EXECUTIVEOFFICEOFTHEPRESIDENTOFFICEOFMANAGEMENTANDBUDGETWASHINGTON,D.C.20503OFFICEOFFEDERALPROCUREMENTPOLICYJuly13,2011MEMORANDUMFORCHIEFACQUISITIONOFFICERSSENIORPROCUREMENTEXECUTIVESCHIEFINFORMATIONOFFICERSFROM:DanielI.GordonAdministratorSUBJECT:GuidanceforSpecializedInformationTechnologyAcquisitionCadresTheFederalgovernmentspendsover$500billionannuallyoncontractsandordersforsuppliesandservices,manyofthemhigh-riskandcomplexinnature.Fartoooften,Federalinformationtechnology(IT)acquisitions,especiallyforlargeprojects,havebeenplaguedbybudgetoverruns,missedmilestones,orfailuretodeliverexpectedfunctionality—andsometimesallthree.Toaddressthesechallenges,theOfficeofManagementandBudget(OMB)issueda“25PointImplementationPlantoReformFederalInformationManagementTechnology.”1Amongotherreforminitiatives,thisplancallsforguidanceondesigninganddevelopingspecializedITacquisitioncadres,wherehelpful,andforbestpracticesthatcanhelpagenciesaddressITacquisitionchallenges.Theattachedguidancedescribeshowagenciescan:(1)designandorganizeacadreofcontractingprofessionals,ProgramManagers(PMs),andContractingOfficer’sRepresentatives(CORs)toensurethesefunctionsworkcloselythroughouttheprocesstoachieveprogramgoals,and(2)strengthentheskillsandcapabilitiesofthisspecializedacquisitioncadretoimproveoutcomes.Acommunityofpractice(CoP),describedbelow,isbeingdevelopedtocaptureanddisseminatebestpracticesfordevelopingandstrengtheningthesespecializedteamsandforimprovingITacquisitionstrategiesandpracticesgenerally.ManyChiefAcquisitionOfficers,ChiefInformationOfficers,andotheragencyleadershavealreadyrecognizedthebenefitsofdevelopingamulti-functionalgroupofprofessionalstoacquireandmanagecomplexprograms.Indevelopingthisguidance,theOfficeofFederalProcurementPolicy(OFPP)reachedouttoseveraloftheseorganizationsandtheattachedguidanceincludesbestpracticesforrecruiting,training,developing,andorganizingacquisitionprofessionalstoachievesharedgoals.ThisisconsistentwithOFPP’srelatedinitiativestostrengthentheacquisitionworkforce,reducetheuseofhigh-riskvehicles,increasecompetition,andgenerallyachievebettervalueforouracquisitions,inaccordancewiththeMarch2009PresidentialMemorandumonGovernmentContracting.2WhiletheattachedguidanceaddressesITacquisitionsinparticular,theprinciplesandpracticescanbeutilizedforotherspecializedprogramareas.1://www.whitehouse.gov/the_press_office/Memorandum-for-the-Heads-of-Executive-Departments-and-Agencies-Subject-Government/2Whileestablishingcadresisnotmandatory,agencieswillbenefitfromreviewingtheircurrentITacquisitionworkforceandprogramneedstodetermineifdevelopinganewspecializedteam,orexpandingtheuseofcadreswheretheyexist,wouldlowerprogramriskandimproveoutcomes.Usingthisguidance,agenciesarerequiredtoupdatetheirmostrecentacquisitionhumancapitalplan(AHCP),whichwassubmittedtoOMBinMarchinaccordancewithOFPPguidance,3withashortsupplementthat:1)analyzestheircurrentITacquisitionstaffingchallenges;2)determinesifdevelopingorexpandingtheuseofcadreswouldimproveITprogramresults;and3)outlinesaplantopilotorexpandcadresforanespeciallyhigh-riskITarea,iftheagencydeterminesthatsuchaneffortwouldimproveperformance.DetailsontherequiredelementsofthissupplementareincludedinAppendix1,andtheAHCPsupplementisduetoOMBonAugust31,2011.4OFPP,inconsultationwiththeOfficeofE-GovernmentandIT,willfollowupwithagenciestodiscussagencyplansandprogress,disseminatebestpractices,andhelpaddressanychallengesinadoptingspecializedITacquisitionteams.OMBmayaskagencieswithsuccessfulcadreexperiencetoassistinreviewingagencyplansandofferingfeedback.Tohelpagenciesimplementthestrategiesintheattachedguidance,OFPPis:•establishingaCommunityofPractice(CoP)fordevelopingcadresandstrengtheningITacquisitionskillsontheOMBMAXwebpageat,informationontraininganddevelopmentopportunities,andotherresources;and•workingwiththeacquisitionandITcommunitiestoexplorethedevelopmentof“core-plus”certificationsinITacquisitionasasupplementtocorecertification.Thankyouforyourcommitmenttothisimportantinitiative.Ifyouhaveanyquestions,pleasecontactJoanieNewharton(202)395-4821orjnewhart@omb.eop.gov.Attachmentcc:ChiefHumanCapitalOfficersChiefFinancialOfficersAcquisitionCareerManagers3,aseparatereviewmaybesubmitted.A-1GUIDANCEFORSPECIALIZEDITACQUISITIONCADRESI.IntroductionTheincreasingcomplexityofFederalprogramscallsforare-examinationofhowagenciesorganize,train,anddeveloptheiremployeestoensurethathigh-riskeffortsareappropriatelystaffedandsupported.TheFederalacquisitionworkforceismadeupofmanyprofessionalswhoplaykeyrolesthroughouttheacquisition5andmanagementprocess:ProgramManagers(PMs)identifyneedsanddeveloprequirementsbaseduponuserandotherstakeholderinputs;ContractingOfficers(COs)establishacquisitionstrategiestoachievebestvaluefortax
