RegulationsforNavigationalSafetyAdministrationofHuangpuRiverinShanghaiProclamationabouttheImplementationof“RegulationsforShip’sRouteingSystemsofYangtzeRiverinShanghaiSection”and“RegulationsforNavigationTrafficSafetyAdministrationofHuangpuRiverinShanghai”“RegulationsforShip’sRouteingSystemsofYangtzeRiverinShanghaiSection”and“RegulationsforNavigationTrafficSafetyAdministrationofHuangpuRiverinShanghai”willbeintoeffectasofthedataMarch1st,2006.EveryrelatedvesselsnavigatinginthewateradaptingtotheregulationshallstrictlyobservetheRegulationsaboveandactinaccordancewiththesupervisionofthelocalmaritimeadministration.TheMinistryofCommunicationofthePeople’sRepublicofChina上海黄浦江通航安全管理规定RegulationsforNavigationalSafetyAdministrationofHuangpuRiverinShanghai第一章总则Chapter1General第一条为维护上海黄浦江水上交通秩序，改善黄浦江水域通航环境，保障船舶、设施和人命财产安全，依据《中华人民共和国海上交通安全法》等有关法律、法规和规章，制定本规定。Article1TheseRegulationsareformulatedaccordingtotherelevantprovisionsoftheMaritimeTrafficSafetyLawofthePeople´sRepublicofChinainordertoimprovetheenvironmentofshippingonwatersofHuangpuRiver,securevesselsandinstallations,contributetothesafetyoflivesandpossessions.第二条本规定中所称的黄浦江，是指从吴淞口灯塔至浦东界标的连线（即黄浦江界）与闵行发电厂上游边界至巨漕港上口连线（即港界）之间的水域。Article2TheHuangpuRivermentionedintheseRegulationsisreferredtothewaterswithintheareasofthelinelinkingWusongkouLighthouseandPudongTerminus(downstreamboundlineofHuangpuRiver)tothejointlineconnectingtheupstreamborderlineofMinhangPowerPlantandtheuppercornerofJucaoQuay(theupstreamborderlineofJucaoQuay).第三条本规定适用于在黄浦江从事航行、停泊和作业以及其他影响航行安全的活动。Article3TheseRegulationsshallapplytoallvesselsandinstallationswhichareengaginginnavigating,berthing,operatingorotheractivitieswhichwouldinfluencethenavigationalsafetyinHuangpuRiver.第四条中华人民共和国上海海事局是实施本规定的主管机关。Article4ShanghaiSafetyAdministrationofPeople’sRepublicofChina(ShanghaiMSA)isthecompetentauthorityfortheseRegulations.第五条黄浦江实行大船小船分流、各自靠右航行、分道通航的原则。Article5Separationschemesforlargevesselsandsmallvesselsrespectively,theprincipleofkeepingasneartotheoutlimitofchannelandfairwaywhichliesonherstarboardsideandtrafficseparationschemesareadaptedintheHuangpuRiver.第六条禁止在黄浦江从事捕捞作业。Article6FishinginHuangpuRiverisprohibited.第七条禁止挂浆机船在黄浦江航行、停泊和作业。Article7Smallpower-drivenvesselsareprohibitedfromshipping,berthing,anchoringoroperatinginHuangpuRiver.第八条游艇、游览船、广告船和体育运动船艇等除遵守本规定外，还应当遵守主管机关发布的其他特别规定。Article8Recreationalcrafts,pleasurevessels,advertisementvesselsandsportboatsshallobserveotherspecificregulationsbesidestheseRegulationsissuedbythecompetentauthority.第二章航行Chapter2Navigation第九条黄浦江主航道（见附件1）供拖轮船队和500总吨及以上或船长50米及以上的船舶双向航行。黄浦江辅航道供500总吨以下且船长50米以下的船舶单向航行。黄浦江特殊航道供船舶双向航行。主管机关对在特殊航道航行有特殊要求的，船舶应予以遵守。船舶在吴泾深水航道内航行时，应当遵守其特殊规定（见附件2）。Article9MainChannelofHuangpuRiver(ascontainedinAppendix1)istwo-waychannelfortows,vessels500grosstonnageandmoreorvesselsmorethan50metersinlength.AssistantChannelisone-waychannelforvessels500grosstonnageandlessorvesselslessthan50metersinlength.SpecificChannelofHuangpuRiveristwo-waychannel.Vesselsshallobservethespecialrequirementdictatedbythecompetentauthority.VesselsnavigatingintheWujingDeep-waterChannelshallobserveitsspecialregulations(ascontainedinAppendix2).第十条船舶在规定的航道内航行时，应尽可能靠近其右舷的航道一侧行驶。船舶在规定的航道内航行时，应与航标保持足够的安全距离。Article10Vesselsproceedingintheprescriptivechannelshallkeepasneartotheouterlimitofthechannelthatliesonherstarboardsideaspracticable.Vesselsshallkeepenoughsafedistancewithbuoysintheprescriptivechannel.第十一条大型船舶航行时应安排人员在船首了望并备锚。Article11Aproperlook-outshouldbeassignedatthebowandstandbytheanchorsonalargevesselduringhernavigating.第十二条船舶航行时，航速不得大于8节。公务船舶在紧急执行公务时，其航速可以不受前款的限制。本条第一、二款规定不免除船舶负有对于附近正常航行、停泊或作业船舶、设施的浪损责任。Article12Thespeedofavesselunderwayshallnotexceed8knotsperhour.ThisArticleshallnotapplytothespeedofapublicservicevesselsinlineofduty.Theprecedingtwotermsofthisarticleshallnotexoneratethevesselfromherliabilityfordamagecausedbythewavesheformedduetoherspeedtowardothervesselsorinstallationundernormalnavigating,berthing,anchoringoroperating.第十三条船舶在航道内航行时应当尽可能避免追越前方船舶。确需追越时（除禁止追越水域外），只要安全可行，应当从被追越船的左舷追越。船舶在航道内尾随航行时，尾随船舶应当与前方船舶保持足够安全的距离。Article13Avesselproceedingalongthecourseofafairwayshall,sofaraspracticable,avoidovertakingothervessels.Avesselshallovertakeontheportsideofothervesselsifobligetodosoasissafeandpracticable(exceptovertakingprohibitedareas).Whenstern-chasingismade,thechasingvesselshallkeepwiththevesseltobechasedasafedistance.第十四条黄浦江水域能见度小于1000米时，船舶应当缓速航行。黄浦江水域能见度小于500米时，禁止大型船舶航行。黄浦江水域能见度小于100米时，禁止一切船舶航行。Article14Vesselsshallnavigatewithaslackenedspeedwhenthevisibledistanceislessthan1000metersinwatersofHuangpuRiver.Largevesselsshallstopproceedingwhenthevisibledistanceislessthan500metersinwatersofHuangpuRiver.Allvesselsareprohibitedfromnavigationwhenthevisibledistanceislessthan100metersinwatersofHuangpuRiver.第十五条船舶如需横越航道，应当尽可能与航道的船舶总流向成直角横越。拖轮船队和小型船舶横越航道遇有大型船舶通过时，应当尽可能避免横越大型船舶的船首，或以足够安全的距离从大型船舶船首或船尾通过。Article15Avesselwhenobligedtocrossthefairwayshallcrossasnearlyaspracticableatrightanglestothegeneraldirectionoftrafficflow.Asmallvesselortowwhenobligedtocrossfairwayshallavoidcrossingaheadofalarge
