事故应急处置和调查处理条例》(国务院第599号令);1.2.7《电力企业专项应急预案编制导则》1.2.8《生产经营单位安全生产事故应急预案编制导则》(AQ/T9002.2006);1.2.9《电力企业应急预案管理办法》(电监安全【2009】61号);1.2.10《中国电力投资集团公司突发事件总体应急预案》;1.2.11《朝阳燕山湖发电有限公司突发事件综合应急预案》。1.2.12《朝阳燕山湖发电有限公司脱硝改造安全预评价报告》(备案稿)1.2.13《朝阳燕山湖发电有限公司脱硝改造职业病危害预评价报告》1.2.14《危险化学品重大危险源辨识》(GB18218-2009)1.2.15《突发环境事件应急预案管理暂行办法》(环发[2010]113号)1.2.16《朝阳燕山湖发电有限公司2*600MW机组脱硝改造工程环境影响评价报告表》1.3项目概述为满足国家新的环保标准要求,对朝阳燕山湖发电有限公司厂内现有2台1930t/h锅炉进行脱硝改造,采用低氮燃烧系统优化与SCR相结合的反应方式,将NOX排放减少到100mg/m3以下,选择氨作为还原剂,氨区装设2台105立米液氨储罐,氨耗量按两台炉满负荷运行考虑,每小时氨耗量为556Kg,每年氨耗量为3058吨。氨区占地大约38×208=760m2,布置在氢站的北侧,其东面为二期预留场地、北面为厂界围墙、西面为煤场。距周边厂界均满足脱硝设计规范要求。因液氨储量大于10吨,按照《危险化学品重大危险源辨识标准》构成重大危险源。1.4适用范围液氨泄漏事故应急预案4适用于本企业液氨储罐区和氨反应区发生液氨漏泄、火灾、爆炸、人员中毒和环境污染等事故的应急准备和应急响应工作。2应急处置基本原则遵循“以人为本,安全第一”的原则,以努力保护人身安全、防止人员伤害为第一目的,同时兼顾对生产设备和环境的保护,尽量减少灾害的损失程度。3事件类型和危害程度分析3.1对人体的危害液氨属化学危险品分类中的2.3类,在职业性接触毒物危害程度分级为Ⅳ(轻度危害),为可燃、易爆、有毒物质。空气中最高允许浓度为30mg/m3(依据中华人民共和国国家职业卫生标准GBZ2.1-2007)。气氨可致人流泪、咽痛、咳嗽、肺水肿甚至休克,液氨可致人冻伤。氨漏泄并扩散,吸入后可能造成人员伤亡事故。当中毒者出现重度中毒症状时可发生肺水肿,或有呼吸窘迫综合症,患者剧烈咳嗽、咳大量粉红色泡沫痰、呼吸窘迫、昏迷、休克,可发生喉头水肿或支气管粘膜脱落窒息。高浓度氨可引起反射性呼吸停止。液氨或高浓度氨可至眼灼伤;液氨可至皮肤灼伤。3.2火灾和爆炸危害氨的爆炸极限为15.7~27.4%,火灾危险性为乙类,氨泄漏后与空气之混合比达到爆炸极限,遇火源(静电、人为火源或其他事故火源)则会发生爆炸事故。氨的燃烧性为易燃,引燃温度为651℃。与氟、氯等接触会发生剧烈的化学反应。若遇高热,容器内压增大,有开裂和爆炸的危险。3.3对周边环境的危害氨泄漏挥发对环境大气可造成污染,浓烈刺鼻的气味会对厂区内人员及厂界周边人群造成影响。由《环境影响评价报告》可知,泄漏事故发生后,对厂内工作人员影响较大,对外环境影响较小,事故发生后必须立即采取相关防护措施,及时启动应急预案,对厂区内职工进行紧急疏散。当漏泄事故严重时,应考虑对周边人群聚集场所可能造成影响。3.4储存和使用中可能发生的危害类型3.4.1卸氨时罐车与陆地装卸臂连接处发生漏泄。3.4.2氨系统管线、法兰、储罐、反应器等破裂,氨气漏泄。4应急指挥机构及职责液氨泄漏事故应急预案54.1应急指挥机构4.1.1应急指挥部总指挥:总经理党委书记副总指挥:生产副总经理工会主席经营副总经理总工程师成员:当值值长、生产技术部主任、安全与环保监察部主任、总经理工作部主任、热电检修分场主任、综合检修分场主任、脱除化分场主任、发电分场主任、计划部主任、党委工作部主任、财务部主任及物资部主任等。4.1.2应急处置工作组4.1.2.1运行应急处置工作组:当值运行全体人员,主体为脱除化分场运行人员,必要时调用发电、燃运、总计约70人。4.1.2.2检修应急处置工作组:热电检修分场、综合检修分场有关专业全体人员4.1.2.3化学专业应急处置工作组:生产技术部主管化学专工、化学运行和热电检修化学班全体人员4.1.2.4物资保障应急处置工作组:物资部人员4.1.2.5通讯保障应急处置工作组:生产技术部热工主管、热电检修分场有关专业全体人员。4.1.2.6安全保障应急处置工作组:安环部安全专工、各分场安全专工4.1.2.7后勤保障应急处置工作组:办公室人员4.1.2.8保安救援应急处置工作组:保安人员4.1.3应急处置办公室:安全与环保监察部人员4.2应急指挥机构的职责4.2.1应急指挥部的职责4.2.1.1负责本应急预案的制定,并定期组织演练,监督检查各部门在本预案中履行职责情况。对发生事件启动应急预案进行决策,全面指挥应急处理工作;4.2.1.2突发环境事件发生后,根据事故报告立即按本预案规定的程序,组织各应急小组赶赴现场进行事故处理,使损失降低到最低限;4.2.1.3根据本公司设备系统的变化以及国家政策的调整及时对本预案的内容进行相应修改,并及时上报;4.2.1.4负责向上级和主管部门报告本公司的事件情况和事件处理进展情况。4.2.1.5总指挥职责:(1)全面负责指挥应急救援工作,负责组织应急预案的全面实施;液氨泄漏事故应急预案6(2)宣布应急预案的启动、结束;(3)及时向上级有关部门汇报应急救援行动的进展情况;(4)签发、审核论证后的应急预案。4.2.1.6副总指挥职责:(1)协助应急救援总指挥完成应急救援指挥的工作;(2)担任应急救援现场指挥部指挥,或负责具体指挥、调度各小组的应急救援行动;(3)受应急救援总指挥委托担任总指挥,履行总指挥职责。4.2.1.7应急指挥部成员职责:(1)
