THESURVEYOFPUBLICPRODUCTSUPPLYABOUTCOMPULSORYEDUCATIONSTATUSSATISFACTIONOFMIGRANTWORKERS’CHILDRENINCHENGDU.MasterThesisorMasterResearchReportSubmittedtoUniversityofElectronicScienceandTechnologyofChinaMajor:PublicManagementAuthor:DongChengAdvisor:Prof.ZhangZhenSchool:SchoolofPoliticalScienceandPublicAdministrationI摘要农民工“举家迁城务工”的情形并不少见,这种人口迁移与流动的家庭化,使得大量儿童跟随父母进城。受城乡户籍二元制管理、义务教育阶段招生政策、低收入高学费、农民工流动性强等因素影响,造成了进城务工子女失学、义务教育边缘化和教育平等权缺失。农民工子女的义务教育在很多情况下与教育本身一样,可以看作是公共产品,而我国城乡二元结构的存在,使其即可归为城市的公共产品也可以归为农村的公共产品。农民工子女的教育问题若不能得到很好的解决,必然影响整个经济的协调发展。鉴于此,本文运用理论分析和实证调研相结合的方法,为成都市农民工子女义务教育供给问题为研究起点,分析其现状,发现存在的问题以及问题产生的原因,然后在借鉴国内外其他地区先进经验的基础上,提出改进成都市农民工子女义务教育公共产品供给的对策建议,也为其他类似的地区在同一问题的解决上提供借鉴经验。从学术价值上讲,本文提供了大量的一手调研资料,为后续进一步深入研究提供了一定的分析基础。本文围绕“成都市农民工子女义务教育公共产品供给”这一主题,分四个部分展开具体研究工作:第一章从研究背景和意义出发,阐述了国内外学者在流动人口子女教育供给方面的研究现状,然后对本文涉及到的一些概念进行界定,并对本文中可能用到的相关理论进行交待,最后介绍了国内在农民工子女义务教育方面的主要做法、基本经验和相关经验的借鉴,并说明了本文的研究思路与方法。第二章对调查方案进行设计,首先说明了成都市农民工子女义务教育公共产品的供给现状,如学校的布局、师资问题、经费投入和办学条件等,然后说明了本文的调查宗旨、调查对象、调查方式以及调查假设和问卷设计。第三章对调研数据进行汇总,包括走访数据和问卷数据,并对问卷调查的信度和效度进行分析,以及基本数据分析,然后根据调查掌握的情况分析成都市农民工子女义务教育公共产品供给存在的问题,并分析了存在问题的主要原因。第四章中从数量、质量方面、成本方面、供给机制方面、心理健康教育方面等四个方面提出了相应的对策。关键词:成都,农民工子女,义务教育,供给,满意度IIABSTRACTItisnotuncommonnowformanychildrenfromcountrysidetoliveandstudyincitieswheretheirparentsworkasmigrantworkers.However,suchfactorsastheexistingdualsystemofhouseholdregistrationmanagement,thecompulsoryeducationenrollmentpolicy,thestatusquoofthemigrantworkers’lowincomebuthightuitionaswellasthemobilityofthemigrantworkersresultinthedropoutandmarginalizationofstudentsaswellastheinequalityoftheirchancetobeeducated.Thecompulsoryeducationforchildrenofmigrantworkers,inmanysensessimilartoeducationitself,canberegardedasapublicproduct.Andbecauseofadualsystemoftheurbanandruraldivision,thecompulsoryeducationforchildrenofmigrantworkerscanberegardedbothasaurbanproductaswellasaruralpublicproduct.Ifthisproblemcannotbesolved,theeconomicdevelopmentwillinevitablybeaffected.Inviewofthis,thispaper,usingacombinedmethodoftheoreticalanalysisandempiricalresearch,analyzesthestatusquoofcompulsoryeducationofmigrantworkers’childreninChengdu,andproposesitssolutiontotheproblemswhilelearningfromtheadvancedpracticeandexperienceofotherregions.Italsoprovidesreferencevaluetootherregionsfacingsimilarproblems.Fromtheviewofacademicvalue,thispaperincludesalargenumberoffirst-handsurveydataandlaysafoundationforfurtherin-depthstudy.CenteredaboutthetopicofChengdumigrantworkers’children’scompulsoryeducationpublicproductsupply,thisarticleisdividedintofourchapters:chapteronecentersontheresearchbackgroundandsignificance,elaboratestheresearchmadebydomesticandforeignscholarsineducationforchildrenofthefloatingpopulation,clarifiesanumberofconcepts,explainsthetheoryandfinallyintroducesthecommonpracticeandexperiencesincompulsoryeducationformigrantworkers'children.Chaptertwoismainlyaboutthesurveydesign,firstlydescribingrelevantfactorsaboutcompulsoryeducationforchildrenofmigrantworkersinChengdu,suchasschoolplanning,teachersqualification,fundandconditionsforschoolrunning,thenillustratingthesurveypurpose,respondents,researchhypothesisandthedesignofquestionnaire.Chapterthreecoversvisitingandquestionnairedatacollection,IIIreliabilityandvalidityanalysisaswellasbasicdataanalysis.Itanalyzestheexistingproblemsofcompulsoryeducationpublicproductsupplyformigrantworkers’childreninChengduandthemajorcauses.Chapterfourputsforwardthecorrespondingcountermeasuresfromtheaspectsofquantity,quality,cost,supplymechanismandpsychologicalhealtheducation.Keywords:Chengdu;migrantworkers’children;compulsoryeducation;supply;degreeofsatisfactionIV目录第一章绪论........................................................11.1研究背景及意义...............................................11.1.1研究背景...............................................11.1.2研究意义................................................................................................21.2国内外研究现状...............................................21.2.1国外研究...............................................31.2.2国内研究................................................................................................41.2.2.1以地区为样本进行的研究...........................................................................41.2.2.2从义务教育的属性角度进行的研究......................................................41.2.2.3政府对解决农民工子女义务教育的责任...........................................51.2.3观点评述................................................................................................51.3相关概念界定.................................................61.3.1满意度边界厘定....................................................................................61.3.2纯公共产品............................................................................................61.3.3准公共产品............................................................................................61.3.4义务教育公共产品................................................................................71.4理论基础.....................................................81.4.1新公共管理理论.....................................
