Thegovernmentshouldspendmoremoneyonpublicfacilitiesratherthanonartistsorartisticprojects.Towhatextentdoyouagreeordisagree?Governmentsponsorshipforartsisacontroversialissue,especiallywhenthestateisconfrontedwithbudgetproblems.Thosewhoobjecttopublicfundsforartsbelievethatmoneyshouldbedivertedtotheconstructionofpublicfacilities.Iamoftheopinionthatthegovernmentshouldtakecitizens’benefitsintoconsiderationandadjustthespendingonartorinfrastructuresaccordingly.Itisfirstimportanttorealizethatartisanessentialcomponentofculturallegacy,sotheprotectionanddevelopmentofarthasimportantimplicationstoculturaldiversity.Intermsofpainting,forexample,styles,genres,toolandmaterialsdifferfromculturetoculture.Anartformislikelytodisappear,ifitisnotwellprotected.Besides,someworksofartsuchasgraffiti,sparkpeople’simaginationandprovidethemwithanovelperspectivetoviewtheworld.Artcandevelopacultureinwhichpeoplepursueitasahobby.Furthermore,publicartbooststheappealofthebuiltenvironment,whichisreflectedinthediversityofarchitectureandlandscaping.Despitetheimportanceofart,publicfacilitiesdeservemoreofgovernmentspendingthanart.Citizensaremoreinterestedintheavailabilityofpublicfacilities,aswaterandelectricitysupply,schools,librariesandroads,whichhaveadirectimpactontheirdailylives.Bycontrast,formostpeople,sculptures,paintingsoroperasareluxuryitems,whichcannotbringanytangiblebenefittothem.Anotherreasonisthattheartcansometimesyieldhighreturnsandthereforesucceedinreceivingbusinesssponsorship.Thisisparticularlythecasewhentheartsincludemusic,movies,operasandcreativearts.Therefore,itispointlesstosupporttheuseofpublicfundsforthispurpose,ifbasicfacilitiesareunderfunded.Inthelightofthefactsoutlinedabove,governmentinvestmentintheartsisessentialtoculturaldiversity,thedevelopmentofpersonalhobbiesandthevisualappealofthebuiltenvironment.However,inthosecountrieswhoseinfrastructureisinadequate,governmentfundingfortheartsmayhavetobereduced.Insteadofaskingthegovernmenttobearthecostofhighereducation,studentsshouldpaytuitionfeesthemselves.Doyouagreeordisagree?Thegovernmenthaslongbeenthemajorfundsofuniversityeducation.Thosepeoplewhosupportgovernmentspendingoneducationthinkthatsomestudentsdonotenrollbecauseoflearningcosts.Myviewisthatstudents’personalsituationsshouldbeconsidered,beforethegovernmentdecideswhethertoofferfreeeducation.Itisworthnotingthatuniversityeducationisthekeytoclosing/bridgingtheincomegap.Therearenumerousstudents,especiallythosefromlowincomefamilies,whocannotaffordeducationalexpenses.Forexample,studentswhostudylawormedicalsciencemayspendmanyyearsintheuniversity,makinguniversityeducationanexpensiveoptiontothem.Becauseoffinancialconstraints,peopleoflowsocio-economicstatusareatadisadvantageintermsofeducationalopportunitiesandcareerdevelopment.Bycontrast,childrenofhighersocioeconomicstatusaremorelikelytoadvancetheireducationandfindwell-paidjobseventually.Asaconsequence,thewideningincomegapmayadduncertaintytosocialstability.Higherparticipationratesintertiaryeducationarealsovitaltoeconomicandsocialdevelopment,becauseproductivitywillbeimprovedandcitizens’moralswillbestrengthened.Eventhoughgovernmentsponsorshipcaninspirepeopletoreceivetertiaryeducation,itcanalsocausethewasteofpublicresources.Freeeducationmaybeareasonwhymanystudentsarereluctanttocompletetheircoursesandentertheworkforceattheearliestdate.Itnotonlyadds/imposesaburdenonthecountrybutalsoaffectsstatefundingforothersectors,suchasprimaryandsecondaryeducation.Letalonestudents’contributionallowsuniversitiestoupgradefacilitiesandrecruitwell-qualifiedlecturers,bothimportanttostudents’academicachievement.Tosummarize,thegovernmentshouldprovidefinancialsupportaccordingtostudents’needstoensurethattheyhaveaccesstoeducation.However,tuitionfeesareapplicabletomoststudents,especiallythosefrommiddletohighincomefamilies,asithelpsmaintainthequalityoftertiaryeducation.Economicprogressisonewaytomeasurethesuccessofonecountry,whilesomepeoplethinkthatthereareotherfactors.Whatotherfactorsshouldbeconsidered?Amongthesefactors,doyouthinkthatanyfactorismoreimportantthantheothers?Therapidgrowthofemergingeconomieshasfuelledcontroversyoverhowtodefinesuccessfulcountries.Regardingthedistinguishingfeaturesofsuccessfulcountries,peoplemighthavesomesharedopinionsbuttheydonotreachanyagreement.Ithinkthatbesideseconomicdevelopment,otherfactorsshouldbetakenintoconsideration.Firstly,socialwelfareisasignificantfactor,whichhasrelevancetopeople’ssatisfactionwithlife.Thereisampleevidencethatinmanydevelopingcountries,poorpeopledonotbenefitfromeconomicgrowth,whichisreflectedinthewideninggapbetweenhavesandhave-nots.Nationalwealthisnotdistributedevenly,asthehealthcareserviceandtheeducationsystemareunderfunded.Amongotherproblems,theever-increasingcostoflivingandtheescalatingclassconflictareparticularlypronounced.Itisalsoimportanttorealizethattheeconomicdevelopmentofsomecountriesisachievedatenvironment’sexpenses.Thishasadestructiveeffectonthenaturalenvironmentandcausesthespreadofdifferentdiseases.Consideringthesefactors,economicgrowthshouldnotberega
