特种设备安全与节能“十三五”科技发展规划(征求意见稿)国家质量监督检验检疫总局2016年12月目次一、特种设备安全与节能工作在促进经济社会发展中的作用········1二、“十二五”特种设备安全与节能科技工作回顾······················3(一)科研投入显著加大···············································3(二)能力建设明显增强···············································4(三)科技水平大幅提高···············································4(四)服务发展成效显著···············································6三、“十三五”特种设备安全与节能面临的形势与科技需求··········6(一)“十三五”特种设备安全与节能面临的形势···············61.提高安全质量水平更加需要科技保障······························72.实现节能减排目标更加依靠科技进步······························83.推进安全监管改革更加需要科技支撑······························84.紧跟世界技术浪潮更加依靠科技创新······························9(二)“十三五”特种设备科技需求分析·······················101.基础理论与共性技术························································102.设计制造技术···································································103.在用设备安全与健康管理技术········································114.检测与监测技术································································125.节能减排技术···································································126.信息化技术·······································································137.科学监管支撑技术····························································138.事故防控与应急处置技术················································149.法规标准体系建设····························································15四、指导思想、基本原则与发展目标··································15(一)指导思想·························································15(二)基本原则·························································16(三)总体目标·························································17(四)具体目标·························································17五、重点领域和任务·······················································20(一)基础理论与共性技术··········································20(二)设计制造技术···················································20(三)在用设备安全与健康管理技术······························21(四)先进检测监测技术和设备····································21(五)特种设备节能减排技术·······································22(六)特种设备信息化技术··········································23(七)特种设备科学监管支撑技术·································23(八)特种设备事故防控及应急体系建设关键技术············23(九)特种设备法规标准支撑技术·································24(十)实验室与试验基地建设·······································24六、重大科技项目建议····················································24七、保障措施································································31(一)加强组织协调···················································31(二)加大经费投入···················································31(三)强化队伍建设···················································32(四)营造创新氛围···················································32(五)注重成果转化···················································33(六)深化国际合作···················································33-1-“十三五”时期,是我国全面建成小康社会和进入创新型国家行列的决胜阶段,是深化改革开放、加快转变经济发展方式的攻坚时期,也是深入实施创新驱动发展战略、全面深化科技体制改革和质检改革的关键时期。