STRATEGICPLANDEFENSEINFORMATIONSYSTEMSAGENCY2013–2018ACOMBATSUPPORTAGENCYVERSION12DEFENSEINFORMATIONSYSTEMSAGENCYDirector’sIntent1STRATEGICPLAN2013—2018Director’sIntentDIRECTOR’SINTENTTheDefenseInformationSystemsAgencyisatacrossroadastheNationreflectsovertenyearssince9/11.CrossroadsarenothingnewtotheAgency—wehavecontinuallybuiltuponalegacyofsettingnewstandardsofexcellencewitheachopportunitytosupporttheWarfighter.ThecommondenominatorthathasbeenapartofeachjuncturehasbeentheprofessionalmenandwomenofDISA.ThelevelofexcellencewaspresentattheinceptionoftheDefenseCommunicationsAgencyduringtheColdWar;itwaspresentwhenDISAwascreatedin1990.DISA’smembershavedeployedtotheedge—andaretheretoday—aswestandshouldertoshoulderwiththeWarfighternomatterthelocation,incombatorduringhumanitarianassistance.DISAhasrisentoandmeteverychallengebecauseoftheingenuity,tenacity,andrecognitionbyourpeopleofwhatitmeanstobeapartoftheProfessionofArms.WestandshouldertoshoulderwiththeWarfighter,nomatterthelocation,incombatorduringhumanitarianassistance.2DEFENSEINFORMATIONSYSTEMSAGENCYThePresident,SecretaryofDefense,andChairmanoftheJointChiefsofStaffhaveallpublishedtheirguidanceandstrategyforcreatingthemilitaryofthefuture.TheChairmanstated,“WemustdevelopaJointForcefor2020thatremainsreadytoanswertheNation’scall—anytime,anywhere.Weneedtooffsetfewerresourceswithmoreinnovation.”TheSecretaryreleasedhisstrategicguidancethatcallsforaJointForceofthefuturethatwillbe“smallerandleaner,”butalsobeagile,flexible,ready,andtechnologicallyadvanced.“OperateEffectivelyinCyberspace”isapriorityandtheguidancegoesontostate,“Modernarmedforcescannotconducthigh-tempo,effectiveoperationswithoutreliableinformationandcommunicationsnetworksandassuredaccesstocyberspaceandspace.”ThePresidentstated,“Asweendtoday’swars,wewillfocusonabroaderrangeofchallengesandopportunities,includingthesecurityandprosperityoftheAsiaPacific.”DISAwillsupporttheDepartment’sprioritytorebalanceourcommunicationsandservicesintheAsia-Pacificregion,aswellas“OperateEffectivelyinCyberspace,”andwillplayacriticalroleintheDepartment’seffortstoprovidemodernarmedforceswithreliableinformationandcommunicationsnetworksandassuredaccesstothecyberdomain.DISAisaCombatSupportAgency,andournumberonepriorityisenablinginformationsuperiorityfortheWarfighter.Weknowwecannotobtaininformationsuperiorityonourown,butweareproudofthecapabilitieswebringforwardtoenabletheDoDtoreachtheirgoals.Iintendtofocusmyinitialefforts,inthefollowingareas:GlobalDefensePostureCyberCommandandControl(C2)NuclearCommand,Control,andCommunications(NC3)JointInformationEnvironmentDoDCloudServicesMobilityAcquisitionAgilityDISAFirstIpledgetogiveyoumyfullefforttocontinuetomakeDISAthepremierCombatSupportAgencytheWarfighterdependsontodelivercapabilitywheneverandwherevertheneedarises.Ilookforwardtoservingwitheachofyou.RonnieD.HawkinsJr.RONNIED.HAWKINSJR.LieutenantGeneral,USAFDirector3STRATEGICPLAN2013—2018InformationsuperiorityindefenseofourNation.DISA,aCombatSupportAgency,provides,operates,andassurescommandandcontrol,informationsharingcapabilities,andagloballyaccessibleenterpriseinformationinfrastructureindirectsupporttojointWarfighters,Nationallevelleaders,andothermissionandcoalitionpartnersacrossthefullspectrumofoperations.THEDISAVISIONTHEDISAMISSIONDISA’splanningmethodologyconsistsofthedevelopmentofthreeplans:TheStrategicPlan,theCampaignPlan,andtheCampaignPlanImplementationPlan.TheDISAStrategicPlanprovidesacommonunderstandingofourAgencymissionandvision,andfurtheridentifiesthestrategicgoalsandkeyobjectivesthatprioritizeoureffortsandposturestheAgencyforthefuture.TheStrategicPlanguidesthedevelopmentoftheCampaignPlanwhichintroducestheAgency’sLinesofOperations,JointEnablers,andspecificoperationalinitiativesthatsupporttheAgency’sstrategicgoals.Atthetacticallevel,theCampaignPlanImplementationPlanguidesday-to-dayactionsandtasksandresourcealignmenttomeetourstrategicdirection.TheseplansformourroadmapthatsupportstheDepartment’svisiontoachieveamoreeffective,secure,andefficiententerprisefortheDoDandtheNation.4DEFENSEINFORMATIONSYSTEMSAGENCYEvolvetheJointInformationEnvironmentProvideJointC2andLeadershipSupportOperateandAssuretheEnterpriseOptimizeDepartmentInvestmentsBaseduponrecentDepartmentofDefenseStrategicGuidance,DISAisposturingtosupportDoD’sstrategicshifttorebalanceglobaleffortstowardstheAsia-PacificregionandwillaccommodatethecommunicationsandinformationsharingnetworkneedsfortheJointForceofthefuture.AstheDepartmentevolvestomeetthechallengesoftoday’sinformationenvironment,sotoomustDISAevolve.DISA’sstrategicgoalsarefocusedonthefollowingstrategicshifts:GlobalDefensePosture.WhilemaintainingourfocusonthecurrentfightinAfghanistanandourongoingengagementeffortsinEuropeandAfrica,wewilladjustouroperationstoaccommodatetheDepartment’sshiftsinglobaldefensiveposturetowardstheAsia-Pacificregion.Wewillleadthedevelopmentandoperationofalayered,fault-tolerantenterpriseinformationenvironmentconsistingofrapidlydeployablecomponentsthatallowforcontingencyoperationsinafullrangeofconflict.CyberCo
