目录一、工程概况··········································································································································1二、监理规划··········································································································································22.1监理规划与监理制度的建立与实施···························································································22.2监理组织机构的设置···················································································································42.3主要监理方法和主要监造设备···································································································4三、监理过程··········································································································································53.1质量控制······································································································································53.2进度控制······································································································································83.3投资控制······································································································································83.4信息与合同管理··························································································································83.5协调··············································································································································93.6安全监控······································································································································9四、监理效果··········································································································································9五、工程评价········································································································································12六、经验和建议····································································································································13七、附件················································································································································147.1监理机构的设置和主要人员情况表························································································147.2工程建设监理大事件················································································································147.3清远水利枢纽工程设备制造合同完成情况统计····································································18清远水利枢纽主体工程机组启动技术预验收工程建设监造监理工作报告1一、工程概况清远水利枢纽工程位于北江干流下游清远市石角镇观洲村观音洲河段,上距清远市清城区16km,下距石角水文站4.8km,集水面积37783km2。本工程任务是:航运、改善水环境、灌溉、供水、兼顾发电、反调节、养殖和发展旅游等多项综合利用效益。北江清远水利枢纽工程的金属结构设备由泄水闸系统、船闸系统和电站系统等3部分组成。本工程金属结构设备共设置各类闸门54扇,拦污栅24扇,浮式系船柱20套,门(栅)槽埋件112套,启闭设备47台(套),清污机1台,水上清污船1艘。钢闸门、拦污栅、浮式系船柱、埋件等金属结构采用表面喷锌加封闭涂料防腐,启闭机表面涂漆防腐,金属结构设备及埋件防腐面积共约141000m2。1、泄水闸系统金属结构设备根据枢纽总体布置,泄水闸系统位于枢纽中部,采用平底堰,共设置泄水闸31孔,孔宽16.0m,每孔设一道平面工作闸门,每扇闸门采用一台(套)固定卷扬机操作;在工作闸门上游设有检修门槽,31孔共用3扇检修闸门,由1台(套)厂坝共用双向门机配液压自动抓梁操作。泄水闸系统共设置闸门34扇,门槽埋件64套(其中2套为门库埋件),固定卷扬机31台(套),双向门机1台(套),检修桥机1台(套)。2、电站厂房系统金属结构设备电站厂房位于枢纽左侧,共装设有4台贯流式灯泡机组,单机容量为11MW,每台机组均设有独立的进水口和尾水道。电站厂房顺水流方向依次设置进口拦污栅及其启闭和清污设备、进口检修闸门和尾水事故检修门及其启闭设备,厂坝共用双向门机承担进口检修闸门的启闭任务。电站系统金属结构设备共设置悬挂式拦污栅24跨,拦污栅栅槽埋件24套,闸门8扇,门槽埋件8套,门库埋件2套,兼提栅功能的耙斗式清污机1台(套),单向门机1台(套),清污船1艘。3、船闸系统金属结构设备船闸布置在枢纽右侧,为单线单级船闸,船闸级别为Ⅲ级,设计最大船舶吨级为1000t,闸室有效尺寸为180.0×23.0×3.5m(长×宽×槛上水深),通航净空10.0m。船闸系统金属结构设备有上游挡洪检修门、上闸首工作门、下闸首工作门、下游检修门,输水廊道充泄水工作门及其上、下游检修门,并设有操作工作门的液压启闭机和操作检修门的台车及电动葫芦,另外还设有浮式系船柱。船闸总共设置闸门12扇(人字门一对门叶按1扇计),浮式系船环10对,启闭机8台。清远水利枢纽主体工程机组启动技术预验收工程建设监造监理工作报告24、机电设备北江清远水利枢纽工程主要机电设备有:11MW灯泡贯流式三相交流同步发电机组4台,灯泡贯流转浆式水轮机4台,SF10-50MVA/110KV主变2台,10.5KV干式变压器8台,10.5KV高压开关柜51台套,低压开关柜(屏)63台套,低压配电箱51台,自动控制系统1套等。5、电站第一台机组启动预验收范围内相关金结、机电设备完成情况1)泄水闸系统一期17孔已完成并于2011年8月份在二期工程导截流阶段验收时通过了验收,现已发挥工程效益。涉及到设备制造方面的金结、机电设备有:泄水闸门槽埋件35套(其中1套为右岸门库埋件),平面工作闸门17扇,17台(套)固定卷扬机,厂坝共用坝顶双向移动门机1台套。现正在进行二期14孔泄水闸的土建施工,与之配套的闸门、启闭机、机电设备等制造工作已按进度计划落实到位。2)船闸系统金属结构及部分电气设备在2011年9月份船闸工程部分工程临时投入使用验收时通过了验收。涉及到金属结构的设备有:上游挡洪检修门、上闸首工作门、下闸首工作门、下游检修门,输水廊道充泄水工作门及其上、下游检修门,液压启闭机、台车及电动葫芦,浮式系船柱。船闸共有闸门12扇(人字门一对门叶按1扇计),浮式系船环10对,启闭机8台。现在船闸系统已经投入使用,正在试运行调试阶段。3)经过参建各方的努力,电站第一台(设备编号:1#)机组的安装、调试工作已基本完成,已具备了机组启动技术预验收的条件,与之有关的土建工程正处于煞尾阶段,经过采取相应的措施,对本次首台机组的技术预验收和后期的试运行无影响;2#、3#、4#水轮机组的基础环、座环等预埋件已安装到位,结合电站进水口和尾水闸门的使用,对本次第一台机组的启动和后期的试运行无影响;相关的电气设备、自动化装置等已安装调试合格,外输供电线路已验收合格并投入运行。二、监理规划2.1监理规划与监理制度的建立与实施2.1.1监理规划的编制佛山市科诚工程监理有限公司于2010年7月和清远粤华电力有限公司签订了清远水利枢纽主体工程机电设备监造合同,根据设备监造合同和监理规范,我公司及时成立了设备监造监理机构,并组织人员编制了《广东省清远水利枢纽工程设备制造监造规划》。监理规划的主要内容:1、监造工作范围2、监造工作内容清远水利枢纽主体工程机组启动技术预验收工程建设监造监理工作报告33、监造工作目标及计划4、监造依据5、监造的组织形式6、监理人员的岗位职责7、监造工作程序、方法、制度8、监造工作的质量、进度、投资控制9、合同管理10、信息管理。2.1.2编制了设备监造职责根据清远水利枢纽工程设备监造的特点,对所监造范围内的设备质量、制造进度实施有效控制,我们在制定监理规划的同时,还编制了设备制造监造职责,从而使设备制造质量符合合同等要求的技术规范和相应的国家标准,确保了设备制造合格率为100%,实现合同的工期目标,并督促、指导设备厂家完成设备制造的技术报告、出厂验收文件等,使设备档案工作达到国家标准。2.1.3监理制度的建立和实施为了搞好监理工作,监理部建立了以下各项监理工作制度并付诸实施:1设计交底制度2技术文件审核、审批制度3原材料、半成品、构配件和制造设备检验制度4工程变更制度5质量检验制度6工程计量付款签证制度7会议制度8施工现场紧急情况报告制度9工作报告制度10工程验收制度11监理人员守则和奖惩制度2.1.4编制详细的监理实施细则结合本监理项目的特点
