景德镇陶瓷学院科技艺术学院2010届毕业生论文题目：江西资源枯竭型城市承接东部产业转移战略研究姓名:江瑾玭学号：200630332148专业：国际经济与贸易班级：06国贸（1）班指导老师：王世群完成时间：2010年5月14日1摘要目前，我国资源枯竭型城市的经济和社会发展问题日益突出。江西省两大资源型城市萍乡、景德镇，素有“江南煤都”、“千年瓷都”称号，都曾因资源而闻名、富有，现在却也因资源枯竭而陷入发展的困境。目前东部地区产业结构调整升级，产业转移速度不断加快。作为东部近邻，江西资源枯竭型城市可以抓住机遇，积极承接东部产业转移。尽管承接东部产业转移对于资源枯竭型城市的经济发展具有积极作用，但承接产业转移的可行性却有待分析。因此研究萍乡和景德镇的现状、问题，分析其承接东部产业转移的优劣势，进而如何挖掘自身的比较优势解决江西资源枯竭型城市的发展问题就具有重要的学术价值。本文从资源枯竭型城市的相关理论与产业转移的相关理论的视角出发，在总结江西资源枯竭型城市资源枯竭现状的基础上，针对资源枯竭型城市承接东部产业转移的有利条件和不利条件进行深入的研究。研究结果表明，随着东部地区土地、劳动力等成本优势的逐渐丧失，作为东部近邻的江西资源枯竭型城市，具有独特的区位优势，成本优势以及政策优势来承接东部产业转移。但是，江西作为中部欠发达地区，本身有又隐含了产业转移成本高、产业配置能力不足、市场经济体制不完善等不利因素，阻碍产业转移的脚步。最后，本文根据生产要素禀赋理论提出了扬长补短解决源枯竭型城市承接东部产业转移问题的对策建议。江西资源枯竭型城市应该结合自身优势和东部产业转移的需要，积极发展现代化农业，加快工业化进程，开发旅游业，切实转变政府职能，改善投资环境。关键词：资源枯竭型城市萍乡景德镇东部产业转移2THEANALYSISANDSTRATEGYOFJIANGXIRESOURCESEXHAUSTEDCITYTOUNDERTAKETHEEASTERNINDUSTRIALTRANSFORMATIONAbstractNowadays，resourcesexhaustedcityofeconomicandsocialdevelopmentissueshavebecomeincreasinglyprominentinChina.TherearetworesourcescitiesPingxiangandJingdezhen,whichknownasSouthofcoalcapital,Millenniumporcelaincapitaltitle.Theybothhavebeenknownasresources,rich,butnowtheyalsorunoutofresourcesanddevelopment.AtpresenttheeasternpartoftheTheindustrialstructureadjustmentandupgrade，industrialtransfercontinuestoaccelerate.AsEasternneighbor,Jiangxiresourcesexhaustedcitycanseizetheopportunitytoactivelyundertaketheeasternindustrialtransformation.Althoughundertakingtheeasternindustrialtransformationwillpromotetheeconomicdevelopmentofresourcesexhaustedcity，however,thefeasibilityofithasyetbeenanalyzed.Therefore,analyzingthesituation,problemsandtheadvantagesanddisadvantagesofundertakingtheeasternindustrialtransformationinJingdezhenandPingxiang,andthensolvingthedevelopmentproblemoftheresourcesexhaustedcityinJiangxihaveimportantacademicvalue.Thisarticlefocusesontheviewoftheresourcesexhaustedcity’stheoryandindustrialtransformation’theory,OnthebasisofconcludingthedepletedsituationinJiangxiresourcesexhaustedcity,thisarticlethoroughlydiscussthefavorableandunfavorableconditionsofresourcesexhaustedcitytoundertaketheeasternindustrialtransformation.Intheresultswecansee,land,laborandothercostadvantagesGraduallylostinEasternregion,asEasternneighborJiangxiresourcesexhaustedcitiehastheuniqueregionaladvantage,costadvantageandpolicyadvantagetoundertaketheeasternindustrialtransformation.However,Jiangxiistheunderdevelopedareasincentralregion，therewillbehighcostofindustrialtransformation,lowindustryconfiguration,imperfectmarketeconomicsystemect.thoseNegativefactorswillHinderthepaceofindustrialtransformation.Finally,accordingtothefactorendowmenttheory,thisarticleproposecountermeasuresofbringingoutresourcesexhaustedcity'sstrengthstomakeupforitsweaknessestosolvetheissueofundertakingtheeasternindustrialtransformation.Combiningitsstrengthswiththerequirementoftheeasternindustrialtransformation,Jiangxiresourcesexhaustedcityshouldactivelydevelopmodernagriculture,acceleratetheprocessofindustrialization,Exploittourism,effectivelychangegovernmentfunctionsandimprovetheinvestmentenvironment.3Keywords:resourcesexhaustedcity,Pingxiang,Jingdezhen,theeasternindustrialtransformation4目录摘要...........................................................................................................................................................................1Abstract......................................................................................................................................................................2目录.......................................................................................................................................................................4绪论...........................................................................................................................................................................51.江西资源枯竭型城市现状...................................................................................................................................71.1萍乡市煤炭资源枯竭现状.......................................................................................................................71.1.1萍乡的基本情况.........................................................................................................................71.1.2萍乡煤矿的枯竭现状...................................................................................................................71.2景德镇市高岭土资源枯竭现状...............................................................................................................81.2.1景德镇的基本情况.....................................................................................................................81.2.2景德镇高岭土的枯竭现状.........................................................................................................92.江西资源枯竭型城市发展面临的问题.............................................................................................................102.1产业递进缓慢、产业结构单一............................................................................................................
