IEEETransactionsonPowerApparatusandSystems,Vol.PAS-98,No.6Nov./Dec.1979IEEERELIABILITYTESTSYSTEMAreportpreparedbytheReliabilityTestSystemTaskForceoftheApplicationofProbabilityMethodsSubcommittee*ABSTRACTThisreportdescribesaloadmodel,generationsystem,andtransmissionnetworkwhichcanbeusedtotestorcomparemethodsforreliabilityanalysisofpowersystems.Theobjectiveistodefineasystemsufficientlybroadtoprovideabasisforreportingonanalysismethodsforcombinedgeneration/transmission(composite)reliability.Theloadmodelgiveshourlyloadsforoneyearonaperunitbasis,expressedinchronologicalfashionsothatdaily,weekly,andseasonalpatternscanbemodeled.Thegeneratingsystemcontains32units,rangingfrom12to400MW.Dataisgivenonbothreliabilityandoperatingcostsofgeneratingunits.Thetransmissionsystemcontains24load/generationbusesconnectedby38linesorautotransformersattwovoltages,138and230kV.Thetransmissionsystemincludescables,linesonacommonrightofway,andlinesonacommontower.Transmissionsystemdataincludeslinelength,impedance,ratings,andrelia-bilitydata.INTRODUCTIONTherehasbeenacontinuingandincreasinginter-estinmethodsforpowersystemreliabilityevalua-tion.Inordertoprovideabasisforcomparisonofresultsobtainedfromdifferentmethods,itisdesir-abletohaveareferenceortestsystemwhichincor-poratesthebasicdataneededinreliabilityevalua-tion.Thepurposeofthisreportistoprovidesuchareliabilitytestsystem.Thereportdescribesaloadmodel,generationsystem,andtransmissionnetwork.Theobjectiveistodefineasystemsufficientlybroadtoprovideabasisforreportingonanalysismethodsforcombinedgener-ation/transmission(composite)reliabilitymethods.Itisnotpracticaltospecifyalltheparametersneededforeveryapplication.Thegoalistoestab-lishacoresystemwhichcanbesupplementedbyindi-vidualauthorswithadditionalormodifiedparametersneededinaparticularapplication.Forexample,thereliabilitytestsystemasreportedinthispaperdoesnotincludedataonthefollowing:-Substationconfigurationatload/generationbuses*Chairman,P.F.Albrecht,GeneralElectric;M.P.Bhavaraju,ElectricPowerResearchInstitute;B.E.Biggerstaff,FederalEnergyRegulatoryCommission;R.Billinton,UniversityofSaskatchewan;G.ElsoeJorgensen,NortheastUtilitiesServiceCompany;N.D.Reppen,PowerTechnologies,Inc.;P.B.Shortley,NewEnglandPowerPlanning.F79152-0ApaperrecommendedandapprovedbytheIEEEPowerSystemEngineeringCommitteeoftheIEEEPowerEngineeringSocietyforpresentationattheIEEEPESWinterMeeting,NewYork,NY,February4-9,1979.ManuscriptsubmittedSeptember14,1978;madeavailableforprintingDecember14,1978.-DistributionsystemconfigurationInterconnectionswithothersystems-Protectiverelayconfigurations-Futureexpansion,suchasloadgrowth,futureunitsizes,types,andreliability.TheElectricPowerResearchInstitute(EPRI)hasrecentlyreporteddataonsyntheticelectricutilitysystems[1].Thesecontainmuchlargersystemsthantheoneinthisreport.Theyaredesignedprimarilyforuseinevaluationofalternatetechnologies.AsmallertestsystemwasdevelopedbytheCIGREWorkinggroup01ofStudyCommitteeNo.32[2].Butthatsystemwasjudgedtoosmallandincompletetobeapplicableasamodelinreliabilityanalysis,espe-ciallywhenconsideringcompositesystems.DESCRIPTIONOFRELIABILITYTESTSYSTEMLoadModelTheannualpeakloadforthetestsystemis2850MW.Table1givesdataonweeklypeakloadsinpercentoftheannualpeakload.Theannualpeakoccursinweek51.ThedatainTable1showsatypicalpattern,withtwoseasonalpeaks.Thesecondpeakisinweek23(90%),withvalleysatabout70%inbetweeneachpeak.Ifweek1istakenasJanuary,Table1describesawinterpeakingsystem.Ifweek1istakenasasummermonth,asummerpeakingsystemcanbedescribed.WeeklyPeakLoadWeek1234567891011121314151617181920212223242526Table1inPercentofAnnualPeakPeakLoadWeekPeakLoad86.290.087.883.488.084.183.280.674.073.771.572.770.475.072.180.075.483.787.088.085.681.190.088.789.686.1272829303132333435363738394041424344454647484950515275.581.680.188.072.277.680.072.972.670.578.069.572.472.474.374.480.088.188.590.994.089.094.297.0100.095.20018-9510/79/1100-2047$00.75©1979IEEE20472048Table2givesadailypeakloadcycle,inpercentoftheweeklypeak.Thesameweeklypeakloadcycleisassumedtoapplyforallseasons.ThedatainTables1and2,togetherwiththeannualpeakloaddefineadailypeakloadmodelof52x7=364days,withMondayasthefirstdayoftheyear.Table2DailyPeakLoadinPercentofWeeklyPeakDayMondayTuesdayWednesdayThursdayFridaySaturdaySundayPeakLoadCombinationofTables1,2,and3withtheannualpeakloaddefinesanhourlyloadmodelof364x24=8736hours.Theannualloadfactorforthismodelcanbecalculatedas61.4%.GeneratingSystemTable4givesalistofthegeneratingunitratingsandreliabilitydata.InadditiontoforcedTable4GeneratingUnitReliabilityDataUnitNumberSizeofMWUnits931009896947775Table3givesweekdayandweekendhourlyloadmodelsforeachofthreeseasons.Asuggestedinter-valofweeksisgivenforeachseason.Thefirsttwocolumnsreflectawinterseason(eveningpeak),whilethenexttwocolumnsreflectasummerseason(after-noonpeak).TheintervalofweeksshownforeachseasoninTable3representsapplicationtoawinterpeakingsystem.IfTable1isstartedwithasummermonth,thentheintervalsforapplicationofeachcolumnofthehourlyloadmodelinTable3shouldbemodifiedaccordingly.1220507
