NATIONALCIRCUITCONSTRUCTION&SAFETYSTANDARDSPreamble:ThefollowingaretheregulationsoftheAKAforpermanentbitumenanddirtsurfacedSprintKartTracksinAustralia.Theseregulationsmustbecompliedwithfornewcircuitsormajorcircuitalterationstoanexistingcircuit.TheNKC,AKASecretariatandtheStateTrackInspectors,reservetherighttovarytheserequirementsatanytime,withissuesofsafetybeingparamount.OtheradditionalrequirementsasrequiredbyLocalandStateGovernmentsandStateKartingCouncilsmayalsobeapplied.StateTrackSafetyInspectors:StateTrackSafetyInspectorsaregenerallyresponsibleforensuringcompliancewiththefollowingregulationsandmustendorsetheannualtrackpermitforanygivenclub.ThefunctionsofStateTrackSafetyInspectorsareto;•Makeinspectionsannuallybeforetrackisracedupon.•Makeinspectionsattherequestoftheclub.•Makeinspectionsifrequired,duringameeting.•MakerecommendationstotheClubonsafetyimprovementsin-linewithAKAguidelines.•CommunicateofficialinformationonlytotherespectiveclubviatheirStateBodies.•Prepareandsignthereportsoftheinspectionsandforwardthemtotheirrespectivestatebodiesorasmaybeappropriate.ClubTrackSafetyOfficers:ThefunctionsofClubTrackSafetyOfficersareto;•Maintaintrackatalltimesinaccordancewiththeseregulations,includinganyvariationsasworkordersbyStateTrackInspectors.•Ensurethatallworkorders/logbookreportshavebeenremediedbeforethenextracemeeting.•LiaisewithStateTrackSafetyInspector.DEFINITIONS:CatchTraps:Anareaofloosematerialdesignedtoslowakart,whichhasleftthetracksurface,beforeitimpactsasafetybarrierorfence.Circuits:Theareaandallfeatures,boundedbyandincludingtheperimetersafetyfenceandgrids.Complex:Theracecomplexinitsentirety,includingtrack,paddock,grids,buildings,spectatorsareasandvehicleparking.Corner:Achangeindirectionofthetrack,inexcessof20degrees,generallywitharadiustotheinsideandoutsideedges.Kerb:Araisedconcretebarrierontheinsideedgeofatrackcorner,constructedtoaspecifiedprofile,todeterkartsfromdrivingoffthetrack.Paddock:Anareasetasidefortheusebycompetitorsforkartmaintenance,repairandstorageduringthecourseofanevent.Clubsmayputinplaceaccessexclusionstothepaddockforvehiclesandthegeneralpublic.ParcFerme:AsecureareaadjacentthetrackandunderthecontrolofOfficials.Thegeneralpublicisprohibitedtoenterthisareaandproceduresmaybeputinplacetorestrictaccessbycompetitorsandotherpersons.RippleStrip:Aprofiledconcretestripontheoutsideedgeofatrackcorner,constructedtoaspecifiedprofile,todeterkartsfromdrivingoffthetrack.Run-offArea:Theareafromtheedgeofthetracktothefirstlineofprotection.SafetyBarrier:Anenergy-absorbingbarrierdesignedtoprotectakartanddriverfromhittingasolidobjectorofficial.SafetyCatchFence:Afencestructureusedtosafelyrestraintheforwardmovementofakartthathasleftthetrack.Itisofahigherstandardthanasafetyfence.SafetyFence:Astructureerectedasafinaldefencetosafetyrestraintheforwardmovementofakartthathasleftthetrack.Acircuitwillhaveasafetyfenceforitsfullperimeter.SecurityFence:Afenceconstructedtopreventtheaccessofallpersonstoasecurearea.SpectatorFence:Alowprofilefenceconstructedtorestricttheaccessofallpersonstoaspecifiedarea.StartGrid:Anareasetasidefromthepaddockandtrackfortheassemblyofkartsinraceorderpriortothestartofarace.Accessrestrictionsmayapply.Straight:Thesectionoftrackbetweentwocorners.Track:Apermanentortemporarycoursebeingasurfacenormallydefinedbyasingleedgeline,kerbsandripplestripsateachsideofthecourseusedforkartingcompetitions.StandsandTemporaryStructures:Allspectatorstands,viewingplatformsandlikestructureswhetherofatemporaryorpermanentnature,mustbeapprovedbytheappropriatestatutoryorregulatorybody(ies)chargedwiththeresponsibilityofapprovingsuchstructuresandthereafterbemaintainedandrepairedsothatsuchstructures,atalltimes,remaininfullandstrictcompliancewiththeapprovalconditionsastheyexistfromtimetotime.•Aretheapproaches,ramps,stepsetcfirm,cleanandnon-slip?•Arehandrailsprovided?•Havehazardsrecognisedfrompreviouseventsbeencorrected(looseboards,slipperyfloors,inadequateguardrailsetc)?•Isthereanylooseironorotherprojectionsliabletoinjure,orcausedamage??Weigh-In-Area:Anareasetasidefromthepaddockandtrackfortheassemblyofkartsattheendofaracepriortobeingweighed.Accessrestrictionsmayapply.TRAC1.01TrackDesign:Theshapeofthetrack,bothinplanandverticalprofile,isnotconstrainedbytheseregulations,asitisdictatedbycertainvariablefactors,thetypesofcompetitionforwhichthecourseisintended,thecharacteroftheterrain,considerationsofeconomics,aesthetics,tradition,etc.However,theconstructionofthecircuitmustconformtoanysafetyrequirements,whichmaybespecifiedbytheAKA.ThoseresponsibleforacircuitdesignmustalsoensurethattheprescriptionslaiddownbythePublicAuthoritiesarecompliedwithandmustobtaintheirofficialapproval.TRAC1.02CircuitPlanandApproval:Priortotheconstructionofanewcircuitoralterationofanyexistingcircuit,10copiesofthecircuitplansmustbesubmittedtotheNationalTrackSafetyCommitteeforapproval.Allcircuitswillhaveaprofessionallydrawnplanatascaleof1:500showingthetracklayout,surfacecontours,thedirectionoftheracing,buildings,installation,accessroads,raceareas,thelocationofthes
