ISO/TC207/SC1/WG1WorkingParallelTextofISO14001:1996andBillundCD:2001(SC1N314)Disclaimer:Thiscompilationisonlyintendedtomakereferencebycomparisonoforiginalandrevisedtexteasy.ForcommentsonCDfromBillundmeeting,userstorefertoISO14001:1996andISO/TC207/SC1N314.page1of29ISO14001–1996CDforCommentsfromBillund,November26–28,2001(ExtractedfromSC1N314)IntroductionIntroductionOrganizationsofallkindsareincreasinglyconcernedtoachieveanddemonstratesoundenvironmentalperformancebycontrollingtheimpactoftheiractivities,productsorservicesontheenvironment,takingintoaccounttheirenvironmentalpolicyandobjectives.Theydosointhecontextofincreasinglystringentlegislation,thedevelopmentofeconomicpoliciesandothermeasurestofosterenvironmentalprotection,andageneralgrowthofconcernfrominterestedpartiesaboutenvironmentalmattersincludingsustainabledevelopment.Organizationsofallkindsareincreasinglyconcernedtoachieveanddemonstratesoundenvironmentalperformancebycontrollingtheimpactoftheiractivities,productsorservicesontheenvironment,takingintoaccounttheirenvironmentalpolicyandobjectives.Theydosointhecontextofincreasinglystringentlegislation,thedevelopmentofeconomicpoliciesandothermeasurestofosterenvironmentalprotection,andageneralgrowthofconcernfrominterestedpartiesaboutenvironmentalmattersincludingsustainabledevelopment.Manyorganizationshaveundertakenenvironmental”reviews”or”audits”toassesstheirenvironmentalperformance.Ontheirown,however,these”reviews”and”audits”maynotbesufficienttoprovideanorganizationwiththeassurancethatitsperformancenotonlymeets,butwillcontinuetomeet,itslegalandpolicyrequirements.Tobeeffective,theyneedtobeconductedwithinastructuredmanagementsystemandintegratedwithoverallmanagementactivity.Manyorganizationshaveundertakenenvironmental”reviews”or”audits”toassesstheirenvironmentalperformance.Ontheirown,however,these”reviews”and”audits”maynotbesufficienttoprovideanorganizationwiththeassurancethatitsperformancenotonlymeets,butwillcontinuetomeet,itslegalandpolicyrequirements.Tobeeffective,theyneedtobeconductedwithinastructuredmanagementsystemandintegratedwithoverallmanagement.InternationalStandardscoveringenvironmentalmanagementareintendedtoprovideorganizationswiththeelementsofaneffectiveenvironmentalmanagementsystemwhichcanbeintegratedwithothermanagementrequirements,toassistorganizationstoachieveenvironmentalandeconomicgoals.TheseStandards,likeotherinternationalStandards,arenotintendedtobeusedtocreatenon-tarifftradebarriersortoincreaseorchangeanorganization’slegalobligations.InternationalStandardscoveringenvironmentalmanagementareintendedtoprovideorganizationswiththeelementsofaneffectiveenvironmentalmanagementsystemwhichcanbeintegratedwithothermanagementrequirements,toassistorganizationstoachieveenvironmentalandeconomicgoals.TheseStandards,likeotherinternationalStandards,arenotintendedtobeusedtocreatenon-tarifftradebarriersortoincreaseorchangeanorganization’slegalobligations.ThisInternationalStandardspecifiestherequirementsofsuchanenvironmentalmanagementsystem.Ithasbeenwrittentobeapplicabletoalltypesandsizesoforganizationsandtoaccommodatediversegeographical,culturalandsocialconditions.Thebasisoftheapproachisshowninfigure1.Thesuccessofthesystemdependsoncommitmentfromalllevelsandfunctions,especiallyfromtopmanagement.Asystemofthiskindenablesanorganizationtoestablish,andassesstheeffectivenessof,procedurestosetanenvironmentalpolicyandobjectives,achieveconformancewiththem,anddemonstratesuchconformancetoothers.TheoverallaimofthisInternationalStandardistosupportenvironmentalprotectionandpreventionofpollutioninbalancewithsocio-economicneeds.Itshouldbenotedthatmanyoftherequirementsmaybeaddressedconcurrentlyorrevisitedatanytime.ThisInternationalStandardspecifiestherequirementsofsuchanenvironmentalmanagementsystem.Ithasbeenwrittentobeapplicabletoalltypesandsizesoforganizationsandtoaccommodatediversegeographical,culturalandsocialconditions.ThebasisoftheapproachisshowninFigure1.Thesuccessofthesystemdependsoncommitmentfromalllevelsandfunctions,especiallyfromtopmanagement.Asystemofthiskindenablesanorganizationtoestablish,andassesstheeffectivenessof,procedurestosetanenvironmentalpolicyandobjectives,achieveconformitywiththem,anddemonstratesuchconformitytoothers.TheoverallaimofthisInternationalStandardistosupportenvironmentalprotectionandpreventionofpollutioninbalancewithsocio-economicneeds.Itshouldbenotedthatmanyoftherequirementsmaybeaddressedconcurrentlyorrevisitedatanytime.ISO/TC207/SC1/WG1WorkingParallelTextofISO14001:1996andBillundCD:2001(SC1N314)Disclaimer:Thiscompilationisonlyintendedtomakereferencebycomparisonoforiginalandrevisedtexteasy.ForcommentsonCDfromBillundmeeting,userstorefertoISO14001:1996andISO/TC207/SC1N314.Page2of29TherevisionofISO14001:1996hasbeenfocusedonissuesrelatedto:compatibilityofISO14001withISO9001:2000;andclarificationoftheexistingtexttoassistininterpretation.Anychangesinthisrevisionshouldhelpunderstanding,implementationbyusersandenvironmentalprotectionwithoutresultinginadditionalordiminishedrequirementsincomparisontoISO14
