!========MineGasControlMinegasdisasteristhe“No.1killer”incoalminingindustry.Gascontrolistheforemostmattertodealwithincoalminesafety.Asearlyasin2000,theStateAdministrationofCoalMineSafetydemandedthatsafetyinspectionof“ventilationandpreventionofgas,floodandcoaldusts”shouldbeintensifiedsoastocontrolveryseriousgasandcoaldustaccidents.In2002,basedontheexperienceandlessonsfromcoalminegascontrol,theprincipleof“drainagebeforeextraction,monitoringandcontrol,andcoalproductioncapacitydeterminedaccordingtoventilationcapacity”wasproposed.The81stexecutivemeetingoftheStateCouncilparticularlydiscussedtheissueofgascontrolincoalmines,anddecidedtoadoptsevenmeasurestorectifytheprobleminacollectiveway.Onthebasisoftheobjectivethat“we’lltrytoreduceinagreatnumberthemajorandseriouscoalminegasaccidentswithintwoyears”proposedbytheNPCStandingCommitteeandconfirmedbytheStateCouncilinAugust2005,effortshavebeenfocusedontheimplementationofallrelevantpoliciesandmeasuresdesignedtocontrolgasincoalminesovertherecentyears.Allrelevantdepartmentshavebeeninvolvedinthecoordinationtopushcoalminecompaniesandvariouslocalgovernmentstowageacampaigntocontrolminegas.Expertgroupsweremobilizedtoholdconsultationsonthenation’skeycoalminesandthosehigh-gassycoalmines.Since2005,3billionRMBofgovernmentbondshavebeenprovidedeachyeartosupportthecoalminesafetyupgrading.On-the-siteminegaspreventionandcontrolconferenceswereorganizedconsecutivelyinHuainanofAnhuiprovince,JinchengofShanxiprovince,zhongliangshanofChongqingcity,ShenyangofLiaoningprovinceandNanchangofJiangxiprovince.Intheaboveconferences,itwasproposedasabasicprincipleforgasdrainagebeforeextraction,whichis“multiplemeasurestobeimplemented,gasdrainagemustbedonewhenevernecessaryandgohandinhandwithextraction”.Theconferencesalsoraisedbasicdemandsforgascomprehensivecontrolsystem,whichis“ventilationbeingreliable,bothgasdrainageandcoalextractionareuptostandards,monitoringsystembeingeffectiveandmanagementbeingrationalized”.Atthesametime,coalminecompaniesareurgedtoimplement“BasicIndicesforCoalMineGasDrainage”andvariousStatepoliciesencouragingminegasdrainage.Coalminecompaniesarealsoencouragedtoworkoutandimplementminegascontrolanddrainage-utilizationplanandrelevantmeasuresforthelatterthreeyearsintheeleventh“Five-Year-Plan”period.Coalminecompaniesarealsoencouragedtoorganize“athousandtechnicianstrainingprogram”aspartofminegascontrolsystemtopushforwardthecultivationof“DoubleHundredProject”whichistopushforwardtheconstructionofminegascontroldemonstrationminesanddemonstrationcounties(regions).Meanwhile,relevantarticlesinthe“CodesofPracticeonCoalMineSafety”arerevisedand“ProvisionsonPreventionandControlofCoal/GasOutbursts”isrevised,amongotherthings.Sofar,alltheactivecoalminesnationwidehaveinstalledmonitoringandcontrolsystems,andamongthestate-ownedcoalmines,gasdrainagesystemshavebasicallybeenestablishedinthosegassyandcoal&gasoutburstmines.In2009,thenationaltotalgasdrainagevolumeexceeds6billionm3,andthetotaldeathtollcausedbygasaccidentsdecreasesby65%comparedwiththatin2005,aclearindicationofgreatprogressmadeingascontrol.852005
