DecisionoftheCentralCommitteeoftheCommunistPartyofChinaonSomeMajorIssuesConcerningComprehensivelyDeepeningtheReform0Comment(s)PrintE-mailChina.org.cn,January16,2014Adjustfontsize:TheDecisionisadoptedattheThirdPlenarySessionofthe18thCentralCommitteeoftheCommunistPartyofChinaonNovember12,2013.AdoptedattheThirdPlenarySessionofthe18thCentralCommitteeoftheCommunistPartyofChinaonNovember12,2013Inordertoimplementthestrategicplanningadoptedatthe18thNationalCongressoftheCommunistPartyofChina,theThirdPlenarySessionofthe18thCentralCommitteeoftheCommunistPartyofChinadiscussedsomemajorissuesconcerningdeepeningthereformcomprehensively,andmadethefollowingdecisions.I.TheSignificanceofandGuidingThoughtsonDeepeningtheReformComprehensively1.Reformandopeningupisanew,greatrevolution,inwhichtheCommunistPartyofChina(CPC)leadspeopleofallethnicgroupstocarryoutinthenewera.ItisthemostdistinctivecharacteristicofcontemporaryChina.Since1978,whentheThirdPlenarySessionofthe11thCPCCentralCommitteewasconvened,theCPC,withgreatpoliticalcourage,hasfirmlypromotedreformsinthecountry'seconomic,political,cultural,socialandecologicalsystems,aswellasinthesystemofPartybuilding.China'sopeninguphasalsobeencontinuouslypromoted.Thestrengthofthedetermination,thedepthofthechangesandthewidthoftheinfluenceareallunprecedented,andtheachievementshavedrawntheattentionoftheworld.ThemostimportantachievementofreformandopeningupistheestablishmentanddevelopmentofsocialismwithChinesecharacteristics,whichhasprovidedapowerfulimpetusandguaranteeforsocialistmodernization.FactshaveprovedthatreformandopeningupisacriticalchoicethathasdeterminedthedestinyofcontemporaryChina,andalsoanimportantinstrumentfortheundertakingsoftheCPCandtheChinesepeopletocatchupwiththetimesingreatstrides.Therewillneverbeanendtopractice,toemancipationofthemind,andtoreformandopeningup.Facedwithanewenvironmentandnewtasks,wemustdeepenthereformcomprehensivelyatthisnewhistoricalturningpoint,andcontinuouslystrengtheneveryconfidenceintakingthepathofsocialismwithChinesecharacteristics,inourtheoriesandinoursystemsoastobuildamoderatelyprosperoussocietyinallrespects,eventuallymakingChinaamodernsocialistcountrythatisprosperous,strong,democratic,culturallyadvancedandharmonious,andrealizingtheChinesedreamofthenation'sgreatrevival.2.Todeepenthereformcomprehensively,wemustholdhighthegreatbannerofsocialismwithChinesecharacteristics,followtheguidanceofMarxism-Leninism,MaoZedongThought,DengXiaopingTheory,theimportantthoughtoftheThreeRepresentsandtheScientificOutlookonDevelopment.Wemusthavefirmconfidence,forgeconsensus,makeholisticplanning,andpromotedevelopmentinacoordinatedway.Wewillupholdthedirectionofreformtowardsthesocialistmarketeconomy,putthepromotionofsocialfairness,justiceandimprovementofpeople'slivesasthestartingpointandultimategoal,furtheremancipatethemind,continuetoreleaseanddeveloptheproductiveforces,releaseandstrengthenvigorofthesociety,getridofdefectsinvarioussystemsandmechanisms,andstrivetoopenupbroaderprospectsforsocialismwithChinesecharacteristics.TheoverallgoalofdeepeningthereformcomprehensivelyistoimproveanddevelopsocialismwithChinesecharacteristics,andtopromotethemodernizationofthenationalgovernancesystemandcapacity.Wemustpaymoreattentiontoimplementingsystematic,integratedandcoordinatedreforms,promotingthedevelopmentofsocialistmarketeconomy,democraticpolitics,advancedculture,aharmonioussocietyandecologicalprogress.Wemustmakesurethatthevigoroflabor,knowledge,technology,managerialexpertiseandcapitalkeepsburstingforth,allthewealth-creatingsourcesfullyflow,andthatthefruitsofdevelopmentbenefitallpeoplestillmoreandequally.Wemustdeepeneconomicsystemreformbycenteringonthedecisiveroleofthemarketinallocatingresources,adheretoandimprovethebasiceconomicsystem,acceleratetheimprovementofthemodernmarketsystem,macro-controlsystemandopeneconomicsystem.Wemustacceleratethetransformationofthegrowthmodel,andmakeChinaaninnovativecountry.Wemustpromotemoreefficient,equalandsustainableeconomicdevelopment.WemustdeepenpoliticalsystemreformthatfeaturestheorganicunityofupholdingtheleadershipoftheParty,thepeoplebeingthemastersofthecountry,andgoverningthecountryaccordingtotheruleoflaw.Weshouldworkhardertoacceleratesocialistdemocracyinasystematicwaybyadoptingduestandardsandprocedures.Weshouldbuildasocialistcountrywiththeruleoflaw,anddeveloppeople'sdemocracywithwider,moreadequateandsoundparticipation.WemustdeepenculturalsystemreformbycenteringonbuildingthecoresocialistvaluesystemanddevelopingastrongsocialistcultureinChina.Weshouldaccelerateimprovementofthesystemformanagingtheculturalsectorandthemechanismforculturalproductionandoperation,establishandimproveamodernpublicculturalservicesystem,establishthebasicframeworkofamodernculturalmarketsystem,andbringaboutgreatdevelopmentandenrichmentofsocialistculture.Wemustdeepensocialstructuralreformbycenteringonsafeguardingandimprovingthepeople'swellbeingandpromotingsocialfairnessandjustice.Weshouldreformtheincomedistributionsystemandpromotecommonprosperity.Weshouldpromotesysteminnovationinthe
