ProjectRef:IE/01-2002/SSCPROPOSALTOSERVICEIMPLEMENTATIONOFISO9001:2000ForSSConsultancyPteLtdAddressSingapore(199588)PreparedbyAmosTan29January2002AllRightsReservedCONTENTSPage1.Introduction32.ScopeofProject33.ConsultancyContents44.ConsultancyMethodology55.ProjectDuration76.ProjectDeliverables87.ProjectInvestments98GeneralTermsandConditions119.ProjectConsultants1310.CVofPrincipalConsultant14CVofSeniorConsultant2811LetterofAcceptance32INTRODUCTIONSSConsultancyPteLtdintendstoimplementaqualitymanagementsystembasedonISO9001:2000standard.TheyhaverequestedInnovativeEdgePteLtdtosubmitaconsultancyprojectproposaltoassistthemintheirendeavourtoachievecertificationtoISO9001:2000.ThisconsultancyproposaldescribesthestagesofworkthatwillsystematicallyleadSSConsultancyPteLtdtoachievetheirdesiredcertification.ScopeofProjectTheconsultancyactivitiesdetailedinthisproposalcoveronlytheimplementationofthequalitymanagementsystembasedonISO9001:2000.Modificationofcurrentprocedures,ifany,willbecarriedoutsolelyonthebasisofneedtomeetadditionalrequirementsimposedbyISO9001:2000standardwhereapplicable.Alargeproportionoftheconsultancytimewillbedevotedtodevelopingnewmethodsorrevisingmethodsforcarryingoutquality-relatedactivitiesalongtheapproachrequiredbyISO9001:2000.Thesubsequentdevelopmentofqualityprocedures,workinstructionsandanyotherdocumentsnotexplicitlyspecifiedbytheISO9001:2000standardshouldbetheresponsibilityofSSConsultancyPteLtd.WhileourConsultantprovidesthenecessaryguidancetohelpSSConsultancyPteLtdimplementtheISO9001:2000standard,theManagementoftheSSConsultancyPteLtdisfullyresponsibleforensuringthattheneworrevisedqualitypracticesasrequiredbyISO9001:2000arecarriedoutatvariousworkareas.CONSULTANCYCONTENTSThecontentsofthisconsultancyprojectcoverthefollowingactivities:1.Reviewanycurrentdocumentationthatwereestablishedanddocumented.Wherenecessary,documentswillbeamendedtocomplywiththerequirementsoftherevisedstandard.2.IdentifyandmapouttheSSConsultancyPteLtd’scriticalorvitalprocessesandtheirinter-links.Theseprocessmapswillhelpintheidentificationofcriticalpointsforcontrol,monitoringandmeasurementsoftherelatedprocesses.Relevantdocumentationmayneedtobeestablisheddependingonoperationalneeds.3.ReviewcurrentprocessesandstreamlinethemaccordingtothePDCAapproachforbettermanagementofprocesses.4.HelptheSSConsultancyPteLtdidentifyperformanceindicatorsandimprovementobjectives(includingfunctionalobjectives)tosupporttheQualityPolicy.5.Assistindefiningandmeasuringtheeffectivenessofactionstakentodevelopandimprovejobcompetencies,includingtraining.6.Provideguidanceinthedevelopmentofacustomersatisfactionmeasurementsystem.7.AssistinidentifyingareasforimprovementaccordingtotherequirementsofISO9001:2000.8.AssisttheSSConsultancyPteLtdtoestablishthe6mandatoryproceduresspecifiedintheISO9001:2000standard.CONSULTANCYMETHODOLOGYOurconsultancymethodologyfollowstheroadmapbelow:1.TrainingOurConsultantwillconductaone-dayin-housetrainingonISO9001:2000.Classsizewillbelimitedtoamaximumof20participants.AdditionalclasseswillbechargeableaccordingtotheratesdefinedinthesectiononProjectInvestments(seePage9)2.SystemReviewandDesignThefollowingactivitieswillbecarriedout:a)ConductasystemreviewofthecurrentqualitysystemtoidentifygapstobebridgedtoattaintherequirementsofISO9001:2000.b)EstablishanActionPlantobridgethegapsc)Streamline(andfine-tunewhererequired)currentdocumentation.AmendrelevantdocumentstoreflecttheneworrevisedISO9001requirements.Particularattentionwillbegiventothe6compulsoryproceduresrequiredbyISO9001:2000.d)Discusswithrelevantstaff(includingdepartmentmanagers)to:i)Mapoutcriticalprocessesandtheirinter-linksii)Identifyappropriateproductandprocessmeasurementsiii)Developanappropriatemethodformeasuringcustomersatisfaction.iv)Reviewjobcompetenciesandeffectivenessoftrainingconducted.Correctiveactionswillbesuggestedwhereappropriate.Wherenecessary,ourConsultantwilladvisetheManagementoftheSSConsultancyPteLtdontheformationofcommitteessuchasSteeringCommitteeandWorkingGroupstosteerandadvancetheworkactivitiesprescribedinthisproposal.OurConsultantuponacceptanceofthisproposalbySSConsultancyPteLtdwillestablishthetermsofreferenceofthesecommitteesandworkgroups.SystemreviewanddesignisajointeffortoftheConsultantandrelevantstaffoftheSSConsultancyPteLtd.TheManagementoftheSSConsultancyPteLtdmustimpressupontheirstafftheimportanceofthispartnershipanddemonstratetheircommitmenttoensuresuccessfulcompletionofthisphase.3.SystemImplementationOurConsultantwillassisttheSSConsultancyPteLtdtoimplementthevariousideasthatevolvedduringtheSystemDesignstageandwereadoptedbytheManagementoftheSSConsultancyPteLtd.Wherenecessary,adoptedpracticesandideaswillbedocumented(butnotnecessarilyintheformofqualityproceduresorworkinstructions)4.InternalAuditTrainingTowardstheendofsystemimplementation,ourConsultantwilltrainnominatedauditorstoauditthequalitysystemaccordingtotherevisedornewrequirementsinISO9001:2000.TheIAcoursewillbeof1-daydurationandlimitedto20participants.Additionalclasseswillbechargeableaccordingtotheratesdefined