深刻认识并准确把握国内外特种设备安全与节能科技创新发展新态势,科学制定“十三五”特种设备安全与节能科技发展规划,对于继续抓住和用好我国科技发展的重要战略机遇期、促进特种设备安全与节能科技水平迈上新台阶,具有重要意义。为深入贯彻《“十三五”国家科技创新规划》和《质检科技创新“十三五”规划》,充分发挥科技进步对全面提升特种设备质量安全与节能环保水平、促进经济社会发展的支撑引领作用,特制定本规划。本规划阐明了特种设备安全与节能科技工作的指导思想、基本原则、发展目标、重点领域和任务、重大项目建议和保障措施等,是“十三五”时期特种设备安全与节能科技工作的行动指南。一、特种设备安全与节能工作在促进经济社会发展中的作用特种设备涉及社会生产和人民生活的各个方面,是民生保障的重要设备和设施,是工业生产的重要基础装备。近年来,随着经济社会的快速发展,我国特种设备数量增长迅速。截止2015年底,我国特种设备总量达1100.13万台,另有气瓶13698万只,压力管道43.63万公里。特种设备安全与节能工作贯穿特种-2-设备设计、制造、安装、使用、改造、修理、检验、检测等全生命周期的各个环节,其整体成效反映了一个国家的工业化水平和科技进步总体状况。随着特种设备与国民经济发展的关系越来越密切,特种设备安全与节能工作在社会经济发展中的促进作用不断增强。特种设备安全是国家安全生产和公共安全的重要组成部分。特种设备涉及生产、生活的方方面面,且因其本身固有的危险性和公共安全属性而被纳入国家强制性安全监督管理的范围。特种设备一旦发生事故或者故障,不仅会造成人员伤亡和财产损失,同时会引起社会的广泛关注,产生恶劣的社会影响。因此,特种设备的质量可靠性及其安全运行和使用,直接关系到人民群众的生命、健康和财产安全,在国家安全生产和公共安全中占有重要位置。特种设备节能是国家资源节约和环境保护的重要组成部分。节约资源、提高能源利用效率,保护环境、减少污染物排放是我国的基本国策。特种设备中的锅炉、换热压力容器、电梯、起重机械等产品,在使用过程中能源消耗量或者转换量大,具有较大的节能减排空间。因此,加快推动和落实特种设备节能减排、绿色发展,将对我国实现节能减排目标,改善环境质量,建设生态文明,促进低碳经济发展具有重要意义。国民经济和社会发展“十三五”规划要求,围绕“五位一体”总体布局和“四个全面”战略布局,牢固树立和贯彻落实创新、-3-协调、绿色、开放、共享的发展理念。“五大发展理念”对特种设备安全与节能工作具有很强的战略指导性,提出了更高要求。因此,不断提高特种设备安全和节能水平,防止和减少事故,对于维护人民生命财产安全和经济运行安全,促进经济社会又好又快发展,具有重大意义。二、“十二五”特种设备安全与节能科技工作回顾特种设备安全与节能工作必需依靠科技进步和科技创新。“十二五”期间,特检科技紧紧围绕“抓质量、保安全、促发展、强质检”工作方针,运用战略思维与系统思想,把提高自主创新能力摆在突出位置,圆满完成“十二五”科技发展目标任务。基础和创新能力明显提升,为特种设备安全状况进一步好转和节能减排、国民经济平稳运行发挥了重要的技术支撑作用。(一)科研投入显著加大“十二五”以来,围绕着保障特种设备长周期安全高效运行一体化技术体系的建立,在材料性能评价、失效机理、安全高效设计、检测和监测装置、安全评价、剩余寿命及风险评估和工程应用等方面,特种设备行业共承担国家科技支撑、863、重大仪器、科技惠民、“双打”等12个项目25个课题,获得国拨经费13359万元;承担质检公益项目50个,获得国拨经费9537.80万元;承担国家自然基金、万人计划和国家出版基金项目5个,获得国拨经费230.6万元;总共获得国拨经费23127.4万元。此外,借助特种设备科技协作平台,特检机构由“外部输血”到-4-“自身造血”,由“靠天吃饭”到“众筹创业”,承担国家质检科技项目200多项,科研投入累计超过5亿元。(二)能力建设明显增强“十二五”期间,组织搭建特种设备科技协作平台和创新技术联盟,包括先进无损检测技术及仪器系统、特种设备检验检测和游乐设施产业技术创新战略联盟等,通过集中优势力量,攻克共性难题,提升行业整体科研水平。同时,建立2个成果推广转化基地,利用成果推广转化基地带动各项科研成果被行业认可和使用。建立质检总局特种设备安全与节能、无损检测与评价2个重点实验室,以及油气管道、结构健康监测2个工程技术研究中心。通过组织高水平基础研究和应用研究,聚集和培养优秀科技人才,开展学术交流,促进成果转化,加强人才队伍建设。“特种设备安全检测与评价创新团队”入选国家重点领域创新团队。团队面向国家需求和学科前沿,围绕特种设备安全领域的若干科学问题和关键技术开展了深入和全面的研究工作。(三)科技水平大幅提高“十二五”期间,在埋地管道、重要承压设备、成套装置、超临界电站锅炉、机电类特种设备的设计建造、检测监测、诊断评价和法规标准支撑以及特种设备科学监管等关键技术方面取得了重要进展,解决了特种设备生产、检测、诊断、监管的多项关键技术,初步建立了我国特种设备的安全保障技术体系。一是攻克了埋地管道、站场和穿跨越管段事故预防的共性突出问题,-5-完善了输油输气和城市燃气管道
