BeijingDeclarationonSustainableDevelopmentBeijing,24-25October20081.We,HeadsofStateandGovernmentfromsixteenAsiancountries,twenty-sevenmemberstatesoftheEuropeanUnion,thePresidentoftheEuropeanCommissionandtheSecretaryGeneralofASEAN,gatheredinBeijingon24and25October2008fortheSeventhAsia-EuropeMeeting.2.Recognizingthatchallengesposedbyincreasingglobalpopulation,environmentaldegradation,rapidresourcedepletionandweakeningecologicalcarryingcapacityhavebecomemoreprominentinmanycountriesandregions,andthatitisagravechallengeaswellaspressingtaskforhumanitytoachievesustainabledevelopment.ASEMpartnersarewillingtostrengthencooperationinamutuallybeneficialmannerandworktowardswin-winsolutionsoastomakepositivecontributiontosustainabledevelopment;3.Reiteratingthatsustainabledevelopmentbearsonthepresentandfutureofmankind,theveryexistenceanddevelopmentofallnations,worldpeaceandprosperity;andthatallnationsshould,whilstpursuingeconomicdevelopment,strivetomaintainenvironmentqualityandtakefullaccountoftheneedsoffuturegenerations;4.Realizingthateconomicdevelopment,socialprogressandenvironmentalprotectionarethreemutuallyreinforcingandinterdependentpillarsofsustainabledevelopment,andemphasizingthatInternationallyAgreedDevelopmentGoalsandparticularlytheMillenniumDevelopmentGoals(MDGs),climatechangeandenergysecurity,socialcohesionareissuescallingforspecialattentioninachievingsustainabledevelopment;5.Reaffirmingtheneedforthefullimplementationoftheobjectives,principlesandactionplansidentifiedintheRioDeclarationandAgenda21adoptedattheUNEnvironmentandDevelopmentConference,theMonterreyConsensusoftheInternationalConferenceonFinancingforDevelopment,BaliRoadMapadoptedatthe13thCOPoftheUNFCCC,aswellastheJohannesburgPlanofImplementationadoptedatWorldSummitonSustainableDevelopment;6.RecallingthatASEM6hasidentifiedsustainabledevelopment,inparticulartheMDGs,climatechange,environmentandenergyaskeypolicyareasofASEMforactionofthenextdecade.Decidetoissuethefollowingdeclaration:2I.I.I.I.TheTheTheTheMillenniumMillenniumMillenniumMillenniumDevelopmentDevelopmentDevelopmentDevelopmentGoalsGoalsGoalsGoals7.WereaffirmthattheMDGsandtheJohannesburgtargetsunderpininternationalcooperationforsustainabledevelopment,welcomeon-goingeffortsmadebyASEMpartnersinachievingtheMDGsandotherIADGsthusfarandrecognizethegravechallengesinachievingtheMDGsasscheduledglobally.8.Notingwithconcernthatrisingfoodpricesupsetglobalpovertyreductioneffortsandimpedeeradicationofextremepovertyandhunger,wecallforfullycoordinatedresponseandcomprehensivestrategytotacklethisissueinanintegratedmannerfromashorttomediumandlongterm,andthroughpracticalcooperationtostabilizecommoditymarkets.Wecallforincreaseddevelopmentcooperationinsupportofagriculturalproduction,tradefacilitation,andtechnologytransfer.Wecallonallpartnerstoincreasesustainableagriculturalproductivityandgrainproduction,reducemarket-distortingagriculturalsubsidiesandtoexpandinvestmentinagricultureandruraldevelopment,createmorejobopportunitiesforlow-incomeearnersandraisetheirincomelevelsoastoeffectivelyreducehungerandpovertyandtoensurefoodsecurity.9.WerecognizethatthereisstillalongwaytogoinachievingIADGs,andinparticulartheMDGs.WewelcomethesubstantivediscussionandconsensusattheUnitedNationsHigh-LevelEventontheMDGsinSeptember,andurgeallpartnerstodemonstrategreaterpoliticalwillandtakeconcreteactionstostrictlyfulfilltheircommitmentsoastopromotetheachievementoftheMDGsasscheduledglobally.10.WereaffirmthecommitmenttoestablishingagenuineglobalpartnershipfordevelopmentcooperationandstresstheleadingroleoftheUnitedNationsincoordinatinginternationaldevelopmentcooperationandbuildingtheinternationalconsensusonsustainabledevelopmentmatters.WerecognizethatthetimelyachievementofIADGs,inparticulartheMDGsshouldinvolveextensivelyallsectorsandencouragecivilsocietyandthebusinesssectortoplayanactivepartinthisendeavour.Inthiscontext,westresstheimportanceofagenderbasedapproachtowardsdevelopment.Weemphasizethatitistheprimaryresponsibilityofeachnationtoachieveitsowndevelopment,complementedbyanenablinginternationalenvironmentfordevelopment.Wecallondevelopedcountriestoincreaseresourcesfordevelopmentandfulfillthecommitmentofachievingtheoveralltargetofusing0.7%oftheirgrossnationalincome(GNI)by2015forofficialdevelopmentassistanceandraiseaideffectiveness.WestressASEMservesasanimportantcomplementtoeffortsatthegloballeveltoenhancetheglobalpartnershipfordevelopment,includingthroughintergovernmentalandmulti-sectoralinitiatives.11.WeemphasizethatfinancingfordevelopmentisanimportantelementforachievingtheMDGsandthattheinternationalcommunityshouldimplementtheMonterreyConsensusexpeditiously.WelookforwardtothesubstantiveprogresstobemadeforinternationalcooperationondevelopmentfinancingattheFollow-upInternationalConferenceonFinancingforDevelopmenttobeheldinDoha,Qatar2008.3II.II.II.II.ClimateClimateClimateClimateChangeChangeChangeChangeandandandandEnergyEnergyEnergyEnergySecuritySecuritySecuritySecurity12.Wereaffirmthattheissueofclimatechangeshouldbedealtwithwithintheframeworkofsustai
