Q/GDW422—2010ICS29.24029.××××××国家电网公司企业标准Q/GDW422—2010国家电网继电保护整定计算技术规范TechnicalspecificationforProtectionSettingofStateGrid2010-02-26发布2010-02-26实施国家电网公司发布Q/GDWQ/GDW422—2010I目次前言··········································································································································································II1范围····································································································································································12规范性引用文件················································································································································13术语和定义························································································································································14总则····································································································································································25计算条件····························································································································································26整定原则····························································································································································47数据交换格式····················································································································································78整定计算管理··················································································································································129附则··································································································································································14附录A整定计算程序的技术要求····················································································································15编制说明································································································································································17Q/GDW422—2010II前言为适应电网发展方式转变的需要,积极实施“一特四大”发展战略,满足互联电网建设和运行管理的需要,特制定“国家电网继电保护整定计算技术规范”(以下简称“规范”)。本规范是根据国网公司“关于印发《2009年国家电网公司调度系统重点工作计划》的通知”调技[2009]42号文的任务组织实施的。本规范是现有各项继电保护规程在特高压逐步建成和设备管理要求标准化新形势下的补充和完善。旨在解决特高压建设不断推进过程中,各区域电网之间即将形成联网的背景下,国、网、省(市、自治区)整定计算所面临的新问题。重点在于规范制度、加强技术管理,提高各级调度在整体工作中的配合效率和技术水平,满足特高压互联电网的需要。本规范明确了国调、网调及省调各自的管理职责,及其相关的管理界面和整定计算要求。本规范由国家电网公司科技部归口。本规范由国家电力调度通信中心提出并负责解释。本规范主要起草单位:国家电力调度通信中心、华东电力调度通信中心、华北电力调度通信中心、华中电力调度通信中心。本规范主要起草人:舒治淮程逍陈建民韩学军刘宇倪腊琴刘蔚陈祥文本规范自颁布之日起实施。Q/GDW422—20101国家电网继电保护整定计算技术规范1范围本标准规定了国家电网公司330kV、500kV、750kV、1000kV互联电网的继电保护整定计算技术规范。本标准适用于国家电网公司330kV、500kV、750kV、1000kV的线路、变压器、母线、断路器等电力设备继电保护装置的整定计算。2规范性引用文件下列文件中的条款通过本标准的引用而成为本标准的条款。凡是注日期的引用文件,其随后所有的修改单或修订版均不适用本标准,然而,鼓励根据本标准达成协议的各方研究是否可使用这些文件的最新版本。凡是不注日期的引用文件,其最新版本适用于本标准。2.1GB/T14285—2006继电保护及安全自动装置技术规程2.2GB/T15145—2001微机线路保护装置通用技术条件2.3GB/T16847—1997保护用电流互感器暂态特性技术要求2.4DL/T559—2007220kV~750kV电网继电保护装置运行整定规程2.5DL/T684—1999大型发电机变压器继电保护整定计算导则2.6DL/T553—1994220kV~500kV电力系统故障动态记录技术准则2.7DL/T866—2004电流互感器和电压互感器选择及计算导则2.8DL/T5136—2001火力发电厂、变电所二次接线设计技术规程2.9DL/T1011—2006电力系统继电保护整定计算数据交换格式规范2.10DL/T1040—2007电网运行准则2.11Q/GDW国网企标线路保护及辅助装置标准化规范设计2.12Q/GDW国网企标变压器、高压并联电抗器和母线保护及辅助装置标准化规范设计2.13调继[2007]19号微机保护软件管理规定2.14国家电网调度管理规程3术语和定义3.1节点node在电网计算分析等值图中的电流的汇集点或支路的汇集点。节点一般对应于运行电网的母线等。3.2支路轮断turnoffthelineinsequence将某一节点上所有支路元件按设定原则下依次断开,以获得各种情况下保护的配合系数的方式称之为支路轮断。3.3等值电网equivalentnetwork由电力系统中各元件的等值电路连接起来构成的网络图,也称等效电网。各元件的等值电路由能反映该元件电气特性的集中参数如等值阻抗或导纳来连接而成。Q/GDW×××—200923.4等值阻抗equivalentimpedance能集中反映电网元件在特定的运行状态(如稳态或暂态)时电磁关系或电压与电流关系的工频阻抗值。在等值电网中,各元件用它的等值阻抗来代表。3.5时间级差timestep根据保护装置性能指标,并考虑断路器动作时间和故障熄弧时间,能确保保护配合关系的最小时间差,表示为Δt。4总则4.1在1000kV电网建设稳步发展过程中,各区域电网之间将形成交流互联。为规范国、网、省三级调度继电保护的整定计算配合工作,特制定本规范。本标准是对GB/T14285—2006、DL/T559—2007等规程的补充和完善。4.2本标准的制订依据DL/T1040—2007、GB/T14285—2006、DL/T559—2007、《电网调度管理条例》、《电网运行规则》、《国家电网公司关于加强继电保护工作的意见》等法律法规、规程规定。4.3本标准就各级调度之间数据交换格式,各类保护配置以及后备保护的整定配合原则作了明确要求。4.4本标准重点在于规范制度、加强技术管理、流程管理,提高各级调度在整体工作中的配合效率和技术水平,满足大区互联电网的需要。明确了国调、网调及省调各自的管理职责,及其相关的管理界面和关键流程。4.5本标准中的母线以3/2和双母双分段接线为例,其他情况可参照执行。5计算条件5.1继电保护配置原则5.1.1基本原则5.1.1.1继电保护的配置和选型应对其灵敏度、负荷阻抗以及继电器规范等关键参数进行验算,应满足工程投产初期和终期的运行要求。5.1.1.2首次投入电力系统运行的保护装置,必须经过部级及以上质检中心的动模试验和相关试验,确认其技术性能指标符合有关技术标准。5.1.1.3当线路装设串联电容补偿装置时,在基建、改扩建前期,设计单位应对本线及相邻线路进行计算,明确影响范围,对方向或阻抗原理的继电保护可能失去方向性问题采取确实可行的措施,以防止误动。5.1.1.4对于一些发生几率较低的多重或复杂故障,在保证切除故障情况下,允许部分失去选择性,以避免采取使保护回路过分复杂,综合性能下降的措施,给运行带来不安全因素。5.1.1.5330kV及以上线路、主变、母线、等配置双重化保护。继电保护双重化包括保护装置的双重化以及与实现保护功能有关的回路的双重化,双重化配置的保护装置及其回路之间应完全独立,不应有直接的电气联系。5.1.1.6交流系统整定计算数据应包括相关直流输电系统的换流变压器参数。5.1.1.7原则上不考虑直流输电控制系统对交流系统整定计算的影响。直流换流站无功补偿设备控制策略与交流出线系统过电压保护整定有配合要求的情况下,系统过电压保护依据直流换流站过电压计算结论整定。5.1.1.8直流输电系统继电保护整定计算规范另行规定。5.1.2线路保护5.1.2.1线路保护配置应双重化,即装设两套完全独立的全线速断的数字式纵联保护。两套纵联保护Q/GDW422—20103装置应采用不同路由的独立通道,分别安装在独立的柜上,接两组独立的直流蓄电池组、两组独立的电流、电压互感器次级绕组,其跳闸出口回路也应分别接到相关断路器的两组跳闸线圈。5.1.2.2线路纵联保护具备数字通道时,优先采用纵联电流差动保护。5.1.2.3同塔并架线路,优先采用纵联电流差动保护。5.1.2.4有串补电容的线路及相邻线,优先采用纵联电流差动保护。5.1.2.5两侧主接线一致时,线路纵联保护应采用同厂、同型号、同软件版本的装置。5.1.2.6纵联保
